A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, November 7,
2016, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Stephen Renner, called the
meeting to order at 7:00 p.m. Vice President of Council, Brian Larick,
delivered an Invocation followed by the Pledge of Allegiance. Agenda for
this meeting was published on November 4, 2016.

Kristen Treadway, Vice President of Human Resources and Labor
Relations at COTA, presented the following information on the attached
flyers to Council, regarding Issue #60 (COTA Renewal Levy), on the
November 8, 2016 ballot. She thanked Council and the Mayor for their
time.

2. School Board Update
Daphne Moehring shared achievements; Sam Baker, a student at
Gahanna Lincoln and Eastland Fairfield, studying bio-science
technology, traveled to San Francisco in October, dreams of becoming
an eye doctor; one of only three in the nation to be awarded scholarship
money for travel; proud of him. Congratulations to cross country teams
and volleyball teams; Almost Main was in theatre last week; May 11-13
Annie Get Your Gun will be playing; board member Joe Gottron resigned,
received new position; need unexpired term vacancy filled and
applications completed by Nov. 11 at 5 pm; Veteran's Memorial is out
front of the high school; last two learning achievement committees were
focused on the math curriculum; delivery of curriculum has changed to
meet 21st century employees; last year high school and now
kindergarten through grade 12 have these changes; focuses on the act of
solving the problem and creativity to approach a problem; past we were
passive learners; now paradigm has switched in guidance in direction to
take; students are working through the problems; invite anyone to
participate learning and achieving learning committees.

F. PUBLIC HEARING:
ORD-0118-2016 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND
OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING
THE FISCAL YEAR 2017.
Jennifer Teal presented the 2017 Budget Request, overview of the
Mayor’s request; built using GoForward Gahanna strategic plan. Three
principles: maintaining sustainable operations, investing one-time funds
to target critical infrastructure and job growth, all in transparent manner.
Budget book provides detailed information and date on revenue
projections and expenditures; tonight will focus on General Fund. 2017
total budget request is $65.6 million; half of that is General Fund; $2.6
million is transfer to Capital Improvements Fund; $19 million for
enterprise funds (water, sewer, storm, water & sewer capital); Special
Revenue Funds (street, state highway, TIF) make up $6.7 million; $4.4
million reserve for sick & vacation payouts, bond retirement, workers

comp and agency funds. General Fund still lagging by 1% compared to
pre-recession levels. This request is based on sustainability plan from
2014, by Council and administration. Projecting 8% revenue growth in
General Fund for 2017. Expect 2016 to come in at least $1.3 million
ahead of original forecast. Believes 69% of planned funding coming from
income tax; real estate tax makes up 6%; 97% of residents’ real estate
taxes go to county, schools, township. For compensation and benefits
adjustments, requesting 2.75% increase for police officers and 2.5 %
increase for dispatchers bargaining unit members; 2.5 % increase as a
placeholder for United Steelworkers bargaining unit; for non-bargaining
unit staff, a 2.5% increase. Will be discussing a recently completed
salary study during budget deliberation. Insurance premiums will increase
by 4%, which is below average. With all changes made to operating
expenses, able to reduce total compared to last year. Capital
improvements have been reduced by $2.6 million from last year. Due to
large billing error by City of Columbus, must transfer $1.2 million to be
paid over a 5 year period. Looking at expenditures, Public Safety is
largest expense at 32%; Parks and Recreation combined with Service
makes up 14%; Planning and Development makes up 6%. Estimate that
2017 will start with $12.9 million in one-time resources. The budget would
use a portion of one-time resources with priority going towards: projects
currently underway, projects that align with GoForward strategic plan,
investments to help build economic base. Was a placeholder for litigation
costs in last year’s budget; takes up 25% of one-time resources; only $1
million unallocated after that. Requesting passage at December 19th
Council meeting. Teal thanked Council members for their time.
President Renner opened the Public Hearing. Administration presented
the 2017 Proposed Budget.
Larick asked about the adjustment from 2016 to 2017, asked if 4% is
$700,000 additional; thought there was 8% expected, but only half would
be used. Teal said for 2016 were estimating $26.6 million revenue, if add
additional income tax that believes will end the year with, that would be
27.9 mil, which would mean total collection of $28.8 million was only
$925,000 more, not $2.2 million more.
Mayor said it's pretty unprecedented to see based on some of the more
conservative estimates; changed the way they configured items.
President asked for proponents, there were none. President asked for
opponents, there were none.

Brian Metzbower said in researching this project it was good to have
more analysis of limitations of the property of those parcels; although he
shares Schnetzer’s views; he thinks there will be a better opportunity to
gain that which we are collectively seeking for more commercial
development for office space; will be reversing his vote.

Michael Schnetzer debating to read his written statement; feels he
wouldn’t be doing his duty with the residents who shared his opinion;
administration recommends and narrowly met Planning Commission
criteria; council members are the voice of residents; they are the bosses;
they feel Gahanna is slipping; household income growth is lagging
behind the rest of the area; would add 3 to 4 additional jobs; asked if
Gahanna residents can afford such a laissez-faire approach; by failing to
act, this is harmful. Wanted to thank residents that reached out.
A motion was made by Angelou, seconded by Metzbower, that the Ordinance
be Adopted as Amended.The motion carried by the following vote:
Yes: 4- Angelou, Renner, Larick and Metzbower
No: 3- Leeseberg, Schnetzer and McGregor

Leeseberg said this weekend the CVB is welcoming 250+ members of a
statewide professional association to Gahanna for a 3 day conference;
group will economically impact the event venue, hotels and restaurants in
the area; in addition to the 6 MIDDY Awards from the Ohio Association of
CVBs Gahanna was honored with 2 RUBY Awards ("Recognizing
Uncommon Brilliance") and 2 Citations of Excellence during the Ohio
Conference on Travel; 13 days away from Holiday Lights Celebration;
more than 90 activities, entertainers, and attractions for attendees to

enjoy. Visit Gahanna is grateful to the many community partners who are
helping to support the event; for a complete list of activities or to

M. OFFICIAL REPORTS:

Friday, November 11, dedicating veteran's bricks at 11:00 a.m.;
development working on 18 active projects; will create over 174 jobs;
retained over 1,600 jobs this year; led to $45 million in capital
investment; Make Gahanna Yours donated over 1,700 wreaths; folks
came in to build those wreaths; Parks, Service, Police teams working
closely with police and CVB for Holiday Lights; Troy Euton started today
with Columbus; posted job and open for 3 weeks; last Friday attended
ceremony with Mark Thomas, a moving event for the first
African-American Ohio Patrolman, Louis Sharp.

N. COUNCIL COMMENT
Angelou said go vote; it’s part of our freedom to vote; amazing during the
Presidential elections; pray for our country for an election outcome that
everyone will be happy with.
Metzbower encouraged everyone to vote; very important to vote; take the
time to research judicial candidates and initiatives; over 40% have
already cast an early vote; lines should not be terrible at your polling
place; remember to get out and vote the whole ballot; he told Angelou he
was sorry about the Indians losing; she said she was so sad.

Schnetzer echoed other voting comments; everyone should weigh in;
bummer to lose staff; nice to have staff that is desired.
Larick said research candidates and issues and go vote.
Renner said it's very important to do your civic duty; voted today and was
impressed with Board of Elections and their process; very proud that he
can vote.
O. EXECUTIVE SESSION - to go into Executive Session under authority of
Section 5.40(a) of the Council Rules of Procedure to consider the
appointment, employment, dismissal, discipline, promotion, demotion or
compensation of a public employee, official, licensee or regulated individual
unless such public employee, official, licensee or regulated individual requests
a public hearing.
A motion was made by McGregor, seconded by Angelou, to go into Executive
Session under authority of Section 5.40(a) of the Council Rules of Procedure to
consider the appointment, employment, dismissal, discipline, promotion,
demotion or compensation of a public employee, official, licensee or regulated
individual unless such public employee, official, licensee or regulated
individual requests a public hearing. The motion carried by the following vote:
President Renner requested Mayor Kneeland, Jennifer Teal, Abby Cochran and
Joann Bury, attend the Executive Session. Executive Session was held in the
committee room.
