CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, December 21, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Tom Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner delivered an Invocation followed by the Pledge of Allegiance. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA - None. C. HEARING OF VISITORS. RES-0011-2015 TO HONOR AND COMMEND MAYOR REBECCA W. STINCHCOMB FOR HER MANY YEARS OF CONTINUOUS DEDICATED SERVICE TO THE COMMUNITY OF THE CITY OF GAHANNA. President Kneeland honored Mayor Stinchcomb with a Resolution from Council for her many years of continuous dedicated service to the community of the City of Gahanna. RES-0013-2015 TO HONOR AND COMMEND RYAN JOLLEY FOR HIS MANY YEARS OF SERVICE AS A GAHANNA CITY COUNCIL MEMBER AT LARGE. President Kneeland honored Ryan Jolley with a Resolution from Council for his many years of service as a Gahanna City Council Member At Large. RES-0012-2015 TO HONOR AND COMMEND TOM KNEELAND FOR HIS MANY YEARS OF SERVICE. City of Gahanna Page 1 City Council Meeting Minutes December 21, 2015 Vice President Renner honored Tom Kneeland with a Resolution from Council for his many years of service to the City of Gahanna and in the Military. Mr. Jeter, 1266 Dobbins Drive, was present with this son to show his support to keep the pools open; keeps people physically fit; his brother went to college on scholarships; gives youth something constructive to look forward to; look at pools that the they compete against; Hunters Ridge has 8 lane pool; people travel a long distance to train on pools like Gahanna; keep that in mind when discussing funding; pools are relevant for community engagement; Dash for Splash past participants are ready to have another great year; local radio stations add a lot to the fun; Matthew Jeter said he's a student at Middle School East; he looks forward to swimming at the pools; been swimming on a team for 3 years; good place to cool down and definitely fun; he's glad his dad brought him to speak. PUBLIC HEARING: ORD-0136-2015 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2016. President Kneeland opened the meeting at 7:27 p.m. One proponent, Perry Baston, 1038 Skinner Avenue, was present to discuss his appreciation to Council for anything they can do to continue to keep the pools open; he said that he knows at least 20 other citizens who also want to see the pools stay open; this group is also trying to raise funding to keep the pools open; believes it is very important to the community; thanked Council and staff for their support. No opponents. President Kneeland closed the meeting at 7:30 p.m. G. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Larick said they will schedule meetings for 2016 at the beginning of the year. City of Gahanna Page 8 City Council Meeting Minutes December 21, 2015 Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said last meeting was December 10th and that was the last meeting of the year; received a list of 2016 meetings and committees; heard a presentation on a trip to Japan; a group from Columbus2020 and the Chair of MORPC represented; said there are 150 companies that have something to do with Japan; there are cities in the Central Ohio area that are "sister-cities" with Japan; discussed having our City look into this with the upcoming economic development; the Honda facility was discussed in the presentation; Chad Smith, Ohio Air Quality Executive Director was the Community Leader Spotlight; his organization pre=dates the EPA; they are into the federal clean air act; working this year and targeting businesses under 100; some of those included a paint factory, and a car finishing place to help clear the air; adopted the 2015 MORPC Title VI Program for non-discriminitaion; brought in 2016 regional awards; May 6th is State of the Region which we will want to be involved in; October 7th is the Summit on Sustainability; we want to have a good presence from Gahanna; discussed the MORPC Transportation Plan; they will come out and talk about the 900+ projects being brought forward; adopted the 2016 public policy agenda, said it had to be amended because the federal law passed the budget; that was a key element; the sustainabilty advisory committee talked about recycling and efforts to revitalize; City of Bexley is energizing their recycling; going for a zero waste plan for the City; said that is something we should be thinking about in our City; Bexley is partenering with Goodwill; the O-Zone layer and our air quality, we made it to 171 parts per billion; does not put us in attainment; we are working on it and our air quality in this area has gotten better; discussed bike safety; house bill looking at a clearance around bicycles; said this in 25 states; transportation bill is fully funded; Jed legislation is in process; House Bill 176 - natural gas conversion; MORPC is an advocate; regulations for Uber and Lyft are in a House Bill at this point as well. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley had no report. Convention & Visitors Bureau (CVB) - Jolley Jolley said it has been a fantastic opportunity to serve on the board; has a tremendous economic impact on the City; plays a role in how we are percieved in the state and even across the nation; thanked Laurie Jadwin for her service to the CVB; looking forward to seeing it evolve and seeing what it can do in conjunction with the Economic Development Department. City of Gahanna Page 9 City Council Meeting Minutes December 21, 2015 M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb thanked Perry Baston and Mr. Jeter and Mr. Jeter for attending and coming out to speak about the pools; pleased that the budget has passed; said everyone's hearts are heavy due to Bridget Hixon, the wife of Marvin Hixon a Police Officer with the City of Gahanna; said she always had a smile on her face and she worked in the Planning and Development Department; knew her battle with cancer was coming to a close but did not expect it this soon. Mayor Stinchcomb presented a flag to the President of Council; said he has done a wonderful job as President of Council; looks forward to passing the badge on January 2nd. Mayor Stinchcomb thanked Mr. Jolley for his service; said it has been an honor and privilege to serve with all of City Council; welcomed Nancy McGregor back to City Council and Brian Metzbower; thanked everyone; special thanks her husband and children; she said that her position does involve family; thanked them for all their support; thanked the voters for their support; never lost an election; thanked her staff; it's all about team; no one Mayor does anything by themself; she is very proud of her staff; she will miss all of them; thanked the Chamber for recognition at the breakfast; is an old Boy Scout and appreciates the Boy Scouts; wished everyone a Merry Christmas and Happy New year. City Attorney Ewald thanked Mayor Stinchcomb for her guidance, support and wisdom; thoughts are with Martin Hixon's family; wished everyone happy holidays. N. COUNCIL COMMENT Leeseberg thanked Mayor Stinchcomb and Ryan Jolley for their service; wished Kneeland good luck on his endeavor as Mayor. Angelou wished the very best to Mayor Stinchcomb and Ryan Jolley; looking forward to working with Tom Kneeland as the new Mayor; she recalled her last reception two years ago when she came but did not stay; said this day has great meaning to her; said she could have lost her life and is happy to be here; told everyone to cherish every minute your here on earth. City of Gahanna Page 10 City Council Meeting Minutes December 21, 2015 Jolley said something hit him earlier today; said some of our residents in the City, Bruce and Nancy Gerwin, who are also friends of his; said Bruces' father passed away last night and his granddaughter was born this morning; thought about the circle of life; thanked Mr. Renner for the quote he shared tonight; said "How does one sum up a lengthy endeavor of any consequence in a short time? I certainly cannot...so settle in! The past four years has been an invaluable experience; one that I am grateful for, though one that I certainly would not repeat in the same manner if given the chance. Serving the citizens of Gahanna as a member of City Council has been an honor and the privilege of my life. We have faced, and continue to face, serious challenges, not only as a municipality, but as an institution of government as well. I have learned many personally valuable lessons throughout my term in office; I will do my best to implement as much of that education as I can in my future endeavors. In the meantime, I will leave behind these thoughts: To my parents: Thank you, for everything. Without your love and support, I would be nowhere near this spot right here, right now. To the Staff: It has been a privilege to interact with so many individuals of your level of professionalism, integrity, qualification, and respect. As a representative of every member of this community, please accept my gratitude and appreciation for the yeoman's job each of you performs each day in service to all of us. Thank you. To our City Attorney: You have made significant and much-needed improvements to your office, and I appreciate your sage counsel regarding the important legal matters facing the City throughout our deliberations. To Mayor Stinchcomb: It has been an honor to serve with you, Mayor. Your contributions to our community are too numerous to name, but too impactful to ignore. Your legacy of service may never be quantified, but it can be qualified: meaningful, significant, and enduring. As a proud product of this city, shaped by your service and sacrifice on our behalf, I thank you. I wish you and Buck all the best as you enjoy a well-deserved retirement. To my colleagues on City Council: It has been a privilege and a pleasure to work alongside you these past few years. Despite differences in opinion, I have never once doubted any of your commitment to making Gahanna the best it can possibly be. Along with the incoming members of Council, however, I implore you: Please exercise your power to enhance the City Council as an institution equal to and independent of the executive administration. Hire the necessary staff to conduct legislative research and engage in communication with the residents. Establish the Council as a driver of the train, not just a bump on the tracks. As technological and geopolitical forces continue to rush us forward, you, as our elected representatives, must exercise the leadership necessary to keep the ship of state upright. To the residents of Gahanna: Thank you, from the bottom of my heart, for allowing me the opportunity to represent this city as a member of its governing body, for bestowing your trust in me to make decisions on City of Gahanna Page 11 City Council Meeting Minutes December 21, 2015 your behalf focused on bettering our community, and for challenging me to step outside my comfort zone while doing so. My challenge to you is this: Implement the better aspects of our community values, specifically our rich history of education, to work together to solve our common problems. Punditry is not a substitute for policy; Facebook is not a substitute for philosophy. Remember: the inescapable reality of living in a community - whether global or local - is that if you are not part of the solution, you are part of the problem. Take the time, even if it is only a few minutes each week, to make a positive difference.I can only hope that I have made some such difference here. Thank you." Schnetzer thanked Mayor Stinchcomb for her many years of service; halfway through her tenure to the City his family put their roots in Gahanna; said it has been an honor to serve with Mr. Jolley; wished him well on future envevours; looking forward to working with Mr. Kneeland as Mayor. Larick thanked Mayor Stinchcomb and all of City Council; looking forward to learning more from his colleagues. Renner thanked Mayor Stinchcomb, Ryan Jolley and Tom Kneeland; serving in public service is a sacred act; thanked Mrs. Angelou for her sacrifices and still being with us; presented the President of Council, Tom Kneeland with a gift; Renner said this is a sacred week and asks that everyone spend time with their families and reflect on their lives. Angelou asked Kneeland for an extension of the Economic Development Community Engagement Committee; Kneeland said their task was due to be complete by the end of the year; requested an extension to January 31, 2016. Kneeland thanked colleagues; said it has been an extraordinary year; thanked all Council members who were chairs or appointees for other organiziations that Council represents for their service this year; said it means a lot to the citizens; thanked Mayor Stinchcomb for her leadership and service; wished everyone a Merry Christmas and reminded everyone to spend time with their families; asked that everyone keep the Hixon family in their thoughts and prayers. A motion was made by Renner, seconded by Schnetzer to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Kneeland and Larick No: 1- Jolley President Kneeland said there will be two parts to the Executive Session; requested Nancy McGregor and Brian Metzbower attend the first part of Executive Session and City Attorney, Shane Ewald attend the second part.
