CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, May 7, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS - 1. Proclamation by the Mayor - National Police Week (May 13 – 19) Mayor Kneeland presented a proclamation for National Police Week to Chief Spence and fellow officers; Chief Spence presented a challenge coin to Mayor Kneeland and Safety Director Thomas. 2. Mayor to Announce following Proclaimed Dates: Air Quality Awareness Week: April 30 – May 4, 2018 Herb Week in Gahanna, Ohio: May 6 – May 12, 2018 Economic Development Week: May 7 –May 12, 2018 Public Service Recognition Week: May 6 – May 12, 2018 City of Gahanna Page 1 City Council Meeting Minutes May 7, 2018 Angelou said she gave a copy of Proclamation to MORPC and would like Mayor to present on Thursday at meeting. 3. Novak Consulting - Police Organizational Analysis Jonathan Ingram and Bill Connors here tonight with the Novak Consulting Group; were project leads on police organizational assessment; local consulting firm; based out of Cincinnati; said Ohio Department of Audit completed a high level audit; this was a more detailed dive; offered 29 recommendations; employees were optimistic in time of change; very high level of service provided to community; staffing levels are generally sufficient; reviewed how patrol was analyzed; looked at minimum staffing levels; International Association of Chiefs of Police guideline is that 33% of patrol time should be proactive; division currently includes sergeants with minimum staffing level; recommend sergeants should not be included in shift minimum staffing levels; described how officer in charge (OIC) approach presents challenges and risks; reviewed recommendations for the dispatch center; suggested shift loading or work sharing with other agencies; reviewed investigations; said there is a high level of service; case management is generally reactive; data collection and reporting is limited; there are crimes now that did not exist 15-20 years ago; is a complex workload; made recommendations in regards to enhancing data collection with workload; suggested expanding participation of Patrol Officers; looked at administrative staffing level and structure; suggested monitoring and reallocating duties as needed; said roles of Director of Public Safety and Police Chief require clarification; operational authority vs. policy-setting; opportunity for entire department to have stronger performance measurement reporting to the City's executive leadership; recommended a facility needs assessment; report provides more detailed analysis; also will provide an implementation plan; will come in a Word document as it should be living, breathing, and changing. Larick asked for background on both individuals; Ingram said have been working in consulting for 6+ years; have been working with local governments; worked in City of Cincinnati; handle analytical side; also a project manager; a few analysts that contribute to this; Bill is extensive law enforcement expertise; pair to make recommendations; Connors said retired from NYPD; was a Police Commissioner from a small town; has been doing this for 9 years; normally he is paired with an analysist and keep each other honest; they come out with numbers and he responds with "cop-logic"; have a pretty good relationship; believes they have done good work; Metzbower clarified minimums and how sergeants fit in; Ingram said their primary should be supervision; McGregor asked if other PDs do something other than 8 hour shifts; Ingram said 12 and 8 is common; 10 is not recommended; looked at both; 12 is more efficient; City of Gahanna Page 2 City Council Meeting Minutes May 7, 2018 would require less shift teams; less overhead; challenges with 12 hours as well; longer shifts and could impact safety due to the hours; believes 12 requires 29 officers vs. 32; might save money; did not feel it was good to recommend for this department; Connors said previsions within bargaining unit that limited shifts from being 12 hours; Ingram said 10s seem to leave overlap in shifts; would be good for training but is more costly; Connors said community's needs and preferences play into the assessment; Larick asked about inputs; Ingram said gave an overview of methodology; spoke with 53 individuals; spoke with each of the command staff in 1-1 interviews; held a number of focus groups with front line officers; also toured the community; also looked at any data there was available; was a significant download for calls for service; Connors added that entire staff was extremely cooperative and respectful; represented the City and the Department very well; Angelou said a lot of analytics were reviewed; asked if there was software that would make that easier; Ingram said CAD software is fundamentally recorded; there is usually a fairly detailed record; made a few technology recommendations; could be some case management that could help; some work may be required on technology. 2018-0108 Division of Police Organizational Assessment Final Report, May 2018, Novak Consulting D. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said next meeting is Thursday; will be a smart region roundtable from 3:30-5pm that day regarding smart city challenge; open to anyone who is interested; preparing to go to Hyperloop. Gahanna-Jefferson Board of Education - Metzbower Metzbower said meeting this Thursday; big issue right now is school levy; encourages everyone to vote. Convention & Visitors Bureau (CVB) - Renner Renner said this is Herb Week in Gahanna; 2nd annual event going on this week; 9 signature restaurants offering culinary delights; for a list, visitgahanna.com; significant amount of press releases; B&J festival is only 39 days away; volunteer kick off party was on 4/26. M. OFFICIAL REPORTS: Mayor Mayor Kneeland said there was a City-wide litter clean up event; collected 100 bags of trash; great event; people want to do more; Mr. Larick's daughter attended; development: 13 active projects; have ability to create over 270 jobs; these projects can lead to more capital investment; help schools and fire; completed 7 projects this year; continuing to fight to keep effort going. COUNCIL COMMENT Metzbower thanked the Police Department and officers for all they do; reminded everyone that tomorrow is election day; visit Board of Elections website for information; Gahanna Area Arts Council will have events in the coming weeks. Angelou said Wednesday was ground breaking for Ward 1 Park; wonderful event; exciting to have the park on its way; getting cooperation and investment for the park; was here for Chinese student visit; wonderful to be a part of that; terrific to see interactions; Brand Gahanna Community forum is this Wednesday at 6PM at Clark Hall; hope we are moving on and making deadlines; Jefferson Township meeting at 7PM Thursday - a talk on what is happening in the community. McGregor said this weekend her son-in-law was in California with military doing presentation on suicide prevention; did Herbs in the Arts this weekend at VFW park; attended some lacrosse games; drove around Hannah Park; shelter was rented; playground was full; 3 lacrosse games; lots of people walking the trail; people will use the parks that are built. Leeseberg said we are fortunate to have worked with parks to have facility at Hannah; we get compliments all the time; thanked gentleman from Novak Consulting; and thanked the PD for being cooperative; nice to hear that kind of thing; vote tomorrow. Mayor Kneeland added that on Thursday evening, the Jefferson Township MORPC 2050 plan will be presented; will be of high interest; want to see reaction from residents in the Township; Angelou added that this primary has been the worst for horrific things people are saying about each other; cannot wait for it to be over; Larick said had 5 large items in the mail the same day. Larick said Smart City electric vehicles were at his job today; Angelou said thinking of bringing that here; Mayor Kneeland said we are scheduling it; doing same event that MORPC had downtown. O.
