CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, April 16, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS. - Gahanna Kiwanis present $10,000 for Ward 1 Park The President of the Gahanna Kiwanis Club presented a check in the amount of $10,000 to the City to use toward funding Ward 1 Park; for playground equipment for handicapped children; also working with Kiwanis district to come up with a $5K grant to put on top of this in the near future; hopes this goes to great use and knows it will. - Proclamation from the Mayor: GLHS Girls Bowling Mayor Tom Kneeland presented a Proclamation to the Gahanna Lincoln High School Girls Varsity Bowling Team. Nancy McGregor presented a Resolution to the Girls Varsity Bowling Team. - Proclamation from the Mayor: Small Business Week Mayor Tom Kneeland read a Proclamation to recognize National Small Business Week. RES-0006-2018 TO RECOGNIZE AND CELEBRATE THE 2018 NATIONAL SMALL BUSINESS WEEK IN GAHANNA, OHIO, FROM APRIL 29 TO MAY 5. President Larick noted that Council also has a Resolution to recognize National Small Business Week. - Jennifer Chrysler and Superintendent Steve Barrett; appreciates opportunity to be here; we eliminated some liaison positions; we have one government liaison; would love opportunity to come have interaction discussion quarterly; would love to present their 5 year forecast; here to update on the levy tonight; Barrett said has been a great journey to have a partnership with the City; Chief Spence has been a wonderful support; had a school safety meeting with a number of parents in attendance; safety is extremely important; here to talk about $5.5mil bond levy on the ballot May 8th; will maintain current academic programs; operating is $4.28mills; have not had a levy since 2011; still collect same money but expenses continue to go up; levy will fund replacement of Lincoln Elementary; it was built in 1957; electrical and roofing are the same as when they were built; we have 212 units in the pipeline to be built; 100 houses means 60 students; we are going to have over 500 units; supports the gradual growth; we have put together a facilities plan; 5/7 of their facilities are at capacity or over crowded; phase 2 looks at the growth happening in Jefferson Township; bond issues is $1.22mills; will continue community engagement; just did 35th coffee this past Saturday; here tonight to talk to Council; would like to continue the dialogue around a high school solution; would like to add auditoriums to their middle schools; would like to engage the Township, City, YMCA, entire community, around a high school solution; have talked about this property; hopes that would be part of the dialogue; excited about this project; does it mean renovating or renovation of high school; some folks are looking at building a second high school; this bond issue is not to cover phase 2; appreciates support; happy to answer any questions. City of Gahanna Page 2 City Council Meeting Minutes April 16, 2018 Sharon Montgomery, 572 Bonnington Way, found out the City has put things on the website regarding Distracted Driving Month; difference in putting information out for the public to find and putting information out to the public; April is National Distracted Driving Month; asked that the City be more proactive with distracted driving awareness and follow-through with initiatives started in the past couple of years; with 2015 data from the National Center for Health Statistics, the National Safety Council estimated that the odds of dying from a motor vehicle crash are 1 in 102; the odds of dying from opioid use are 1 in 109; we are rightfully outraged and frightened by the opioid crisis; we need to react as strongly to the distracted driving crisis; hopes City will resume efforts to raise City-wide awareness. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Vice Chair Leeseberg introduced the item under Section D. COMMITTEE UPDATES Schnetzer said Infrastructure Capital Review Committee met last Monday; focused on assessment of City's street and bridge program; will convene next Monday at 6PM to focus on water, sanitary sewer and stormwater infrastructure; Land Use Steering Committee met on 4/3; discussed resident surveys; over 72% of respondents feel the City is on the right track; residents cited infrastructure as the biggest challenge; redeveloping existing property was cited as something the City should focus on; next meeting is 5/1 at 7:30 AM. Leeseberg said Code Review Committee has met; Fence Code has been sent to Planning Commission; Mobile Food Vendor code will come to Committee next week; Columbus has beefed up their enforcement and they will handle majority of it; will review that process. A motion was made by Leeseberg, seconded by Renner, that the Ordinance be Adopted. Discussion: Larick said happy to see this move forward. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg said meeting tomorrow morning. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said met last Thursday; provided an update (packet available in Council office); have three new people serving on executive committee; first time having a village person serving on executive committee; want to represent the region more; had electric road show; took a ride in a BMW; fun thing to ride around in; can get these into our community as well; believes we will be 100% selling electric vehicles by 2025; gas vehicles will not be sold anymore is the expectation; State of the Region is Thursday; have many registered; have a keynote speaker from Canada; have a place making lunch forum on 6/22; social media best practices on 7/18; also salary and fringe benefit survey being brought together; have grant finder available at grandfinder.com; have around $3 million be found; designing for pedestrian safety; Hyperloop project begin 1 year ago last week; going to California to LA to see the Hyperloop; then going to Las Vegas to see it in action; pretty exciting stuff; we are in phase 2 of that; have put out RFPs; likely going to become a reality; received a membership report update; on May 14th from 2:30-4:30, can learn more about application process for attributable funds; MORPC redesigning road closures mapping; March 1st was ozone monitoring time; we are in compliance; our Mayor Tom Kneeland, went over mission statement and 5 goals that have been brought forward; capital budget was passed at state house; is 2.6 million dollars; William Murdock testified on behalf of City of Gahanna Page 6 City Council Meeting Minutes April 16, 2018 the region; looking forward to State of the Region Thursday. Renner said if you want to drive an electric car - has been driving one for 2 years; can show her; big advocate of electric car movement; a lot of technologies with cars are going hand in hand to avoid accidents and collisions; Angelou said would be wonderful; thinking of doing that for the next car; Renner said worked with AEP and his home is now solar powered; Angelou said Jefferson Township will become a part of MORPC in May; very pleased; takes us to 62 entities. Gahanna-Jefferson Board of Education - Metzbower Metzbower said had great reports earlier; from Thursday's meeting: there is one Wed. 4/25 at Middle School West, community meeting to highlight aspects of the levy; 5 year forecast will be discussion point in upcoming meetings; moving forward with settlement with Creekside; coming forward with financial information in regards to health insurance; also brought on a sign language teacher and recognizes that as a second language; Kindergarten roundup is coming up soon; House Bill HB512, is based on an ad hoc committee recommendation, seeks to consolidate many things that the state school board currently does and would transition it to a superintendent; a cabinet level type position; our current school board expressed opposition. Convention & Visitors Bureau (CVB) - Renner Renner said Herbal Cocktail 2.0 official launched; features 9 partner restaurants and breweries; hosted first CTA class; on Tuesday 4/10, staff attended workshop learning about digital marketing; today marks 59 more days until the largest event of the year, the 20th anniversary of the Creekside Blues & Jazz Festival; tickets available online. M. OFFICIAL REPORTS: Mayor Mayor Kneeland said at MORPC last week, proud to see one of our Gahanna folks move up on the executive committee; moved to Vice Chair; will recognize Distracted Driving Week; on 4/27, a lunch on the lawn will have folks on the football field with cars; will see a distracted driving simulator; one resident, Catherine Cunningham, is a big advocate for wind and solar powered; pushed out new job portal on website; can view private sector Gahanna jobs; many jobs available; also a point for people to look for jobs in the City of Gahanna; working closely with people like GRIN to get under employed folks employed and to take City of Gahanna Page 7 City Council Meeting Minutes April 16, 2018 advantage of this type of technology; the workforce initiative, partnering to create an inclusive workforce development to help Gahanna people find Gahanna jobs; regional land use plan coming to close with review coming soon; interested to see how that plays out from a regional perspective. City Attorney Ewald said have summer intern starting from Capital this summer; hopes to get caught up on projects; hopes to reactive quicker to residents. N. COUNCIL COMMENT Metzbower congratulated Angelou on her MORPC Vice Chair seat; Renner said ditto; Angelou said everything we mention has a relation to data; said Mayor Kneeland is involved and appreciates it; McGregor congratulated Angelou; Schnetzer said Angelou is a strong and effective representative of the community for MORPC; Leeseberg congratulated Angelou; said Go Blue Jackets and sick of this weather; Larick congratulated Angelou as well.
