C. HEARING OF VISITORS.
1. School Board Update
Daphne Moehring thanked everyone for communicating with her
regarding Jefferson Township; building a relationship with Township
like the City; participated in Columbus 2020 sessions to understand
issues Council deals with; Joe Gottron left; vetting the candidates for
another member to fill vacancy; wants to recognize Middle School
West; they earned Momentum Award from Department of Education
for straight A's on value added measures; one thousand schools in the
650 plus districts in Ohio and only 168 schools achieved award; this
month showcasing the band; winter choir concerts this weekend; 19
music courses are offered at the high school; two levels of music
technology; great department of music that is offered.
Angelou said it was nice to sit next to Moehring at ED 411 as school
board member and superintendent was there too; thanked her for
taking time to collaborate with the City; that's how things happen;
congrats to Middle School West; we have great schools thanks to this

type of engagement.
Jeanie Hoffman, 708 Waybaugh Drive, wants to talk about 181;
Granville there were a lot of questions about parking, expansion, etc.;
she thought she would hear more about money; there were no
questions and went straight to Consent Agenda; 2008 it was
purchased for $975,000; auditor's website indicates the value at
$576,000; she thought there would be more on the dollar aspect;
Rockwood looks like they are getting a great deal.

DURING THE FISCAL YEAR 2017.
President Renner stated the rules for public hearings and opened the
Public Hearing at 7:10 p.m. Renner called for proponents. Jeannie
Hoffman, 708 Waybaugh Drive, said neither a proponent nor
opponent; great document and everyone is involved; very open and
easy to read; thanked everyone for their hard work.
Renner called for opponents, there were none. Renner closed the
public hearing at 7:11 p.m.

H. CORRESPONDENCE AND ACTIONS:

Banning said she would like to remind everyone that there is a Public
Hearing on Wednesday, at 7:00 p.m., for the poultry legislation.

I. SECOND READING OF ORDINANCES:
ORD-0113-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO A PURCHASE AND
DEVELOPMENT CONTRACT WITH RINGS BROTHERS, LLC FOR
PROPERTY LOCATED AT 181 GRANVILLE STREET TO BE USED
BY ROCKWOOD CLEANERS
McGregor said she doesn't think we are getting enough money for the
size of the parcel; she would like to see an appraisal and need more
data on how the price was set; Larick asked Blackford if he received
further information; he has not heard back from the chair of CIC; he
doesn't have an appraisal and does not have answer on how
purchase price was arrived at; Schnetzer said in light of these details,
would it make sense to send this back to committee for review;
Metzbower said he'd like to look at economic benefit to the City; he
wants that to be part of the discussion.
Angelou said this is only a small portion of the property; this needs to
be brought forward by the CIC; there is a whole part of area that isn't
being sold; environmentally, nothing is changing; it was made very
clear; now appears it's worth $500K; would like to know exact
measurements; she said amount seems reasonable.

L. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Renner/Larick
Larick said the next meeting will be December 20th, at 7:30 a.m.,
which will be the last meeting of the year.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said the next meeting is this Thursday, and a lunch will be
involved; will be leading a session during the final meeting of the year.
Wanted to share resolution that will go on the agenda (see attached
handout).

Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner
Renner said there’s a meeting this Thursday; won’t be able to make it
because of prior engagement, but someone from Council will be there.
Convention & Visitors Bureau (CVB) - Leeseberg
Leeseberg said that this past Saturday, the CVB held the Santa Run
5k and Little Reindeer Dash; sold out event. This Saturday is the
character breakfast, so make reservations.
M. OFFICIAL REPORTS:
Mayor
We have 17 active projects which could amount to 97 jobs gained or
retained; would also lead to $38 million in capital investment. Have
met with 102 businesses; a little disappointed that we have not done
more than that, but we are at the mercy of the businesses. Those we
have met with have been grateful; closed about 22 projects this year
which amounted to 1,500 jobs. Capital investment amounts to $75
million, not nearly what I’d like to see but we will keep up efforts. Team
that goes out to business includes superintendent; will be making
another visit this week. Have been working with citizens regarding next
phase for Gahanna Cultural Arts Foundation; will meet this

Wednesday at 6:30 p.m., had 25 people attend last meeting.

N. COUNCIL COMMENT
Metzbower wished the Mayor a Happy Birthday.
McGregor said she appreciates moving of the ordinance to regular
agenda to bring back for more information; not against project, thinks
there are some good ideas, just needs to be a good deal.
