A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, June 20,
2016, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Stephen Renner called the
meeting to order at 7:00 p.m. Vice President of Council, Brian Larick
delivered an Invocation followed by the Pledge of Allegiance. Agenda
for this meeting was published on June 17, 2016.

C. HEARING OF VISITORS.
1. Presentation by the VFW and American Legion Posts- Police Officer of the
Year Award
The American Legion Post is here this evening for the annual
presentation; this year we have participation from the VFW; this was a
recommendation from Sergeant Sheila Murphy; Blair Thomas is the
financial crimes detective; she works toward a successful end goal no
matter the name that comes first; lead a case eventually adopted
federally; she is working to open a Facebook account for the detective
bureau; she has worked to educate citizens of Gahanna and ways to
prevent future incidents; she has worked hard to make sure our hiring
process for police officers is at its finest; she is always willing to

sacrifice for the good of others.
This year we have two candidates; the second person is Officer Jason
Jones; he is an exceptional Gahanna Police Officer; he patrolled an
area recently targeted for thefts from vehicles; he was able to assist in
solving this crime; he also helped assist solve a robbery in Whitehall;
he has translated his knowledge to benefit the department as a whole;
was recently appointed to a tactical team; has shown efforts to form
relationships with citizens of Gahanna; is a Crisis Intervention Team
officer; continues to sacrifice his personal time.
2. To recognize the 2016 Charter Review Commission
President Renner said Council would like to recognize and commend
the members of the 2016 Charter Review Commission; thanked them
for their service; read each member by name and read the resolution
into the record.

Jordan Fromm; 919 Old Henderson Road; regards to the introduction
of the Tree Code being introduced tonight; the development and
planning department says this is a development-friendly proposal;
possibly true for small, cleared lot that a Family Dollar or a car wash is
considering; job retention, creation and development, this is not the
case; developing Central Park, Buckles, Eastgate, and other large
corridors is significantly stunted if this proposal is enacted; economic
development and livelihood of residents will be handicapped by this;
should be a reduction in requirements for land abutting conservation
zones; instead there should be a consideration for donating lands to
the City for conservation purposes in lieu of tree planting and
replacement requirements; the tree replacement fund fee per caliper
inch is detrimental to the City's intent to develop large-lot
commercial/industrial sites in the City; cannot imagine the cost to
develop one of our sites such as the 19-acre lot five on Tech Center;
cost will be passed onto the prospect; suggestion is the City should
create an incentive to waive the Tree Replacement Fund fee; tie it to
job incentives; without reconsidering or right-sizing this criteria, this
code requirement will only serve to continue to push development
away from Gahanna; it is the City's responsibility to ensure that
investment in Gahanna continues; to raise quality of life and
progressively provide services to its residents with access to jobs;
unclear how heavily treed lots, like on Tech Center, a minimally-treed
lot with large potential development footprint on Cherry Bottom or a
redevelopment on Stygler or future annexation opportunities on Clark
State would develop under this code; Council should charge the City
to take a look at various case studies for a variety of development
types to ensure that the City is not pushing it away; smaller retail sites
and single family homes will benefit from this code; but numerous
types of development will not; particularly the type of desirable
development we at VRGII are working hard to bring to the City; this
code language runs counter to the interests of the City, is bad for
business, residents, and Gahanna.

Community Improvement Corporation (CIC) - Renner/Larick
Larick said meeting is tomorrow morning at 7:30 a.m.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said report is from June 9; last MORPC meeting; welcomed
summer interns; added that one of our interns was volunteering at our
festival last weekend; had two community spotlight features; Tourism
Ohio Director came to talk about tourism in Ohio; handed out
Creekside Festival brochures; said it was a great event to attend; will
point out some wonderful things about tourism; they have a new
brand; tourism in Ohio brings visitor spending of $42 billion dollars a
year; there are 420,000 tourism supported jobs; this is big business;
when we have something like our festival like we had this weekend,
can see this is bringing business to Gahanna; was absolutely
amazing; loves our Creekside; second spotlight was all about
Rickenbacker; Colonel Mark Auer is the Air Refueling Wing
Commander; came to speak to the history of Rickenbacker; what it
means to the Franklin County area; they are now doing international
flights; should be very proud of them; we now have several bike maps;
going to try and get many for the City of Gahanna; information is for
MORPC ride solutions; these will be around City Hall as soon as we
get them in here; MORPC was recognized as bike friendly; also had a
discussion and introduction of the 2017 dues for MORPC; have a 5
year span on estimated dues; will be a small increase for 2017; for us,
will be $17,942; will be voted on next month; just a small increase;

most will go toward the building committee; passed a resolution
regarding central Ohio planting area; in conjunction with ODOT;
excited this passed and looking forward to seeing how it works; being
able to help rural areas; supported the City of Dublin for a US
Department of Transportation Grant for the new 33 innovation
corridor; all to do with smart cities and smart highways; have a number
of things happening this summer; event tomorrow in New Albany;
MORPC village members will have time on June 23; grant forum is
June 28; August 16 is a picnic for alumni of MORPC; Renner
confirmed smart cities is coming up; Angelou said the end of this
month.
Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner
Renner attended June 9 meeting; they had the new person on school
board; Joe Gottron was sworn in; Jason Phillips is now Vice President;
interesting presentation on a new math tool; it is coming soon; if you
have kids in the Gahanna system you will be intrigued; will get to see
online the worksheets and how your child is doing; even a text to
speech feature; will be a powerful tool; other items on the agenda,
encourage you to check out.
Convention & Visitors Bureau (CVB) - Leeseberg
Leeseberg said the 2016 Creekside Blues & Jazz Festival was a good
time; was there most all three days; got to see a lot of all three days;
more and more impressed each year; met someone from Oregon on
Sunday; he is moving to Gahanna; he was feeling homesick but was
impressed and excited about the festival; looking forward to other
events; met another couple who were in town visiting their daughter;
they loved the venue and the atmosphere; thanked CVB staff and City
staff and all volunteers; is a ton of work; when final report comes out,
will report that as it is available.
M. OFFICIAL REPORTS:
Mayor
Mayor Kneeland thanked everyone who helped with the Creekside
Blues and Jazz Festival; looking forward to the success story coming
out; business visits continue; they have all said they loved Gahanna;
identified many projects to help them grow; communicating is helping
them understand the next steps; thanked all that participated on the
Charter Review Commission; such an important part of our local
government; very important part; thanked those here this evening; was
a lot of hard work; said Niel Jurist participated at MORPC presentation
last week; is a subject matter expert; huge contingency with
City of Gahanna Page 10

out-of-state visitors and more international; some outreaches were
incredible; more to come on that; business visits will be the main
focus.
City Attorney
Ewald thanked Council passing the ordinance tonight; will tie up the
Junkermann tract that has been worked on for many years; hats off to
some of our departments who have been a part of this development;
thanked the Charter members for their hard work; is an unpaid
position; they did an excellent job; brought a record number of
recommendations; hope that all will pass; and to echo Mr. Leeseberg;
a lot of our residents volunteered many hours over the weekend;
without the volunteers, it is not possible to put on that kind of event;
another successful year.
N. COUNCIL COMMENT
Metzbower congratulated Officer Thomas and Officer Jones; thanked
the Charter Review Commission on their hard work and their
due-diligence; echoed that the Blues & Jazz Festival was an awesome
event this year; Laurie Jadwin and her team put on a phenomenal
event.
Angelou added from MORPC that there is a COTA AirConnect now;
comes from the airport to the convention center; huge thing to happen
for people coming into the City; as we grow we will need more and
more of this; $2.75 per trip; beats the cab; COTA is reaching out to do
these sort of things; also congratulated our two officers for being
Officer of the Year; also thanked the Charter Review Commission
members for their time; great that they have taken so much of their
time; echoed the Blues & Jazz Festival comments; this was the best
one ever; remember the first one well; thanked our staff in our Council
office and Shane Ewald on all the work they have done on Charter
Review; and Kim, who we hope will be back soon.
Leeseberg thanked the Charter Review Commission and the officers;
wished everyone a Happy Father's Day; great weekend.
Schnetzer echoed the thoughts; special thanks to Ms. Redman and
Ms. Zehner for still being here tonight.
Larick echoed the comments; kudos to all of the Gahanna group and
the work they have put on; and the police department for a birthday
they put on last week for a young man.
