ELECTION OF PRESIDENT A nomination was made by Schnetzer, seconded by Leeseberg, to appoint Stephen Renner as President of Council. The nomination carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor Mayor Kneeland turned the meeting over to President Renner. D. ELECTION OF VICE PRESIDENT A nomination was made by McGregor, seconded by Schnetzer, to appoint Brian Larick as Vice President of Council. The nomination carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor Renner marked the occasion of the Oath of Office; said it is a very moving event; congratulated everyone who took the Oath. MAYORAL APPOINTMENTS TO BE CONFIRMED BY COUNCIL MR-0056-2015 MOTION RESOLUTION TO CONFIRM THE MAYOR'S APPOINTMENT OF CID CANTER TO THE COMMUNITY IMPROVEMENT CORPORATION FOR A THREE YEAR TERM EXPIRING DECEMBER 31, 2018. A motion was made by Angelou, seconded by Schnetzer, that this Motion Resolution be Approved. A motion was made by Angelou, seconded by Larick, that this Motion Resolution be Approved. A motion was made by Larick, seconded by Schnetzer, that this Motion Resolution be Approved. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor H. ESTABLISH TIME AND DAY OF REGULAR CITY COUNCIL MEETINGS AND COMMITTEE MEETINGS: - Regular City Council Meetings to be held at 7:00 p.m. on the 1st and 3rd Monday each month, unless Monday falls on a holiday, then on the next Tuesday. - Council Committee Meetings to be held at 7:00 p.m. on the 2nd and 4th Monday each month, unless Monday falls on a holiday, then on the next Tuesday. A motion was made by Larick, seconded by Leeseberg, to establish the time and day for City Council meetings and Council Committee meetings. ADOPTION OF RULES OF CITY COUNCIL RULES-0001 City Council Rules of Procedure A motion was made by Larick, seconded by Schnetzer, that these Rules of Procedure be adopted. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor J. COUNCIL REPRESENTATIVES (TO BE ASSIGNED BY THE PRESIDENT): - Community Improvement Corporation Renner assigned himself as President of Council to the Corporation. - Mid-Ohio Regional Planning Commission Renner assigned Karen Angelou. City of Gahanna Page 4 City Council Meeting Minutes January 2, 2016 - Convention & Visitors Bureau Renner assigned Brian Metzbower. - Gahanna Jefferson Board of Education Renner said the assignment will be determined at a later date. - Office & Industrial Incentive Program Renner said the assignment will be determined at a later date. - Tax Incentive Review Council Renner said the assignment will be determined at a later date. - Economic Development Community Engagement Committee Renner assigned Karen Angelou. K. COMMITTEE ASSIGNMENTS: to be determined by incoming Council President Renner requested Nancy McGregor chair the Development and Parks Committee; said Brian Metzbower and Michael Schnetzer will sit on the Development and Parks Committee. Renner requested Jamie Leeseberg to chair the Service and Safety Committee; said Karen Angelou and Brian Larick will sit on the Service and Safety Committee. L. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: None. Q. CONSENT AGENDA: Minutes - To Approve: 2015-0413 Council Minutes - December 21, 2015 These Minutes were Approved and Filed on the Consent Agenda. Ordinances on Second Reading: ORD-0154-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH SEAN H. MAXFIELD TO SERVE AS MAGISTRATE FOR THE CITY OF GAHANNA MAYOR'S COURT. This Ordinance was Adopted on the Consent Agenda. ORD-0157-2015 TO ACCEPT DEEDS OF EASEMENT FOR THE STORM SEWER EXTENSION FOR THE LUDWIG DRIVE STORM SEWER; LOT 38 EASEMENT AND LOT 39 EASEMENT. MOTIONS/RESOLUTIONS: None. X. OFFICIAL REPORTS: Mayor Mayor Kneeland looking forward to working with everyone; excited about Monday coming; will be sending out a ten-point plan; please let him know if there are any questions; the most major point is economic development and job growth; that will be the number one goal this year; congratulated Mr. President. City of Gahanna Page 7 City Council Meeting Minutes January 2, 2016 City Attorney Ewald congratulated everyone this evening; said he sent out a yearly report from the City Attorney's office; said Happy New Year. Y. COUNCIL COMMENT Renner noted we will not have the regular meeting on Monday, January 4th 2016. Angelou welcomed Mayor Kneeland; said it's her eleventh Oath of Office; she's happy to be here; thanked everyone who voted in the past election; it made tonight happen. Metzbower thanked everyone for being welcoming and supportive; welcomed Mayor Kneeland and his fellow Council members. McGregor thanked everyone for attending tonight's meeting; congratulated all incoming. Leeseberg said Happy New Year and congratulated everyone. Schnetzer echoed the comments; said Mayor Kneeland has a nice ring to the name; welcomed everyone and looking forward to working with everyone in 2016.
