Gahanna City Council met in Special Session on Monday, March 28, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner called the meeting to order at 6:55 p.m. The agenda for this meeting was published on March 25, 2016. Present 5 - Stephen A. Renner, Michael Schnetzer, Nancy R. McGregor, Brian Metzbower, and Karen J. Angelou Absent 2 - Brian D. Larick, and Jamie Leeseberg B. Director of Human Resources - ORD-0030-2016 DISCUSSION Director of Human Resources Abby Cochran said she is respectfully requesting authorization from Council to offer a candidate for the position of GIS Administrator a rate of pay above the Midpoint/Market of their range; the City has been actively recruiting for the GIS Administrator position since it became vacant in January 2015; this position is important to City operations specifically in the areas of Public Safety, Development, Public Service, and Parks & Recreation; we also provide GIS hosting services for a neighboring municipality which brings $18,000 of revenue annually; some of the duties have been completed through internal resources and contracted services over the past year; however, said cannot realistically continue to operate without this position; due to the length of time that this position has been vacant; she requested a waiver and an emergency for this action item. C. Ordinance: Introduce, Waive Second Reading, Adopt as Emergency: President Renner read the title of the Ordinance. A motion was made by Metzbower, seconded by Schnetzer, to introduce the Ordinance. The motion carried by the following vote: Yes: 5- Renner, Schnetzer, McGregor, Metzbower and Angelou Absent: 2- Larick and Leeseberg ORD-0030-2016 TO AUTHORIZE THE DIRECTOR OF HUMAN RESOURCES TO MAKE AN OFFER TO FILL THE GIS ADMINISTRATOR POSITION AT A RATE OF PAY ABOVE THE MIDPOINT/MARKET OF THEIR RANGE; AND TO DECLARE AN EMERGENCY. A motion was made by Metzbower, seconded by Angelou, to adopt as an emergency.
