CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, April 4, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner called the meeting to order at 7:00 p.m. Vice President of Council, Brian Larick delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on April 2, 2016. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. A motion was made by Larick, seconded by Leeseberg, to amend the Agenda to move ORD-0029-2016 from item E. Consent Agenda, to item I. Second Reading of Ordinances. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor C. HEARING OF VISITORS - 1. State Representative Gonzales - Recognize the City for receiving the Certificate of Achievement for Excellence from The Government Finance Officers Association State Rep Gonzales was present to acknowledge the City for their fiscal responsibility and excellence in financial reporting; presented a commendation to Finance Director Joann Bury. ORD-0035-2016 TO AMEND THE TITLE OF THE DEVELOPMENT FEE SCHEDULE TO THE BUILDING AND ZONING FEE SCHEDULE. This Ordinance was introduced. E. Ordinance: Introduce, Waive Second Reading, Adopt as Emergency: ORD-0036-2016 TO SUPPLEMENTALLY APPROPRIATE FUNDS FOR ADDITIONAL SANITARY SEWER PROCESSING FEES FOR THE CITY OF COLUMBUS; AND TO AUTHORIZE PAYMENT FOR A THEN AND NOW PURCHASE UNDER OHIO REVISED CODE 5705.41(D)(1); AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted as an Emergency on the Consent Agenda. This Ordinance was Adopted on the Consent Agenda. ORD-0027-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH SHELLY AND SANDS, FOR ASPHALT RESURFACING, CRACK SEALING AND DETROIT STREET REBUILDS, FOR THE 2016 STREET PROGRAM, IMPROVEMENT NO. 1039. This Ordinance was Adopted on the Consent Agenda. ORD-0028-2016 TO AUTHORIZE THE MAYOR TO SIGN A TRANSFER EXEMPT PERMIT APPLICATION (TREX) TO AN ECONOMIC DEVELOPMENT PROJECT FOR CASA HACIENDA GRILL, 1356 N. HAMILTON ROAD. This Ordinance was Adopted on the Consent Agenda. Approval of the Consent Agenda A motion was made by Angelou, seconded by Metzbower, to pass the Consent Agenda. Finance - Schnetzer No report. Service & Safety - Leeseberg Leeseberg said Hamilton Road is open. Development & Parks - McGregor No report. H. CORRESPONDENCE AND ACTIONS: Clerk No report. Council No report. I. SECOND READING OF ORDINANCES: ORD-0029-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ROZZI INC. DBA ROZZIS' FAMOUS FIREWORKS, TO FURNISH AND LAUNCH THE FIREWORKS DISPLAY ON JULY 4, 2016; AND TO DECLARE AN EMERGENCY. Larick pointed out that we are in the midst of replacing a privately planned, organized, presented and funded event for a government planned, organized, presented and funded event; he recognizes the value of the event; based on current situation he will vote yes; has concerns that it had been voluntarily picked up by the private enterprise and citizens and now being pulled back in the government City of Gahanna Page 4 City Council Meeting Minutes April 4, 2016 realm; they were asking for assistance but it is far different asking for some assistance to completely taking over the initiative; Mayor responded that we actually have commitments from private funding to cover the entire launch; that was his goal to get it privately funded, but needed the legislation in place to get the company commitment just to get the launch in place; wanted to clarify that they pressing for all private funding; believe have enough private commitments to cover costs; have support of private sector; VRG said they'd help sponsor this event; Angelou said it is quite clear that this was a community event and should have always remained a community event; much gratitude to VRG for what they did in the interim; very much appreciated and should be by all Council and community; should have not been cancelled; will have a great fourth; she appreciates Mr. Larick's thoughts; we need to show our gratefulness for the support we've been given. A motion was made by Metzbower, seconded by Angelou, that this Ordinance be Adopted as an Emergency. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner/Larick Larick said the next meeting is Tuesday, April 19 at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said this week is the Safe Routes to School National conference at the Hilton downtown Columbus April 5-7; the executive committee will be meeting at the conference on the 7th; regular meeting is on April 14. Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner Renner said a school representative was going to be present but had a scheduling conflict; several people are participating in the school board led initiative to find a new superintendent; Larick, Mayor, staff and he are helping to facilitate and have been involved in the interviewing process. City of Gahanna Page 5 City Council Meeting Minutes April 4, 2016 Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg said we are 75 days out from the Creekside Blues & Jazz Festival; volunteers and sponsors are still needed; there is a sign up sheet on the website; please see what's available to help out; Gahanna was mentioned in the April issue of Ohio Magazine; recognized for our trails and being the Herb Capital of Ohio; direct result of ongoing relationship with them; good to be recognized for our expertise; Angelou asked the dates of the festival; the festival is June 17 to 19. M. OFFICIAL REPORTS: Mayor Mayor Kneeland reported asking his development team to put together a report that he can share and distribute that shows the proposed projects in the pipe line; 29 current projects; he will be submitting that to Council for their knowledge and to use as a reporting tool; will be distributed on a regular basis; have many more businesses scheduled. City Attorney No report. N. COUNCIL COMMENT Angelou thanked Rep Gonzales for being here this evening; thanked the finance director & her department for all their hard work; too cold for the Cleveland Indians to play; hopefully the Tribe will be scheduling the make-up game; she's counting down until Tribe time. McGregor said last Thursday her son, daughter and 8 kids went to Gahanna Woods; hiked and saw 3 kinds of salamanders; not typical kind; made sure to put logs back to keep wildlife safe; lots of wild flowers and a fox and woodpeckers; they witnessed kind of great things; saw all kind of cool things in the water from the boardwalk; we have nice ponds in Gahanna; we have a treasure here in Gahanna; Renner said we have a rare bush; he's not sure of the name; she thinks it might be a Button Bush; she said we have a lot rare treasures here in Gahanna. Schnetzer thanked Rep Gonzales for attending; congratulations and City of Gahanna Page 6 City Council Meeting Minutes April 4, 2016 thank you to Joann Bury and her staff; the true beneficiary of this excellence in reporting is not the various departments, but it is the citizens as we pledge to be open and transparent; not only helps to foster trust with our tax payers, but there is a realistic tangible benefit that comes in the form of lower borrowing costs when we do need to access capital markets for financing infrastructure; that comes from having a clean audit and clear and concise financial statements. Larick echoed comments to Rep Gonzales and staff; congratulations to them for their efforts. Renner thanked Rep Gonzales; love to see her more; thanked Joann for her hard work. O.
