CALL TO ORDER BY MAYOR THOMAS R. KNEELAND- Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Tuesday, January 2, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. Mayor Thomas R. Kneeland called the meeting to order at 7:00 p.m. Council member, Jamie Leeseberg, delivered an Invocation. Girl Scout Troop 1446 led the Pledge of Allegiance. Agenda for this meeting was published on December 29, 2017. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. SWEAR-IN COUNCIL MEMBERS Mayor Thomas R. Kneeland swore in Stephen Renner and Michael Schnetzer; Anne Gonzales swore in Brian Larick; Judge Jodi Thomas swore in Jamie Leeseberg. MOTION TO MOVE AGENDA ITEM AND GO INTO EXECUTIVE SESSION Council requested Mayor Kneeland attend the Executive Session. Executive Session will be held in the Law Library. Council rose to Executive Session at 7:15 p.m. Council rose to report from Executive Session at 7:28 p.m. with no action taken. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor U. EXECUTIVE SESSION C. ELECTION OF PRESIDENT A motion was made by Leeseberg, seconded by Angelou, to elect Brian Larick Council President for 2018. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor D. ELECTION OF VICE PRESIDENT A motion was made by Metzbower, seconded by Angelou, to elect Jamie Leeseberg Vice President of Council for 2018. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor E. ESTABLISH DAY OF REGULAR CITY COUNCIL & COMMITTEE MEETINGS: Regular City Council Meetings to be held at 7:00 p.m. on the 1st & 3rd Monday each month, unless Monday falls on a City observed holiday, then on the next Tuesday. Council Committee Meetings to be held at 7:00 p.m. on the 2nd & 4th Monday each month, unless Monday falls on a City observed holiday, then on the next Tuesday. A motion was made by Schnetzer, seconded by Renner, to establish the days and times of Regular and Committee Meetings for 2018. APPOINTMENTS MADE BY THE PRESIDENT: A motion was made by Metzbower, seconded by Renner, to confirm the appointments to the Community Improvement Corporation (CIC) and the Office Industrial Incentive Program Board. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor - Community Improvement Corporation (CIC) - President of Council serves as a member and one other elected or appointed official appointed by the President of Council, confirmed by Council. Leeseberg appointed. - Office Industrial Incentive Program Board (Incentive Advisory Board) - Two members of City Council Angelou and Schnetzer appointed. H. HEARING OF VISITORS None. - School Board Update Not present. K. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Vice President, Jamie Leeseberg, introduced the item under Section K. ORD-0004-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO A THREE YEAR AGREEMENT WITH ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTION (ESRI) FOR SMALL MUNICIPALITY AND COUNTY ENTERPRISE LICENSE AGREEMENT FOR GIS SOFTWARE. This Ordinance was introduced and will be discussed in Committee on 1/8/2018. L. CONSENT AGENDA: Minutes - To Approve: 2018-0005 December 11, 2017 Committee of the Whole & Finance Minutes & December 18, 2017 Council Meeting Minutes (will be on January 16 Consent Agenda). These Minutes were Approved and Filed on the Consent Agenda. This Ordinance was Adopted on the Consent Agenda. ORD-0105-2017 DETERMINING TO PROCEED WITH THE ASSESSMENT PROCESS FOR CERTAIN REAL ESTATE FOR SANITARY SERVICES FOR PROPERTY LOCATED AT 319 JAMES ROAD, PARCEL ID NO. 025-000821 This Ordinance was Adopted on the Consent Agenda. OFFICIAL REPORTS: Mayor Mayor Kneeland congratulated those re-elected and sworn in tonight; congrats to Mr. Larick and Mr. Leeseberg for their leadership roles. City Attorney No report. T. COUNCIL COMMENT Metzbower welcomed our troops from Troop 1446; welcome some of our elected officials here tonight. Renner said ditto to Mr. Metzbower; shoutout to families and everyone who supports us in re-election; means a great deal; Schnetzer said Happy New Year; looking forward to productive 2018; McGregor said Happy New Year and congrats to returning; Angelou said congrats to returning Council Members; nice when community says "we like what you are doing"; this Council and Mr. Kneeland have accomplished quite a bit; can do wonderful things together; looking forward to this year; Happy New Year; thanked the Girl Scouts for being here; Leeseberg thanked families and friends for being here tonight; Happy New Year. Mayor Kneeland presented a ceremonial box to represent the ceremonial flag he’s providing the President of Council; flag is coming soon; waiting on final embroidery; will have last year’s date added. Larick thanked everyone for coming tonight; thanked the Girl Scout Troops; and our elected officials; careful outside, it is cold. Metzbower requested a new Council photo for the year. V.
