McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. C. HEARING OF VISITORS. 1. Mayor presented Lead by Example Awards to AutoZone, Lind Automotive and Gahanna Hardware. Neighborhood Bridges Steering Committee Co-Chair TJ Wolfe present for presentation. 2. School Board Update Not present. 3. Gahanna Resident: Rick Duff, 312 Dunbarton Rd., thanked Council for appointing him on the Records Commission; he really enjoys being a member. D. This Ordinance was introduced. ORD-0105-2017 DETERMINING TO PROCEED WITH THE ASSESSMENT PROCESS FOR CERTAIN REAL ESTATE FOR SANITARY SERVICES FOR PROPERTY LOCATED AT 319 JAMES ROAD, PARCEL ID NO. 025-000821 This Ordinance was introduced. E. CONSENT AGENDA: Minutes - To Approve: 2017-0260 Council & Committee Minutes - 12/4/2017 and 12/11/2017 These Minutes were Approved and Filed on the Consent Agenda. Ordinances on Second Reading: ORD-0104-2017 SUPPLEMENTAL APPROPRIATIONS - PROJECTED LODGING TAX DISTRIBUTIONS FOR THE CONVENTION & VISITORS BUREAU (CVB) AND THE COMMUNITY IMPROVEMENT CORPORATION (CIC). This Ordinance was Adopted on the Consent Agenda. Motion Resolutions: MR-0038-2017 MOTION RESOLUTION TO SET ORGANIZATIONAL MEETINGS FOR THE YEAR 2018. This Motion Resolution was Approved on the Consent Agenda. MR-0039-2017 MOTION RESOLUTION TO ESTABLISH CITY BOARD AND COMMISSION APPOINTMENTS FOR 2018. This Motion Resolution was Approved on the Consent Agenda. MR-0040-2017 MOTION RESOLUTION TO TRANSFER APPROPRIATIONS IN THE AMOUNT OF $14,000 FROM THE POLICE OVERTIME GRANT FUND AND $8,300 FROM THE POLICE HOLIDAY OVERTIME TO THE TO ACCOUNT NO. 101.211.5117, POLICE OVERTIME FUND. Approval of the Consent Agenda A motion was made by Renner, seconded by Schnetzer, to approve the Consent Agenda. PUBLIC HEARINGS: ORD-0101-2017 TO AMEND PART ELEVEN - PLANNING AND ZONING CODE, CHAPTER 1154, RESTRICTED INSTITUTIONAL DISTRICT, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. President Larick opened the Public Hearing at 7:06 p.m. There were no proponents or opponents. Public Hearing closed at 7:08 p.m. ORD-0102-2017 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2018. President Larick opened the public hearing at 7:08 p.m. Jeannie Hoffman commented that she'd like to see more money for code enforcement and depending outcome of tax case there could be a lot of money coming out of general fund that needs to be considered when reviewing budget. SECOND READING OF ORDINANCES: ORD-0103-2017 TO ACCEPT THE ANNEXATION OF 1.4+/- ACRES FROM JEFFERSON TOWNSHIP TO THE CITY OF GAHANNA, OHIO, LOCATED AT 4297 E JOHNSTOWN ROAD; PARCEL ID NO. 170-001499; FILED BY JACKSON B. REYNOLDS, III; J ERNEST WELLS, D.C., PROPERTY OWNER. A motion was made by Metzbower, seconded by Schnetzer, that the Ordinance was Adopted. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor Ordinance - To Amend by Substitution and Adopt ORD-0102-2017 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2018. A motion was made by Schnetzer, seconded by Metzbower, that the Ordinance was Adopted as Amended. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor J. FIRST READING OF ORDINANCES: K. RESOLUTIONS/MOTION RESOLUTIONS: L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg reported that they meet tomorrow at City Hall at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported on information from last meeting (documents in Clerk's Office). Gahanna-Jefferson Board of Education - Metzbower Metzbower reported they met last Thursday; Ron Smith gave informative presentation about things they have accomplished; Education Foundation upcoming theme is celebrating students and staff; City of Gahanna Page 4 City Council Meeting Minutes December 18, 2017 Superintendent gave a flag to parting board member Jason Phillips for his 4 yrs of service; High School is working on special project; way of helping promote social skills and reflection on character; 35 coffee discussions planned; discuss renovating schools; replacing buildings; feedback for High School Phase 3; some people feel it is too far out; should move forward sooner; renovating classrooms and other rooms as well; learning labs; approved school calendar. Convention & Visitors Bureau (CVB) - Renner Renner reported that Visit Gahanna completed its trilogy of Holiday Lights events on Saturday, Dec. 9, with the annual Holiday Character Breakfast presented by Meijer; the CVB welcomed 462 attendees to the event from all over the Central Ohio area; Attendees represented 22 zip codes in the Columbus Region and beyond; the event, which was held on the west side of Gahanna at CenterPoint Church, featured a pancake breakfast, arts and crafts, a special performance by the Columbus Children’s Theatre, holiday characters, and visits with Santa; the Visit Gahanna team was featured in an on air segment of Good Day Columbus on Friday, Dec. 8; the segment, televised live from Creekside Plaza, promoted the Holiday Character Breakfast and other holiday events happening in Gahanna, including Visits with Santa at the Ohio Herb Education Center; both The Santa Race 5k and Holiday Character Breakfast were featured in the 12/7/17 edition of ThisWeek paper (including the front cover); in the last month, Visit Gahanna has published 6 blogs featuring individual Gahanna businesses, including Namaste in Love Yoga Studio, The Great Gift & Paper Co., and Mug & Brush Barber Shop, reaching hundreds of readers. M. OFFICIAL REPORTS: Mayor Mayor Kneeland said it was an incredible year; seen positive movement; especially on economic development side; slowed visits to businesses; 144 this year; continuing to get people interested; thanked everyone for being a Gahanna business; hoping to help them expand their business; 8 active projects; have the potential to create 460 jobs; active projects can lead to $55mil in capital investments; completed 11 projects and created and/or retained 350 jobs; will work on getting audience with Columbus Academy; partner with the schools; communicate with parents; high dollars to be made; looking forward to 2018; Merry Christmas. City of Gahanna Page 5 City Council Meeting Minutes December 18, 2017 City Attorney City currently in trial court with tax litigation case; expect to appeal and have final review later this year; I wish everyone a safe and Merry Christmas. N. COUNCIL COMMENT Metzbower said it doesn't sound like the court case will end anytime soon; Happy Holidays to everyone. Renner thanked Duff for his service; in his county job; executive assistant passed away suddenly; dealing with that and trying to come to terms with the loss; close knit group at work; if you get sick go to the doctor and make sure you are ok; wishing everyone happy holidays. Angelou said sorry for his loss; said brought back memories; going to the hospital in squad; she had a heart attack at one of the organizational meetings; this meeting has great emotional value; you do things to make sure you are healthy; this one of the Chief's last meetings before he retires; thanked Duff for his service; great job; wished everyone Happy Holidays; Happy Hanukah; we should all be thankful and grateful for our community; safe travels. McGregor said has a lot to be thankful for; has been on Historical Society; the President moved to FL; her husband took over as President; had a leak in the ceiling during Blues & Jazz at the Bed & Breakfast; $500 to fix it; Gahanna couple fixed the hole in the ceiling; resurfaced the whole thing and didn't charge the Historical Society for their services; good people here; Merry Christmas to everyone. Schnetzer said the Chief will be missed; thanked him for many years of service; best of luck on journey; Happy Holidays. Leeseberg echoed all sentiments; thanked everyone in the community for always pulling together; congrats to Lead By Example awards tonight. Larick gave standing ovation for Chief for his years of service; thanked everyone on Council for their work; thanked citizens for their input; like to see more attendance from the community; make your voice heard; new grandchild 2 weeks old; been traveling to Dayton his father is in hospital; had 4 stints put in; Merry Christmas to everyone. O. EXECUTIVE SESSION City of Gahanna Page 6 City Council Meeting Minutes December 18, 2017 A motion was made by Leeseberg, seconded by Metzbower to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing. President Larick requested Council attend the Executive Session. Executive Session was held in the Law Library. Council rose to Executive Session at 7:46 p.m. Council rose to report from Executive Session at 8:13 p.m. with no action taken.
