CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, November 21, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner, called the meeting to order at 7:00 p.m. Vice President of Council, Brian Larick, delivered an Invocation followed by the Pledge of Allegiance. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS. 1. Resolution from Council and Proclamation from the Mayor to Oakhaven Garden Club RES-0028-2016 TO RECOGNIZE THE OAKHAVEN GARDEN CLUB FOR SIXTY YEARS OF SERVICE TO THE CITY OF GAHANNA AND THE COMMUNITY. 2. Laurie Jadwin Laurie Jadwin, from the Convention and Visitors Bureau, thanked all for playing a part in the success of Holiday Lights; Police Department did an excellent job; Service department did a great job with the signs City of Gahanna Page 1 City Council Meeting Minutes November 21, 2016 and the parade; special thanks to the Parks department which also did an incredible job; all worked hard and with a smile; thanked leadership for their support; nice to see the support of the community; had calls and emails expressing how much fun the event was this year; changed this year; wanted it to be in line with businesses; all had significant customer traffic; wanted to create an event about the community; GRIN (Gahanna Residents in Need) was present to accept donations; Make Gahanna Yours was present; spreading the word; it was another great year. ORD-0119-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO A BARGAINING UNIT AGREEMENT WITH THE FRATERNAL ORDER OF POLICE (FOP), CAPITAL CITY LODGE NO. 9, FOR THE PERIOD OF JANUARY 1, 2016 THROUGH DECEMBER 31, 2018 FOR POLICE OFFICERS; AND TO DECLARE AN EMERGENCY. This Ordinance has been Introduced. ORD-0120-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE GAHANNA CONVENTION AND VISITORS BUREAU (CVB) FOR THE 2017 CALENDAR YEAR FOR THE PROMOTION AND PUBLICITY OF THE CITY OF GAHANNA. This Ordinance has been Introduced. ORD-0117-2016 TO AUTHORIZE THE DIRECTOR OF FINANCE TO TRANSFER FUNDS COLLECTED FROM THE COURT BUILDING FUND TO THE COURT COMPUTER FUND; AND TO SUPPLEMENTALLY APPROPRIATE $3,459 TO THE COURT BUILDING FUND. This Ordinance was Adopted on the Consent Agenda. HAMILTON ROAD, GAHANNA, OHIO 43230. This Motion Resolution was Approved on the Consent Agenda. MR-0054-2016 MOTION RESOLUTION TO TRANSFER FUNDS IN THE AMOUNT OF $29,200 FROM MULTIPLE ACCOUNTS TO 101440.5596, GAHANNA SWIMMING POOL - CAPITAL PROJECTS AND IMPROVEMENTS, TO INSTALL A NEW SIDE WALL DRAIN LINE AND FILTRATION PUMP. This Motion Resolution was Approved on the Consent Agenda. MR-0053-2016 MOTION RESOLUTION TO APPOINT TWO (2) MEMBERS BY CITY COUNCIL TO THE COMMUNITY INPUT PANEL, PER RULE 6.04(A) OF THE CIVIL SERVICE RULES AND REGULATIONS, AS FOLLOWS: 1. Judge Kim A. Browne, to serve as the City resident, who is registered to vote, selected by City Council; and 2. Yvette McGee Brown, to serve as the community stakeholder, selected by City Council. A community stakeholder could include, but is not limited to, those employed in the municipality, business owners, non-elected community leaders, a member of the clergy or a school-district representative. This Motion Resolution was Approved on the Consent Agenda. Resolution: RES-0028-2016 TO RECOGNIZE THE OAKHAVEN GARDEN CLUB FOR SIXTY YEARS OF SERVICE TO THE CITY OF GAHANNA AND THE COMMUNITY. This Resolution was Adopted on the Consent Agenda. City of Gahanna Page 5 City Council Meeting Minutes November 21, 2016 Approval of the Consent Agenda A motion was made by Leeseberg, seconded by Metzbower, to approve the Consent Agenda. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor End of the Consent Agenda F. PUBLIC HEARING: ORD-0118-2016 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2017. President Renner stated the rules for public hearings and opened the Public Hearing at 7:10 p.m. Renner called for proponents. Diana Redman, 598 Codrington Cir., 3.5 years ago became active; previous concern was budget process and generally passed on emergency basis; impressed that they changed process; August was presented with budget which was early; it's improved so much and thanked everyone for their hard work especially Jennifer Teal; good job with budget. Renner called for opponents, there were none. Renner closed the public hearing at 7:12 p.m. G. STANDING COMMITTEES: 2016-0356 Committee Minutes - November 14, 2016 Committee of the Whole - Larick None. Finance - Schnetzer None. Service & Safety - Leeseberg None. City of Gahanna Page 6 City Council Meeting Minutes November 21, 2016 Development & Parks - McGregor None. H. CORRESPONDENCE AND ACTIONS: Clerk No report. Council Angelou shared what she received in the mail from MORPC regarding the accomplishments of 2016; City of Gahanna return on investment; dues for MORPC are $17,359; for each dollar paid $249 per dollar coming back into the City; MORPC shows exactly where the money is going; getting a good portion back; will make sure Clerk has copy for Council; received invite from Joyce Beatty for The Power of One forum in honor of Rosa Parks at Ohio History Connection from 5:30-7:00 p.m. on December 8th. I. SECOND READING OF ORDINANCES: None J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner/Larick Renner said next meeting will be on December 20, at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou provided message from the Executive Director, there were international visitors in Columbus; from 21 foreign countries and wanted to spend time at MORPC; neat to have that much foreign presence; Competitive Advantage Partnership; develops and maintains economic and community growth; projects vetted early that they are ready and take them off shelf and bring them in for City of Gahanna Page 7 City Council Meeting Minutes November 21, 2016 infrastructure; Rob Priestas will check to see if it's workable; fast-track must all be in by December 15; Weatherization Showcase was end of Oct; large process; house needed a lot of work; turned out beautiful; means so much to the people in need; the homeowner said it saved her life; they found a gas leak; very significant; MORPC won national award for Insight 2050; Rickenbacker Study is 2 year comprehensive study; moving ahead Insight 2050 to next phase; policy meeting on sustainability agenda; have goals and objectives they worked on; strategies that go into each objective; matching up with metro transportation policy; did phenomenal job; 4 year plan updated every year. Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner Renner said he will deliver report next month; Leeseberg said were approximately 18 applicants for open seat on the board. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg reported the 3 day conference generated an estimated $100,000 into the local economy; attended another bridal show promoting Gahanna venues and services; Santa Race is 12/3; largest turnout ever; 400+ people; character breakfast is 12/10. M. OFFICIAL REPORTS: Mayor Thanked Laurie Jadwin and her team for another successful Holiday Lights; pretty good crowd; ended up with about 200 children in attendance; great report from his team; things went well; Development team has18 active projects; with potential to create over 860 jobs; this year has 22 completed projects; 1,500 jobs; $75 million capital investment; Friday was a groundbreaking for Reliant Capital; 20,000 sq. ft. and already talking about desire to expand more; reminder Economic Development 411 is December 7th; hope everyone registered. City Attorney Said office has been working on a project, trying to accomplish goals. City of Gahanna Page 8 City Council Meeting Minutes November 21, 2016 N. COUNCIL COMMENT Angelou said MORPC summer intern program had 21 communities apply; closed now; it was a success last year; looking forward to it; have a wonderful Thanksgiving; thanked CVB for all they do; it was cold but a great place to be. Metzbower thanked CVB and reiterated how important those events are. McGregor said moved 39 years ago; GRIN had give-away on Saturday; 300 baskets of food handed out; noted how many grandparents are raising their grandkids; donated 8 to 10 books per child; very caring community; very thankful to be here; Happy Thanksgiving. Leeseberg thanked CVB for all their hard work; noted Abby Cochran was big hit on the train; Mayor said when Santa came by the squeals from the children were of delight; it's all about the children and the community. Schnetzer echoed thanks to CVB; his boys enjoyed it; thanked Police Department for their efforts. Larick said he was unavailable to make it this weekend, thanked everyone for their hard work, said Happy Thanksgiving. Renner said Holiday Lights went very well; commended Laurie Jadwin for her hard work and efforts; received a lot of compliments from the community. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND to go into Executive Session under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action. A motion was made by Schnetzer, seconded by Larick, to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND to go into Executive Session under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action. President Renner requested George Mrus, Anthony Jones, Mayor, Jeff Barr, Shane Ewald, Jennifer Teal, Abby Cochran, and CIC Member attend the Executive Session.
