CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, February 1, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner called the meeting to order at 7:00 p.m. Vice President of Council, Brian Larick delivered an Invocation followed by the Pledge of Allegiance. DISCUSSION TO AMEND THE AGENDA - Angelou acknowledged Mrs. Hoffman’s comments related to an item on the consent agenda and asked that Motion Resolution 0005-2016 be removed and delayed by 2 weeks so that council members may take another look at it; President Renner noted that the item would be moved to the Regular Agenda of tonight’s meeting to allow for further discussion. Development & Parks - McGregor McGregor said first meeting of committee was held last week; pools did not use any of the supplemental funds last year and operated in the black; pleased to hear about the purchase and donation of the land in the Foxwood Development; additional land will now be added to the existing park. H. CORRESPONDENCE AND ACTIONS - Clerk Clerk Banning updated Council on the process of the application. City of Gahanna Page 5 City Council Meeting Minutes February 1, 2016 The Planning Commission recommended approval of the Ridenour Road Rezoning application (Z-0003-2015) on January 27, 2016 (minutes attached below). The Public Hearing will be held on March 7, 2016 and discussed in Committee of the Whole on February 22, 2016. The requested zoning change amended to L-SO was meant to address any potentially high traffic uses. 2016-0025 Planning Commission Minutes - January 27, 2016 Z-0003-2015 To consider an application for Zoning Change for 4.19+/- acres of property located at Ridenour Road, Imperial Rise #3, Part of Reserve "A", Parcel ID #025-013236; current zoning RID, Restricted Institutional District; requested zoning L-SO, Limited Overlay - Suburban Office; Fred Kenimer (Land Owner's Property Coordinator), applicant. Advertised in the RFE 01/14/2016 and 01/21/2016. Council I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: MR-0005-2016 MOTION RESOLUTION TO AUTHORIZE THE TRANSFER OF FUNDS IN THE AMOUNT OF $42,797 FOR THE PURPOSE OF FUNDING THE NEWLY CREATED DIRECTOR OF MARKETING AND COMMUNICATION. TRANSFER DETAIL ATTACHED. Angelou explained that she feels waiting two weeks will add to the transparency of the Strategic Planning process and is needed for economic development in the City; Renner stated he is strongly in support of the motion, didn’t see a reason to delay, and would like to defer to the Mayor; Mayor Kneeland explained the importance of the position under the Economic Development Plan; the City desperately needs a marketing person to be successful in the economic development arena; Angelou responded to the Mayor’s comments that in two weeks the Committee will be prepared to have the review of the Economic Development Plan brought forward and she does not believe the committee will make any changes to the recommendation of hiring of a PT Director of Marketing and Communication; Leeseberg asked Angelou why the concern wasn’t discussed in committee the prior week or brought up before the meeting; Angelou responded she's acknowledging the comments of Mrs. Hoffman and stated she didn’t believe two weeks would make a difference; Larick does not believe that the day-to-day functioning of the City and its long-term strategy correlate and is in support of the legislation, however, he did not hear a compelling reason to prevent the delay and would be agreeable to waiting two weeks. The motion carried by the following vote: Yes: 4- Leeseberg, Renner, Larick and Metzbower No: 2- Angelou and McGregor Absent: 1- Schnetzer A motion was made by Angelou, seconded by McGregor to delay vote for two weeks. The motion failed by the following vote: Yes: 3- Angelou, Larick and McGregor No: 3- Leeseberg, Renner and Metzbower Absent: 1- Schnetzer K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner/Larick Larick stated the next meeting is February 16th at 7:30 a.m. in City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported there are no meetings this month; she will be traveling with the MORPC team to Washington, D.C. to speak with Representatives and Senators about this region. Bd. of Education, Gahanna-Jefferson Public Schools - TBD Renner will attend the next meeting unless any Council Member wants to take his place. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg stated the first meeting was on January 21; was bit of a rough year for Blues & Jazz Festival due to weather but all in all a pretty good year; annual meeting is March 3; speaker will be former Lt. Governor Lee Fisher. M. OFFICIAL REPORTS - City of Gahanna Page 7 City Council Meeting Minutes February 1, 2016 Mayor Mayor Kneeland said he attended a recognition at the Police Department for two officers who responded to a call during which they performed life saving measures and kept a resident alive until emergency medical help could arrive; Officer Jones observed a car which he matched to several crimes; recognized this as another example of the diligence of the officers of Gahanna; thanked the police department for all their hard work; thanked Council for their support for the marketing position approved tonight. City Attorney No comment. N. COUNCIL COMMENT - Metzbower stated that the Parks & Rec Dept operational cost recovery rate was 90% so the Department ranks in the top 1% of the nation in that category; very good stewards of the City's tax dollars. Larick encouraged people to attend the upcoming Go Forward Gahanna meetings. O. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance. President Renner requested Mayor Kneeland, Jeff Snyderman of Value Recovery Group, David Poe, Anthony Jones and Jennifer Teal to attend the Executive Session.
