CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, December 7, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Tom Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on December 4, 2015. Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA. - None. C. HEARING OF VISITORS. Patricia Kovacs, 527 Haversham Drive, believes we should purchase the VFW property; very happy that we purchased the property on McCutcheon Road and it will be used for parks instead of apartments; was disappointed we did not purchase the FOP property when it was available; thinks the VFW property will be a great property for the City to purchase; understands the concern for money but in favor of the purchase. Sharon Montgomery, 572 Bonnington Way, have been working around Ohio for 13 years to restrict driving under the influence of electronics; the 2010 Council discussed a local texting law and chose to continue the current general full time and attention law; have not seen any evidence that there has been any effect on driving with using electronics; in a near-miss situation with a phoning driver recently in front of the police station; said that driver was not worried about penalties; Ordinance 144 would expand the use of incremental penalties for repeat offenders; incremental penalties and increased penalties when serious harm results are tools to enhance traffic safety but only when penalized; to a lawmaker or enforcer, against the law City of Gahanna Page 1 City Council Meeting Minutes December 7, 2015 means "on the books", to an offender it means "there is a high risk I get caught, too much to take the chance"; our officers have only the states law and that is not enough for them to make a dent in this behavior; respectfully request before voting Council asks the Police Department for statistics on how often drivers are stopped and cited for inattention and how many note e-distractions; the numbers should help decide if there is a need for incremental penalties or if there is an underlying problem like stopping and citing distracted drivers; this code section does not seem to deter many e-distracted drivers; thanked the Council and hopes to have this discussed in Committee next week. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Renner introduced the items under Section D. Ordinances - To Be Introduced and Assigned to Committee: ORD-0136-2015 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2016. This Ordinance was introduced. ORD-0137-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO A REAL ESTATE PURCHASE AGREEMENT FOR THE VETERANS OF FOREIGN WARS OF THE UNITED STATES, TRI-COMMUNITY POST NO. 4719 FOR PROPERTY LOCATED AT 75 WEST JOHNSTOWN ROAD, GAHANNA OHIO 43230; AND TO ENTER INTO LEASE AGREEMENT WITH THE VETERANS OF FOREIGN WARS OF THE UNITED STATES, TRI-COMMUNITY POST NO. 4719; AND TO SUPPLEMENTALLY APPROPRIATE $250,000. SECOND READING OF ORDINANCES: AMEND BY SUBSTITUTION - ORD-0102-2015 AN ORDINANCE DECLARING THE IMPROVEMENT TO CERTAIN PARCELS OF REAL PROPERTY IN THE CITY'S JOHNSTOWN ROAD DISTRICT TO BE A PUBLIC PURPOSE AND EXEMPT FROM TAXATION; ESTABLISHING A TAX INCREMENT EQUIVALENT FUND AND PROVIDING FOR THE COLLECTION AND DEPOSIT OF SERVICE PAYMENTS INTO THAT FUND; SPECIFYING THE PUBLIC INFRASTRUCTURE IMPROVEMENTS DIRECTLY BENEFITING THE PARCELS; AUTHORIZING MAKE-WHOLE COMPENSATION PAYMENTS TO THE GAHANNA-JEFFERSON CITY SCHOOL DISTRICT AND THE EASTLAND FAIRFIELD CAREER & TECHNICAL SCHOOLS; AND AUTHORIZING THE EXECUTION OF AN INFRASTRUCTURE FUNDING AGREEMENT WITH MIFFLIN TOWNSHIP; AND TO DECLARE AN EMERGENCY. A motion was made by Larick, seconded by Renner, to Amend by Substitution and Adopt as an Emergency. Discussion on the Motion: Larick said there has been discussion with the Township; last conversation with Chief Kauser he advised he was happy with the updated language and the formal vote from the Township for their approval of the legislation; opportunity for us to take a development that could have had minimal economic return to gain a little bit for the City with the TIF in place along with any future development that may occur; in favor of this legialtion; Kneeland agreed this is a good piece of legislation; support this and believe it will help all entities involved; Angelou thanked Larick for bringing this legislation forward; making the Township whole, it is the best of collaboration. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley No report. Convention & Visitors Bureau (CVB) - Jolley Jolley said the Holiday Lights Parade is getting positive feedback; 5K had 350 registered which is the highest we've had; expanding Holiday Lights outside just the downtown area has been very successful. M. OFFICIAL REPORTS: Mayor Stinchcomb said the Strategic Plan is underway; public will have a chance to give input; staff has several meetings scheduled; all Council including incoming are being interviewed by Managing Results to discuss the plan. City Attorney No report. N. COUNCIL COMMENT Angelou said the Economic Development 411 was a little different this year; gets you excited about being "the something" of the world; said the next Economic Development Community Engagement Committee (EDCEC) is tomorrow the 8th at 6:30 p.m. to discuss middle part of the plan. Kneeland gave kudos to everyone helped with the Holiday Lights; believes it drove a lot of people to the area; businesses liked the change; still had a parade with traditional layer; but the new change was well received.
