CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Tuesday, January 17, 2017, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on January 13, 2017. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA - A motion was made by Angelou, seconded by Leeseberg, to amend the Agenda to add Executive Session as new item P. Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor C. HEARING OF VISITORS - 1. RES-0001-2017 TO RECOGNIZE AND COMMEND JENNIFER TEAL FOR THE ACHIEVEMENT OF THE LEAN SIX SIGMA BLACK BELT CERTIFICATION. Larick presented Teal with a Resolution. 2. RES-0002-2017 TO RECOGNIZE JOANN BURY FOR THE CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR THE FISCAL YEAR ENDING DECEMBER 31, 2015 BY THE GOVERNMENT FINANCE OFFICERS ASSOCIATION. Larick presented Bury with a Resolution. City of Gahanna Page 1 City Council Meeting Minutes January 17, 2017 3. Proclamation from Mayor for Jennifer Teal Mayor presented Teal with a proclamation. 4. Speaker - Diana Redman, 598 Codrington Circle Redman discussed proposed elimination of 43E express bus route; serves east side of Gahanna; runs down through Hunter's Ridge; provides the only bus route on that side of town; spoke to COTA but nothing is a direct connection; would need to connect with another bus; for people who rely on 43E it truly is a disservice; COTA said they told Council and they were fine; transportation is not easy to get downtown; COTA didn't seem to care about comments on the website; finds this change unacceptable; we do a lot here to improve transportation; Angelou asked if they said Council was in support; Angelou said that is not the case and needs to be rectified; they've never been asked on that matter. D. CITY COUNCIL RULES OF PROCEDURE: 2017-0018 2017 City Council Rules of Procedure - to be amended and adopted A motion was made by Renner, seconded by Leeseberg, that the Rules of Procedure be Adopted as Amended. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor E. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: ORD-0001-2017 TO AMEND THE CIVIL SERVICE COMMISSION RULES AND REGULATIONS AS RECOMMENDED TO CITY COUNCIL ON JANUARY 3, 2017. This Ordinance was introduced. ORD-0002-2017 TO AMEND CHAPTER 505.09, ANIMAL NUISANCE CONDITIONS PROHIBITED & TO AMEND CHAPTER 1123.34, KENNEL OR OTHER ANIMAL SHELTERS, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was introduced. ORD-0003-2017 TO AMEND CHAPTER 151, DEPARTMENT OF PARKS AND RECREATION, OF THE CODIFIED ORDINANCES OF THE CITY OF City of Gahanna Page 2 City Council Meeting Minutes January 17, 2017 GAHANNA. This Ordinance was introduced. ORD-0004-2017 TO AMEND CHAPTER 157, RECORDS MANAGEMENT PROGRAM, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was introduced. ORD-0005-2017 TO AUTHORIZE THE HOUSING OFFICER TO EXECUTE A COMMUNITY REINVESTMENT AREA (CRA) TAX ABATEMENT AGREEMENT WITH RAY J. PROPERTIES, LLC, FOR AN EIGHTY PERCENT REAL ESTATE PROPERTY TAX ABATEMENT FOR A PERIOD OF 15 YEARS ON 1.6 ACRES OF VACANT LAND LOCATED ON SCIENCE BOULEVARD, PARCEL ID NO. 025-013620. This Ordinance was introduced. ORD-0007-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH ZED DIGITIAL FOR THE REDESIGN OF THE CITY OF GAHANNA WEBSITE. This Ordinance was introduced. ORD-0008-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO A MUTUAL RELEASE OF ALL CLAIMS; TO APPROPRIATE FUNDS THEREFOR. This Ordinance was introduced. ORD-0009-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT FOR THE 2017 FISCAL YEAR WITH THE FRANKLIN COUNTY PUBLIC DEFENDER COMMISSION TO REPRESENT INDIGENT PERSONS BEFORE THE FRANKLIN COUNTY MUNICIPAL COURT CHARGED WITH VIOLATIONS UNDER GAHANNA ORDINANCES. This Ordinance was introduced. F. CONSENT AGENDA: Minutes - To Approve: 2017-0021 Council Meeting Minutes for Monday, January 2, 2017 and January 11, 2017 Special Meeting Minutes. These Minutes were Approved and Filed on the Consent Agenda. Ordinance: Introduce, Waive Second Reading, Adopt as Emergency: City of Gahanna Page 3 City Council Meeting Minutes January 17, 2017 ORD-0006-2017 TO AUTHORIZE THE MAYOR TO EXECUTE A UTILITY EASEMENT WITH WIDEOPENWEST OHIO, LLC TO RELOCATE THEIR POINT OF PRESENCE (POP) FOR GAHANNANET ONTO CITY OWNED PROPERTY; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda with waiver & emergency. CORRESPONDENCE AND ACTIONS: Clerk No report. Council No report. J. SECOND READING OF ORDINANCES: None. K. FIRST READING OF ORDINANCES: None. L. MOTIONS/RESOLUTIONS: None. M. REPRESENTATIVES: Community Improvement Corporation (CIC) Leeseberg said there was a meeting this morning; new officers are George Mrus as President; Matt Ference as Vice President; Anthony Jones as Secretary; Betty Collins as treasurer; new members Steve Barret, Lesley Blake, Jennifer Price, Ken Sheppard, and myself; Groundhog Day meeting is February 3; more than 100 will be in attendance; Ned Hill will be speaker; this year's award winners are Columbia Gas, Artisan Ales, and Columbus Academy. Mid-Ohio Regional Planning Commission (MORPC) Last meeting was last Thursday; will chair a committee for filling vacant seats; no meeting in February; some going to Washington D.C. City of Gahanna Page 5 City Council Meeting Minutes January 17, 2017 instead to lobby; State of the Region will be on April 20th; nominations ended for various awards; speaker from Boston will be there; is a broadband and digital phenom; National Association of Regional Councils will be in Washington D.C. and will attend; will talk about Hyperloop; very futuristic; there were 2,600 global applications for Elon Musk's challenge; we were in top 35; would make a trip to Chicago only 20 minute commute; for passengers and freight; 750 miles per hour; very exciting; would put us on the map; she received perfect attendance; March 16th is Purpose Region from 9 to 4; Insight 2050 Academy is open again; will leave the information with Clerk Banning; 6 classes every other week; ends around the State of the Region; Planning Commission might be interested; will have some exciting first of its kind, multi-year energy projects in the works; Regional Data Advisory Committee gave kudos to Mayor regarding cell tower legislation; discussed legislation from Lame Duck session. Gahanna-Jefferson Board of Education Metzbower said met for organizational meeting on January 12; Beryl Piccolantonio was re-elected President; Jason Phillips is Vice President; January 28th will be a Dance Marathon; Superintendent noted in his report that they are working on reduction of $900,000 for school district; signed off on fiscal beliefs doctrine which spells out their own goals for how to use money. Convention & Visitors Bureau (CVB) Renner said not on the board yet but will take the oath on February 1. N. OFFICIAL REPORTS: Mayor Mayor said ready to meet more businesses this year; serves on Regional Data Advisory Committee asked to chair subcommittee to review outcome of SB 331 which was signed into law recently; puts right of way in jeopardy of untethered access by small wireless companies which are out to locate facilities in right of way; subcommittee met last week; seeking legal opinions to fight this, so are other municipalities; want to try to make recommendations for solutions; wants bill overturned; Home Rule is under attack again; Central Ohio Mayors and Managers Organization will have more to come on this. City Attorney City of Gahanna Page 6 City Council Meeting Minutes January 17, 2017 No report. O. COUNCIL COMMENT Metzbower congratulated Teal and Bury; said they continue to make our City proud. Angelou said ditto on those; failed to mention that Nancy Reger, in charge of data management for MORPC since 1984, spent her whole career building that department, will retire in March; fortunate to have had her; she is writing a book. McGregor said congratulations to award winners tonight; if around Pizzurro Park keep an eye out for bald eagle that is flying in the area; saw it taking a bath in a puddle. Renner thanked Teal and Bury for outstanding work they do for the City; is distracted tonight because lost a friend from the County; Lance Porter was Assistant Director for Jobs and Family Services; died suddenly; please take care of yourselves and watch your health. Schnetzer said thank you to Teal and Bury. Leeseberg thanked Teal and Bury. Larick also thanked Teal and Bury and introduced Matthew Barter, senior patrol leader for Troop 98; working on citizenship merit badge; thanked him for coming. P. EXECUTIVE SESSION - A motion was made by Schnetzer, seconded by Leeseberg, to go into Executive Session under authority of Section 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance. President Larick asked that the Mayor attend the Executive Session; held in the Law Library. Council rose to Executive Session at 7:37 p.m. Council rose to report from Executive Session at 8:00 p.m. with no action taken.
