CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, April 18, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner called the meeting to order at 7:00 p.m. Vice President of Council, Brian Larick delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on April 15, 2016. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS - 1. Dave Adkins - Ohio Dept of Agriculture, Gypsy Moth Program Manager Adkins: Asked to come to provide update for project involving Gahanna and New Albany area regarding invasive species, European Gypsy Moth brought over from Europe several years ago; causes death in trees and feeds on over 300 species of trees but does prefer oak; causes damage to conifers and deciduous; showed picture of Minerva Park area that used to be covered in foliage and now invaded by caterpillars covering houses and tables; in 2000 Cuyahoga Recreation Area lost 70% of oaks; the frass produced by the caterpillars gets into water and causes contamination; said Ohio Department of Agriculture, US Department of Agriculture and 10 states involved in pest management to try to slow the spread City of Gahanna Page 1 City Council Meeting Minutes April 18, 2016 westward; 3 year plan with 3 steps; in 2015 did ground treatment at elementary school but area was larger than expected; Using Foray 48b pesticide to treat and knock down moth population and the active ingredient is a bacteria; 446 acres in northwest corner that will be treated; will also use a pheromone treatment to disrupt mating; Angelou said she hopes it works and Adkins said it has been very successful; there will be planes dropping treatment overhead and it is done in about 30 minutes; now monitoring leaf and larvae development and weather conditions to determine when applications will occur but looking like May-June; postcards already sent out to people living in the area and notified Council, Fire, Police Department, Mayor; McGregor asked what altitude the planes will be flying because it may unnerve some residents; Adkins said about 100 feet above treetops but everyone in the block received a postcard to remind them about it; Angelou asked if there are any ramifications to what happens to pets or people outside; Adkins said all products went through an environmental impact study and everything used on this project will not have adverse effect; Schnetzer said he appreciates the presentation and wants to know if any other metro areas are getting treatment; Adkins response was that 5 areas in Columbus are being treated; Mcgregor said this has been done once before in Gahanna; Metzbower asked what the success rate was; Adkins said since program started in 1998 the infestation line has been moved back 47 miles; McGregor said she’s been in southern Ohio during treatment and it was overwhelming with the planes flying so low; Adkins said it is more economical to treat by air; Renner thanked Adkins for presentation. 2. Greg Spangler - Capital City Corvette Club, President Spangler said appreciates the opportunity; the club was introduced in 1970s and now has largest membership for Corvette clubs; most rewarding aspect of club is to raise money for charities; past several years have raised close to $12,000; purchase toys and take directly to hospital and donate Etch-A-Sketches on regular basis; a few years ago were looking for city to be a bigger part so approached Creekside about moving shows there; were hoping to generate business; appreciates Gahanna opening arms to the club and for being so easy to work with; wants to give back to the City so will be donating $1,500 to Gahanna Parks & Recreation Foundation to provide scholarships to less fortunate; Mayor said thank you to Council and Club on behalf of Foundation; would like to give update next month. 3. Mayor Kneeland - Fair Housing Proclamation Mayor presented a proclamation for Fair Housing month to Thom City of Gahanna Page 2 City Council Meeting Minutes April 18, 2016 Curnette, Central Ohio Fair Housing Association, Fair Housing Specialist; Curnette thanked City for declaring April fair-housing month; this identifies barriers and works with legislature to create laws for fair housing without regard to race, color, religion, national origin, sex, familial status, or disability, and encourages fair housing opportunities for all citizens. DOC-0084-2016 Fair Housing Proclamation (attachment) Jason Phillips - Gahanna-Jefferson School Board Member Mr. Phillips said they hired new Superintendent; Steve Barrett will start August 1; he’s a great fit for the City; in education for 15 years and cares about the kids; will do great things for the district; goal on May 12th is for a meet and greet; did postpone master facility planning with presentation to come; district is finishing up state testing; graduation is May 28th; invited Council to Board discussion for billing state for lost charter school monies; gets $1,200 per state per student and pays $5,700 per student when moves to charter school; main focus is to bring accountability to ensure charter schools are meeting same standards; Schnetzer asked about statistics for how many students left district; Phillips said losing about $1.5 million a year; some students have special needs and so not all money is lost to charters; all numbers will be broken down at the next meeting; Angelou asked if this is only charter or Catholic schools too; Phillips said this is only charter or special needs programs because religious education gets different funding; Angelou asked to verify that Academy not one of those schools and Phillips said no. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner/Larick Larick said CIC is investigating costs at 181 Granville Street building; will likely be closed this year. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said election of officers and executive committee took place last meeting; said she was elected as secretary and listed elected members; said Eric Phillips will be roasted at 10:30 reception luncheon, he began his career in Gahanna; Fair Housing passed; report included information on safe routes to school; Age Friendly Committee moving forward for 2 year initiative for age demographics research for friendly places to live; Summit on Sustainability will be October 21st and Gahanna business Donato’s is the primary sponsor giving $10,000 for effort; American Planning Association of Central Ohio will hold Planning and Zoning Workshop in Columbus on May 20th and we should consider sending some members; wants to congratulate Christina O’Keefe on being named Green Energy Ohio Public Official of the year; Bernice Cage Rosa Parks Diversity Leadership Award; Scioto Greenways project was named winner; Gahanna will have 3 interns from MORPC; best social media practices will be June 15th; member spotlight was SWACO’s e-waste program; Gahanna used to offer e-waste and paper recycling once per year, doesn’t know if City will do it this year, but people can use SWACO; air quality alert issued today; need to make sure that City is in compliance with no idle policies; Central Ohio Greenways Strategic Plan world class network of trails, mission to increase the trail for recreation and transportation needs; Senate Bill 235 exempts development and redevelopment properties from taxation, sent interested parties letter to express concerns; all documents included in packet in Council office; Renner congratulated Angelou for nomination as secretary. City of Gahanna Page 7 City Council Meeting Minutes April 18, 2016 Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner Renner said School Board Member Phillips gave great recap of meeting; certification to county property taxes does not include homestead exemptions and many other tax exemptions so the number is high; Gahanna Jefferson Education Foundation gala held in March earned $132,000 profit; the Fund Me raised $10,000 for 3D printers, and got another $10,000 from an electronic company; a lot of 3D printers will go to schools. Convention & Visitors Bureau (CVB) - Leeseberg Jadwin gave recap last week, but wants to remind everyone that June 17-19 is Blues & Jazz Fest and volunteers are needed and can sign up online or contact CVB office for more information. M. OFFICIAL REPORTS: Mayor Congratulated Angelou; sympathies for Carl Lang’s family; he was a longtime family friend and this will be a great loss to the community; No idle policy is in the City so we are in compliance with futuristic thinking; highlights for Development Department include 28 projects that will create or maintain 1,580 jobs; means capital of $86 million; cover variety of industry sectors but mostly healthcare, retail and professional services; 4 pending incentive opportunities which create over 740 jobs over 3 years and $30 million in salaries; been an aggressive visitation program and visited over 40 businesses and school system has joined in; Zulily and Global Logistics have worked with logistics; Thursday at 1:00 p.m. invite to Columbus Academy visit to tour project based on last year’s bonding; Renner saw in Dispatch article $250,000 earmarked for McCutcheon Park, is that the same area; Mayor said yes. City Attorney None. N. COUNCIL COMMENT Metzbower said he got out on the trails yesterday and it was a great scene, it was a great Gahanna pride moment; wants to thank staff for GoForward movement, and congratulated Angelou; Angelou said she did have a comment that Peace Lutheran had a peace service for City of Gahanna Page 8 City Council Meeting Minutes April 18, 2016 Love Works and so about 300 people went out to parks to work and Rob Lindley helped plant trees near the road; wanted to thank the City for allowing them to go out and volunteer; McGregor congratulated Angelou; Schnetzer congratulated Angelou.
