CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 17, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner, called the meeting to order at 7:00 p.m. Vice President of Council, Brian Larick, delivered an Invocation followed by the Pledge of Allegiance. School Board Update Daphne Moehring from School Board said it is nice to be back; tonight Peter Sklar, a talent scout, is at school and theatre teacher brought him in to address students and leaders; Across the Alliance will address social and mental health issues on Sunday, between 3-4:30, child care will be provided; families are welcome; athletic field girls soccer is 2nd in state; play on Thursday; very impressive team; volleyball top 20 play on Wednesday; cross country won championship; ages 60 and above get season Lion pass to get discount to attend sporting events if resident in the school district; monitoring the process in Jefferson Township. This Motion Resolution was Approved on the Consent Agenda. SECOND READING OF ORDINANCES: ORD-0090-2016 TO REZONE 2.0+/- ACRES OF PROPERTY AS TWO FAMILY RESIDENTIAL (MR-1); SAID PROPERTY LOCATED AT 870 E. JOHNSTOWN ROAD; PARCEL ID NO: 025-001984, 025-001954, AND A PORTION OF 025-003185; CURRENT ZONING A COMBINATION OF ESTATE RESIDENTIAL (ER-2) AND LIMITED-OVERLAY SUBURBAN OFFICE (L-SO); BROOKEWOOD CONSTRUCTION/DAVID HODGE, APPLICANT. City of Gahanna Page 4 City Council Meeting Minutes October 17, 2016 Schnetzer said he has concerns about zoning; Suburban Office (SO) and shows single family; learned precarious financial situation; place highest value on SO and secondary on single; benefits to types of employers and retail; single rezoning impacts future zoning; the next one shows this is an example that this zoning change may change in a ripple effect; what good is land use plan if we don't use it; while some projects may make sense; has issues with deviating from plan; traffic congestion. Leeseberg asked last week about partial rezoning; zoning does not impact the remainder of the property; Jones said that is correct; this property is in the North Triangle. A motion was made by Metzbower, seconded by Leeseberg, that the Ordinance be Adopted. The motion carried by the following vote: Yes: 5- Angelou, Leeseberg, Renner, Larick and Metzbower No: 2- Schnetzer and McGregor TO BE AMENDED BY SUBSTITUTION: ORD-0091-2016 TO REZONE 2.55+/- ACRES OF PROPERTY AS LIMITED OVERLAY SUBURBAN OFFICE (L-SO); SAID PROPERTY LOCATED AT 5495, 5511, AND 5505 MORSE ROAD; PARCEL ID NO. 025-011235, 025-011236, 025-011239; CURRENT ZONING NEIGHBORHOOD COMMERCIAL (NC); SPECTRUM ACQUISITION GAHANNA; LLC, DAVID HODGE, APPLICANT. Schnetzer indicated that confirmed concerns with what he already said; this could include office space and all other comments apply; high visibility area; this is not a good investment. McGregor said she has same concerns that Schnetzer has; properties would be joined together as one parcel if it cannot be separated and seemed confusing. Metzbower agreed with Schnetzer on this legislation. A motion was made by Larick, seconded by Angelou, that the Ordinance be Amended by Substitution. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor A motion was made by Larick, seconded by Angelou, that the Ordinance be Adopted as Amended. The motion failed by the following vote: City of Gahanna Page 5 City Council Meeting Minutes October 17, 2016 Yes: 3- Angelou, Renner and Larick No: 4- Leeseberg, Schnetzer, Metzbower and McGregor [A motion was made for reconsideration under Item N]. A motion was made by Metzbower and seconded by Larick, to send to the October 24, 2016 Committee of the Whole and postpone to the November 7, 2016 Council Meeting. The motion carried by the following vote: Yes: 5- Angelou, Leeseberg, Renner, Larick and Metzbower No: 2- Schnetzer and McGregor J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner/Larick Tomorrow at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said met last Thursday, Trick or Treat will be October 31 from 6 -8 by MORPC; huge event in October, Summit on Sustainability Feeding our Economy; applied by communities to enhance environment; this event is sold out; 550 participants; congrats MORPC team to getting the engagement; would like to take a picture; exceeded sponsorship goals to make sure event is sustainable; largest is Donato’s in Gahanna with $10k: they make a difference; be proud; age friendly survey is currently online and say what you feel on things happening; resources to clean up abandoned gas stations; created new legislation for grant project; several members discussed broad band and wireless equipment; maybe policy changes; encourage people to attend to provide input; transportation work expanding to assist rural community; ODOT (Ohio Department of Transportation) approved for transportation coordinate; RTPO (Regional Transportation Planning Organization) in the state for transportation needs; 2017 intern program is underway; like it to stay in Gahanna; soon be receiving return on investment statement; show what dues pay; community leader spotlight Dean David Williams talked about airport; $10 mil replacement program; runway expansion; $20 million research brings in; discussed system for determining how many people City of Gahanna Page 6 City Council Meeting Minutes October 17, 2016 are in the city based off permit numbers; census has been off and decided it was because migration from foreign countries; 60,000 difference in number of people that are living in house; being distributed to show population; auditor state board aware of distinction; acceptance of revenue to fund account appropriations; talked about ozone pollution; number of high ozone days. Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner Renner attended last meeting; thanked Daphne Moehring; superintendent bragged about the mayor and grateful for that opportunity; Mayor said great partnership. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg said Hosted 3rd Certified Tourism Ambassador (CTA) class of the year this past weekend at Griffin Gallery. Welcomed our esteemed City Attorney, Shane Ewald, and the City’s Director of Marketing & Communication, David Kusz, as new CTAs; hosting a group of tour operators this weekend in Gahanna and participating in a group tour travel show in partnership with Experience Columbus; show will welcome 50+ operators from across the country; the CVB will showcase opportunities for leisure travel in Gahanna, including dinner at a local Gahanna restaurant; out of 35,000 Visitors Guide printed in early March 2016, have distributed 27,163 to date; because of overwhelming demand for the Guide, the CVB will be moving up the date for production of its next Guide; finalizing plans for the 2016 Holiday Lights Celebration kickoff event on Sunday, Nov. 20; a list of activities planned for the kickoff event is available at visitgahanna.com and is continuously being updated as activities are being added; many volunteers are needed and still opportunities for support and vendors; go to visitgahanna.com or call the CVB for information on how to get involved; as an extension of Holiday Lights planning, the CVB is collaborating with Make Gahanna Yours, not only in loaning decorations to the group, but also in working towards getting all of the businesses in the downtown area to decorate with lights and to “light up Gahanna” during the lighting ceremony on Nov. 20; the annual Santa Run 5k and Little Reindeer Dash is scheduled for Sat., Dec. 3; thank you to Mt. Carmel Health Systems for their partnership with the CVB. Registrations are already more than 50% full; don’t wait to register; Holiday Character Breakfast returns on Sat., Dec. 10, at CenterPoint Church; this CVB event will feature make-and-take crafts, story time, a special performance by Columbus Children’s Theater, favorite holiday characters, and an all-you-can-eat pancake breakfast. OFFICIAL REPORTS: Mayor Invited to CEO roundtable; speaker owns Hot Chicken Take Over on this Wed; Service Organizational will be meeting on October 25 to energize membership; having tough time and try to help bolster business; report changes weekly or daily; happy to report 17 projects in pipe active; create 205 jobs; total capital investment several million in capital; retention BRE program 97 visits; will hit 100 mark soon; have over 1,700 businesses in the City; Economic 411 is December 2. City Attorney No report. N. COUNCIL COMMENT Angelou said it's Tribe time; cheer for the Indians. Leeseberg said welcome back. Larick echoed Daphne's comments. Mr. David Hodge, attorney for applicant property owner that was defeated, would like to make comments; part of his job to make sure all decision makers are informed; provide opportunity for reconsideration; can be either party to bring it back up to reconsider; he respectfully requests that a member make a motion to allow this to go to a committee meeting and go to vote again at another meeting; important property; valid points raised but would like the opportunity to continue discussion; required to happen at the same meeting; Ewald said you can open for reconsideration; Renner was a little hesitant; Larick said if it comes back to table motion to adopt and can be motion to postpone for discussion; Mr. Hodge said that is correct. Schnetzer said reconsider what we are going to do with proposal; change that will allow a Senior Living Facility; current project would not confirm; he will speak in opposition. McGregor said nothing has changed in last 15 minutes; Metzbower said if there is information, he'd like to hear new info; Renner said wanted to share experience; stopped at Kroger in Hunter's Ridge Starbucks to get coffee; young lady in front of him; she tried to pay City of Gahanna Page 8 City Council Meeting Minutes October 17, 2016 by check and it failed; she desperately needed a coffee; he paid for her coffee and the cashier said it was $8 and he said if you can pay it forward please do so. A motion was made by Metzbower, seconded by Larick, to place back on the agenda for reconsideration under Item I. A motion was made by Leeseberg, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conduct or review negotiations or bargaining sessions with public employees concerning compensation or other terms and conditions of employment. The motion carried by the following vote: President Renner requested Abby Cochran, Melissa Jackson, Joann Bury, Mayor Tom Kneeland, and Clemans-Nelson & Associates, attend the Executive Session.
