A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, July 5,
2016, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Stephen Renner called the
meeting to order at 7:08 p.m. Vice President of Council, Brian Larick
delivered an Invocation followed by the Pledge of Allegiance. Agenda
for this meeting was published on July 1, 2016.
Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael
Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor
B. ADDITIONS OR CORRECTIONS TO THE AGENDA.
None.
C. HEARING OF VISITORS.
1. Joe Spanovich - present check for the fireworks on behalf of Mifflin
Township & Mifflin Township Division of Fire
Mr. Joe Spanovich said he was attending tonight to present a check to
the Mayor, administration and City Council; here with Lynn Stewart,
Richard Angelou, and Nancy White; said he met several times with the
Mayor prior to his election and he made note that it was a desire to
bring back fireworks to the City of Gahanna; presented a check for
$7,000 to put toward making the event wonderful; Mayor Kneeland
thanked him for the support and said this is a partnership; Spanovich
said he supports the Mayor's goals and thanked everyone.
2. RES-0022-2016 TO RECOGNIZE AND COMMEND VARUN MIRIYALA FOR PLACING
SECOND AT NATIONALS OF THE INVENTION CONVENTION.

Vice President Larick, along with Mayor Kneeland, read and presented
a Resolution to recognize Varun Miriyala. Varun was accompanied by
his family; Larick said Varun is very active and wanted to take the
opportunity to recognize him for placing at Nationals of the Invention
Convention; Varun said thank you for recognizing him.
President Renner recognized we have several speaker slips tonight;
said we are introducing tonight the first reading and introduction for a
pre-annexation agreement; does allow the City to ensure the
developer will be held to high standards; said first step is a very long
process; said nothing really is taking place tonight; approval of the
pre-annexation does not guarantee that annexation will occur; just a
document that outlines the obligations for the developer, if the project
goes forward; next step will be a zoning process with Planning
Commission; then there will be actual annexation language that
comes before Council; then the developer will file for annexation
petition with Franklin County; the approval must have an annexation
agreement and a successful one, by this body; we have heard from
everyone; appreciates the comments; some address the schools;
school board has not had an opportunity to discuss anything about
this project; will do so at the July 14 meeting.
Mick Rings, 947 Heritage Street, Blacklick; is the President of the
Homeowners Association at Hannah Farms; speak on behalf of most
of the homeowners as well as himself; live in ground zero of this
project; his home backs up to this project; only home in Hannah
Farms; over the past few years have been very involved with Jefferson
Township and the City on their thoughts on the project; empathize with
the landowners trying to sell their land; would rather not see the
development at all; have been trying to cooperate; have come a long
way from the original plans; concerned with traffic, school impacts,
overall feel of the area; the 7 mills being proposed, to make it
worthwhile for Gahanna, will net around 33K for the City; does not
seem like enough for the possible ill-will this will create; afraid it can
foster lack of support for future City or School levies or funding; comes
down to risk versus reward; what future problems does this create with
Jefferson Township and Gahanna; not against development; said the
Mayor reminded him, the City needs to grow; does not believe this is a
step in the right direction.
Jayne Nathans, 2512 Keltonhurst Court, Blacklick; in Kitzmiller
Crossing; concerned with traffic and road related issues; concerned
with Havens Road; understands it needs rebuilt; costs millions of
dollars; more traffic would happen with this new building; Havens
Road needs to be fixed first; also traffic getting out on

Reynoldsburg-New Albany; adding more homes will make it more
challenging; also going down Mann Road to make a right or left on
Havens Corners; the cost to keep those roads up, to plow the area, is
major; sometimes do not get her court dealt with for snow removal; for
growth but only with planning.
Rick Nathans, 2512 Keltonhurst Court, Blacklick; with the millage, the
net revenue, was told it would cost millions to do Havens Road; the
City cannot afford it; the road looks like something you would see in a
third-world country; our home is continugous to this land; the elevation
to that property is higher than their property; issue is drainage; whole
area will turn into a lake unless that issue is addressed with sewer
systems.
Ron Brofford, 2641 Reynoldsburg-New Albany Road, Blacklick; said
he has property outlining this proposed area; no greenspace between
their property and his property; house would sit very close to his
property; traffic is also a concern; the proposed road going to RNA,
said there is 60 feet from that road to his driveway; can hardly get out
of his driveway now; not a good fit; not against development, but this
will not work; do not want that water backing up on his land either;
been there for 40 years; deserve better than that; and the other
owners too; have seen other growth come in; not against that; this is
not a good fit; believe they have spoken about the services; aware of
the Jefferson Water and Sewer District; any revenue has to stay within
the Township for 30 years; do not understand; sure you will make the
right decision.
Al Navarro, 951 Suzanne Way, Blacklick; said believes his concerns
were addressed, not going to speak.
President Renner urged everyone to look at the pre-annexation
agreement; drainage issue is being addressed; please bring additional
things to our attention.
Daphne Moehring thanked Council for honoring their invention
convention winner; said we also had two students place at the
Educators Rising Ohio Conference; Brian Collins placed 3rd in lesson
planning; Kathy McGuff placed in the top ten; so hats off to two more
students; said their school financial reporting is all on opengov.com; if
you have questions, encourage you to check there; construction going
on around schools; permanent improvement money being used to
improve the schools this summer.

Larick said have received several letters about the M/I Homes
Annexation.
I. SECOND READING OF ORDINANCES:
ORD-0066-2016 TO ENACT CODE CHAPTER 914, TREE PRESERVATION,
PLANTING AND REPLACEMENT, OF PART NINE, STREETS AND
PUBLIC SERVICES CODE, OF THE CODIFIED ORDINANCES OF
THE CITY OF GAHANNA.
A motion was made by Larick, seconded by Leeseberg, that this Ordinance be
Adopted.
Discussion on the motion: A motion was made by Larick, seconded by
Leeseberg, that this Ordinance be Postponed to Date Certain to the City
Council, due back on 7/18/2016. The motion carried by the following vote:

Renner said will attend the July 14 meeting.
Convention & Visitors Bureau (CVB) - Leeseberg
Leeseberg said there is another CTA on Friday July 22; at the Golf
Depot; anyone interested should sign up as soon as possible;
deadline is the end of this week; to sign up please call 418-9114.
M. OFFICIAL REPORTS:
Mayor
Mayor Kneeland gave an update; Zulilly is leasing a large space in
Gahanna; going toward fulfilling jobs by late 2017; National Church
Residences received a 9 million dollar award to allow them to rebuild
the towers; that property is 40 plus years old; been having discussions
with them to try and partner them up with private developers to get
some medical uses in there as well; Harvest International has recently
moved to Creekside; Independence Day Celebration, what an event;
hopes everyone got the chance to see it; saw on the 1st tee last night;
looked like a couple thousand there last night; very well attended;
appreciates his staff doing an excellent job; also Mifflin Township
presented a check along with Kemba; looking forward to continuing
that relationship; O'Tooles on Granville also made a donation; getting
traction from businesses; Renner asked on National Church
Residences, if it is just a rehab or adding to; Mayor Kneeland said just
a rehab but have not gotten many details; will be a big rehab; will
re-configure and have medical offices internally; want to bring the
medical field closer; neat stuff going on over there.

N. COUNCIL COMMENT
Angelou said wonderful to see a 6th grader of ours win a national
conference; sees wonderful things for him in the future; hope
everyone had a happy Independence Day; hopes next year will be
bigger and better.
Metzbower echoed Angelou's comments; thanked everyone who
worked hard to put on a great 4th of July celebration.

McGregor thanked everyone for the 4th of July celebration; fireworks
were great; attended as well and looked like thousands of people but
was very organized.
Leeseberg echoed everyone's comments.
Schnetzer echoed comments; said did not get to attend the fireworks,
was in bed by 10 p.m.; have young children.
Larick said Happy 240th Birthday to this Country; also said Happy
Birthday to Mrs. Angelou.
Renner also echoed everyone's comments; said it is exciting about the
Invention Convention; thanked Larick for noticing that and bringing it
foward; said it says something about our schools; fantastic news;
fireworks, hats off to the Mayor; thanked him for bringing businesses
to the group; and thankful that the westside is able to walk; had a
picnic at the Golf Course with his family; just like the old days.
