A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, DATE
2017, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Brian D. Larick, called the
meeting to order at 7:00 p.m. Vice President of Council, Jamie
Leeseberg, delivered an Invocation followed by the Pledge of
Allegiance. Agenda for this meeting was published on DATE 2017.

L. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Leeseberg
Leeseberg reported CIC meets in the morning at City Hall at 7:30 a.m.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou reported had robust May MORPC Commission meeting
yesterday; topics covered included: an upcoming revision of the Green
Pact to better focus on measurable sustainability in line with the
Regional Sustainability Agenda; a review of the monthly Legislative
Update which included the attached summary of the 2018 2019 State
Transportation Budget, and the launch of the 2017 Commuter
Challenge in all 15 counties from June 1-30 with a new website and
prizes for participation; Eric Phillips presented a member spotlight on
the 33 Smart Corridor; the project is moving at a record setting pace
with ODOT beginning to install fiber throughout this corridor; the total
planned investments in the 33 Smart Corridor have soared to over
$200 million; exciting project that will be a model for other parts of
Ohio; after an exhaustive search and due diligence, the Building
Committee concluded that the best alternative for MORPC is to stay in
the current location; moving forward with an extension and renewal of
the existing lease which will be finalized in the coming month;
Transportation Policy Committee approved the following: amending
MORPC's 2016-2040 Metropolitan Transportation Plan, Adoption of
the SFY 2018-2021 Transportation Improvement Program (TIP),
amending the 2016-2019 TIP to include a local match for the 33 Smart
Corridor; Certification of the MORPC Metropolitan Transportation
Planning Process and approval of MORPC's FY 2018 Planning Work
Program; also reviewed an important upcoming workshop, The 2020
Census Local Update of Addresses Operation, is scheduled for local
governments to review and comment on the U.S. Census Bureau's
residential address list for their jurisdictions prior to the 2020 Census;
the workshop will be held at MORPC on Tuesday, June 6 from
2:30-4:00 p.m.; the new insight2050 Technical Assistance Program
kicked off; this year's State of the Region was very well attended;
thanked people for coming out.
Gahanna-Jefferson Board of Education - Metzbower
Metzbower reported met last Thursday at Clark Hall; Superintendent
report continues; talking to students; working on vision on education
plan; large group of HS students will be graduating; approved
electronic books; latch key program to start; approved hiring of

principal Lincoln Elementary School; 5 yr budget forecast was
approved; expenditures will start accumulating more than revenue;
made $1.3 budget cut.
Convention & Visitors Bureau (CVB) - Renner
Renner reported last week Visit Gahanna launched its inaugural “Herb
‘n Restaurant Week,” which was created to expand upon our city’s
designation as the Herb Capital of Ohio and to build excitement for
Herb Day festivities; in celebration of National Travel & Tourism Week
last week, staff of Visit Gahanna participated in a statewide Lobbying
Day at the Statehouse, meeting with state leaders to discuss
tourism-related issues; Visit Gahanna also participated in a special
event hosted by Tourism Ohio on the statehouse lawn, where the
team marketed and promoted Gahanna and several individual
Gahanna businesses; Experience Columbus recognized Visit
Gahanna as its first ever CTA Employer of the Year at a special event
last week that was attended by hundreds of CTAs from around the
Central Ohio area; Visit Gahanna hosted a CTA class at Kindred Beer
and welcomed 16 new CTAs. Its next CTA class will be hosted in
Gahanna, tentatively, during the week of August 21; last Sunday, Visit
Gahanna participated in a bridal open house at Jorgensen Farms,
where the team marketed Gahanna as a destination for brides and
generated multiple leads for our event venues and hotel partner; as of
today, we are 31 days away from the 2017 Creekside Blues & Jazz
Festival; many volunteers are needed in many different areas to help
support Gahanna’s largest signature event; in exchange for
volunteering even just a few hours of your time, volunteers receive a
Festival Volunteer T-shirt and a pass for one day admission to the
Festival; to learn more about the volunteer opportunities available,

M. OFFICIAL REPORTS:
Mayor
Mayor Kneeland said Herb Day was a great event; 20 active projects;
could retain 600 jobs; believe could lead to approximately $78 mil of
capital investment; 15 business visits this year; businesses have been
receptive.
City Attorney
Ewald said Code Review Committee will have update at next
committee.

N. COUNCIL COMMENT
Metzbower said he appreciates what our officers do to make us safe;
especially with the reminder of recent tragedy in Kirkersville.
Angelou Herbal Affair was great; echo Metzbower's comments;
horrible situation in Kirkersville; appreciate our officers; prayers to the
Mayor and his family on his loss.
Renner echoed others comments; his heart goes out to the Mayor and
his family the loss of his family member; commended the group that
just graduated that will help our first responders; attended Columbia
Gas training facility; he left bewildered; couldn't believe what goes into
training on gas; mock village with dogs barking and children playing;
he was amazed.
McGregor offer prayers for all our law enforcement; remember all they
do and may not come home safe to their family.
Schnetzer echoed comments on Kirkersville; thanked our officers for
all they do.
Leeseberg said Happy Birthday to Ewald; Herbal Affair was a great
event; thanked our officers.
Larick thanked Lt. Murphy for attending and all that the officers do for
the community; Mayor Kneeland said he will introduce the IT Director
at the next committee; happy to be fully staffed; Larick said the Herbal
Affair is one of his favorite events.

Section 5.40(a) of the Council Rules of Procedure to consider the
appointment, employment, dismissal, discipline, promotion, demotion, or
compensation of a public employee or official, or the investigation of
charges or complaints against a public employee, official, licensee, or
regulated individual, unless the public employee, official, licensee, or
regulated individual requests a public hearing.
A motion was made by Leeseberg, seconded by Metzbower, to go into
Executive Session under authority of Section 5.40(a) of the Council Rules of
Procedure to consider the appointment, employment, dismissal, discipline,
promotion, demotion, or compensation of a public employee or official, or the
investigation of charges or complaints against a public employee, official,
licensee, or regulated individual, unless the public employee, official, licensee,
or regulated individual requests a public hearing.
Executive Session was held in the Law Library.
