A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, March 21,
2016, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Stephen Renner called the
meeting to order at 7:00 p.m. Vice President of Council, Brian Larick
delivered an Invocation followed by Girl Scout Troop 1208 leading the
Pledge of Allegiance. Agenda for this meeting was published on
March 18, 2016.

C. HEARING OF VISITORS -
1. Girl Scout Troop 1208 - Gahanna Residents in Need (GRIN) Project
The girls scouts spoke to support a GRIN (Gahanna Residents in
Need) Project; they are collecting board games to foster relationships
and enhance quality family time; they believe that playing board
games is a fun, safe, healthy way for young people to interact with
family & friends; they don't know a lot of families that can afford to buy
games; want to make a difference in the community; they will be giving
them away at the Back to School Fair in August this year; asking for
people to donate any amount of money and/or board games; drop off
location will be at City Hall, 200 S. Hamilton Rd, Gahanna, on April 30
at 12pm - 4pm.

AMEND BY SUBSTITUTION and ADOPT
ORD-0073-2015 TO REZONE 4.19+/- ACRES OF PROPERTY AS L-SO, LIMITED
OVERLAY SUBURBAN OFFICE; SAID PROPERTY LOCATED AT
RIDENOUR ROAD, IMPERIAL RISE #3, PART OF RESERVE "A";
PARCEL ID NO. 025-013236; CURRENT ZONING RID,
RESTRICTED INSTITUTIONAL DISTRICT; FRED KENIMER, LAND
OWNER'S PROPERTY COORDINATOR, APPLICANT.
Schnetzer said this doesn't have a project; no rules for said project;

not cynical on future development; needs to be scrupulously analyzed;
in the course of discussion, not heard anything that City has misled
anyone; but project deviates from concept as signal family; to approve
a re-zoning could lead to a project not desirable; putting the cart
before the horse; example is the apartment development on Hamilton
Road; instead ended up with apartments and not condos; he's not in
favor of this legislation.
Glen Dugger, 37 W. Broad Street, Columbus, Ohio; pointed out that
any project for development would need to go through the final
development process; this over lay provides a level of protection;
happy to answer any questions.
McGregor said was originally on Council when this group bought this
property; it was zoned Suburban Office, SO; Gahanna had recently
added a new zoning classification, Restricted Institutional District, RID;
it was a zoning classification for churches, schools and government
buildings; these types of buildings are often in residential areas but
have different needs as far as parking requirements, setbacks etc;
Gahanna asked the Christian Meeting Room to rezone their property
to this RID zoning because they were planning to build a church; the
plan has changed and a church is no longer planned; the group wants
to sell the property, but the RID zoning greatly limits its uses; churches
can create a lot traffic; changing it back will have low impact on traffic;
it is a reasonable request.
Metzbower said he read the traffic analysis submitted by Anthony
Jones in his presentation to Council; discussed traffic for various uses;
how it would impact daily traffic; would like the document to be put into
the discussion; Jones will submit to clerk for legislation file (attached).
Renner believes there are levels of protection in place with this
overlay; thanked applicant for going through process.
A motion was made by Leeseberg, seconded by Metzbower, that this
Ordinance be Amended by Substitution and Adopted. The motion carried by
the following vote:
Yes: 6- Angelou, Leeseberg, Renner, Larick, Metzbower and McGregor
No: 1- Schnetzer

Community Improvement Corporation (CIC) - Renner/Larick

Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said she picked up the wrong MORPC packet and won't have
all the information; the City of Columbus was selected as one of the 7
communities for the Smart City Challenge and won $100k; really
exciting time if final pick could receive $50 mil; had guest speaker
Dana McDaniel; exciting thing to watch; a lot of broadband; thought
about the Mayor and how intricate it is to communities; believes Dublin
received award this year; typically received by Texas; good
demonstration; on website at MORPC.org or the City of Dublin website
if anyone wants to see it; new officers were brought forward to be
voted on in April; she is running for secretary; State of the Region will
be in May this year due to the Safe Routes to school meetings and
MORPC is in charge of that; requested everyone attend the luncheon
and visit the new officers; Safe Routes to School will be at the Hilton;
talked about emergency mandate study; the sustainability and the
roundtable.

M. OFFICIAL REPORTS:

Mayor Kneeland reminded everyone that the State of the City is this
Thursday; working on Strategic Plan this week; same consultant is
working with staff and will have a report on the progress.
City Attorney
Ewald said he's been busy working on code changes.
N. COUNCIL COMMENT
Angelou said won't be able to attend the State of the City on
Thursday; it is Maundy Thursday won't be able to stay; upset that she

can't attend; look forward to the great things; she knows the Mayor will
be just as good on Thursday as he was at the Chamber event.
Metzbower said to Angelou good luck on seat as MORPC secretary;
commended her for being very involved and doing great things;
wished everyone a Happy Easter and to have a good weekend.
McGregor congratulated Angelou on her seat; will not be able to
attend the State of the City; will be at a Passover Seder dinner;
Hamilton Road will be closed starting on Monday; be cautious and be
patient while driving.
Leeseberg said Happy Easter.
Larick said stay safe if traveling; Happy Easter.
O. EXECUTIVE SESSION - to go into Executive Session under authority of
Section 5.40(a) of the Council Rules of Procedure to consider the
appointment, employment, dismissal, discipline, promotion, demotion or
compensation of a public employee, official, licensee or regulated

A motion was made by Schnetzer, seconded by Leeseberg, to go into
Executive Session under authority of Section 5.40(a) of the Council Rules of
Procedure to consider the appointment, employment, dismissal, discipline,
promotion, demotion or compensation of a public employee, official, licensee
or regulated individual unless such public employee, official, licensee or
regulated individual requests a public hearing. The motion carried by the
following vote:
Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and
McGregor
President Renner requested Jennifer Teal, Abby Cochran and Rory
Gaydos attend the Executive Session. Executive Session was held in
the Committee Room.
