A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, November
16, 2015, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council Tom Kneeland called the
meeting to order at 7:00 p.m. Vice President of Council Renner
delivered an Invocation followed by the Pledge of Allegiance. Agenda
for this meeting was published on November 13, 2015.
Present 6 - Karen J. Angelou, Thomas R. Kneeland, Brian D. Larick, Jamie
Leeseberg, Stephen A. Renner, and Michael Schnetzer
Absent 1 - Ryan P. Jolley
B. HEARING OF VISITORS.
1. Resolution to Honor and Commend Major General James Williams for 15
years of Distinguished Service to the City.
President Kneeland read the Resolution being presented to General
James Williams; Williams said he has enjoyed working for the City of
Gahanna; has been at the state, federal and local level in government
but believes this is the level you can make the greatest impact;
enjoyed being heavily involved with the Gahanna Police Department;
believes Gahanna is in a better place now with the improvements and
establishments of plans and policies; thanked everyone.
2. Jerry Kerr, VFW Property -
Commander Kerr was present along with several other VFW
members; they'd requested Council's support to purchase part of their
property; they have fell on hard financial times and asking City to help;
looks forward to a great future with the City of Gahanna.
Mayor Stinchcomb said she would like to bring this to Committee next

week; she is in support of the transaction; it will help with pool traffic.
3. Diana Redman - Emergency Legislation -
Redman said she did not attend the last two meetings but after
reviewing tonight's agenda, said she was concerned about how many
items were passed as an emergency; in the process of reviewing the
budget; concerned that annual contracts are being brought forward
with emergency language; said on the Ordinances from 0129-0132
state there are no increases, said she believes she saw an increase
on two of those contracts; one was not more than $5,000; would like
to see this being brought forward sooner, so it does not need
emergency langauge; Kneeland stated these items will be introduced
tonight and be brought back to Committee next week for discussion.

Community Improvement Corporation (CIC) - Larick/Kneeland
Larick said meeting is tomorrow morning at 7:30 a.m. at City Hall.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said they met last Thursday; a special guest, David
Goodman, Director of Ohio Development Services Agency, spoke and
gave a recap on what has been happening over the last 5 years; a
website to connect various programs was put together; has been
working well; he would like us to visit that website and see what would
benefit our community; said in regards to lowering taxes, we are losing
our local government funds; policy guides for 2016 were discussed,
will be available in Council office; the internship program was also
discussed, said they have 10 so far, looking forward to going through
those and get those interns hired for the summer; the state capital bill
was also brought up; may discuss that next Monday; 2016 State of the
Region will be May 6, 2016; active transportation plan, in the draft
strategies currently; receieved the first part of the Metropolitan Transit
Plan (MTP); listed on the document which will also be available in
Council office.

M. OFFICIAL REPORTS:
Mayor
Mayor Stinchcomb said as we embark on this holiday; keep in mind of
those that are in need; GRIN will be providing assistance;
www.grin4gahanna.org donations can be made; please remember
less fortunate; reminded everyone of Holiday Lights; support CVB next
Sunday; passing of General Abraham was sad; his funeral was quite
an honorable story to be told; this buidling was named after him; lost a
true star in the community.
City Attorney
Ewald said echoed Mayor's thoughts on General Abraham's passing;
reminded everyone to give to the less fortunate and donate to GRIN
(Gahanna Residents In Need).
N. COUNCIL COMMENT
Angelou said General Abraham's services were beautiful; said he will
be missed; congratulated Tom as mayor-elect; thanked Jennifer Teal
for presenting the budget; said the Economic Development
Community Engagement Committee (EDCEC) meets this week;
thanked Anthony Jones for his time on this committee.
Leeseberg said it was a good night for Trick or Treat this year;
congratulated Mr. Kneeland on his election as the next Mayor to lead
the community; welcomed incoming Council Members.
Schnetzer congratulated Mr. Kneeland and incoming Council
Members.
Larick congratulated new elects; thanked General Williams for his
service; General Abraham will be missed; his son was able to meet
him and get valuable advice; he will never forget the caring
conversation.
Renner said he's happy General Abraham was apart of the City of
Gahanna; said he did not get to formally meet him; said he has heard
that he did a lot of great things; thanked General Williams for his
service to our Country and this community; said he will not be at
Holiday Lights this year; will be watching a Gahanna resident at the
Crew Game that weekend.

Kneeland said this community is very blessed to have two Generals
involved with our City; told General Williams he'd be missed dearly;
General Abraham was instrumental in this community; he had a lot of
insight and foresight; made a joke that General Williams is only
leaving because he didn't want to report to someone who was under
him in command.
O. EXECUTIVE SESSION - to go into Executive Session under authority of
Section 5.40(g) of the Council Rules of Procedure to consider confidential
information related to the marketing plans, specific business strategy,
production techniques, trade secrets, or personal financial statements of
