A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, May 21, 2018,
in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna,
Ohio. President of Council, Brian D. Larick, called the meeting to order
at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an
Invocation followed by the Pledge of Allegiance. Agenda for this meeting
was published on May 18, 2018.

PERMITTED USES AND 1150.05(B) CONDITIONAL USES, OF THE
CODIFIED ORDINANCES OF THE CITY OF GAHANNA.

Michael Blackford said have amendments to zoning code before you;
staff received development requests; changing allowed uses; result of
interactions staff has had with property owners in the area; also inquiries
for health uses; want to encourage those; will also property reference for
restaurants; updating and doing minor clean-up; also changing pet care
services; allowed by right currently; do not see that as appropriate use in
downtown due to location to residences; would make that a conditional
use.
President opened the public hearing at 7:05 p.m. President read the
public hearing rules. There were no speakers.

Angelou said understands there is a business at Creekside wanting to
put outdoor boarding; Blackford said recent request for a dog related use
but it was a fence; was not for kenneling or outdoor boarding; staff has
received inquiries; not aware of any filing applications for such activity;
depending on what they are doing could trigger some permits but the use
is allowed.
Public hearing was closed at 7:07 p.m.
ORD-0044-2018: 3 required Public Hearing dates: 5/7, 5/21 & 6/4; Postponed
vote to 7/16/2018 for amendment requirements.
ORD-0044-2018 TO AMEND SECTION 161.081 (CREDIT FOR TAX PAID TO ANOTHER
MUNICIPALITY) OF THE CODIFIED ORDINANCES OF THE CITY OF
GAHANNA.
Ewald said 60 day delay is required by Code; this adjustment is
beneficial to those who work in another county; Larick confirmed 60 day
requirement; Angelou said received email from constituent inquiring
about 60 day requirement window; Ewald explained, said mapped out
dates with Council Clerk; Larick requests an email be sent to Council
with that information.
President opened the public hearing at 7:12 p.m. President read the
public hearing rules. There was no speakers. President closed the public
hearing.

Leeseberg said Code Review Committee is meeting tomorrow at 5:30
with two items on the agenda.

Leeseberg said met last Tuesday.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said the Community Leader Spotlight was announced; working

to end poverty; will continue; just turned 100 years old - the United Way of
Central Ohio; Tiger Grants are now called BILLED; no money to do
anything; met after regular meeting; called by Council President from
Columbus; for smart officials roundtable; had wonderful follow-up; staff
gave oversight; SmartColumbus is beneficial to everyone; empowering
people to live their best life; most people there had at one point worked
in the City of Gahanna; pretty awesome to see that; Hyperloop trip was
extremely exciting; everyone working on this is extremely brilliant; lead
engineer developed Tesla battery; have a lot of pictures to share; many
people across the nation there; wonderful conversations; walked inside
the tube; was not able to take pictures; first people to do that; Mayor from
Lima said he thinks this will change the world; thankful to be with MORPC
during this time.
Gahanna-Jefferson Board of Education - Metzbower
Metzbower said School Board meeting this Thursday, he is unable to
attend.
Convention & Visitors Bureau (CVB) - Renner
Renner said CVB team was busy during National Travel and Tourism
Week; May 11 was Herb Day; Creekside Blues & Jazz festival coming
soon; number of VIP packages; number of volunteer opportunities
available; visit creeksidebluesandjazz.com
M. OFFICIAL REPORTS:
Mayor
Kneeland said had opportunity to write proclamation for a lady who
turned 108; lives at nursing home off Stygler Road; amazing woman; has
been all over the world; neat to see; Monday is Memorial Day;
celebrating at Veterans Memorial Park at 1pm on Monday; normal brick
dedication; invites anyone in town.
City Attorney
Ewald said should move ORD-0044-2018 vote to August 6th, since the
hearings were scheduled on regular meeting dates vs. special meeting
dates; would leave as is and postpone to Aug. 6th.

N. COUNCIL COMMENT
Metzbower said this Saturday the Gahanna Area Arts Council will have
their 1st fundraising event; meet at Pigskin Brewery; will tour some of the
various restaurants at Creekside; is $55; can forward that information;
expressed gratitude to many in Gahanna and members of Council who
helped with fundraising program; in 26 days had 53 people raise
$223,283; that is the power of people going all in; was for Gracehaven;
deals with and provides support to victims of sex trafficking; Ohio is one
of the worst states in the nation; horrific crime; thanked everyone for their
support; gracious to live in such a giving community.
McGregor said yesterday Stoneybrook had an outreach day; many
members came to Gahanna Historical Society and painted benches and
pulled weeds out of garden; accomplished quite a bit; did a number of
things in the community.
Angelou congratulated Dottie Franey on her new position; looking
forward to her taking on the new role; and Rob Priestas as well.
Schnetzer echoed Angelou.

Session 5.40(c) to the agenda. The motion carried by the following vote:

Section 5.40(b) of the Council Rules of Procedure to consider the purchase of

the sale or other disposition of unneeded, obsolete, or unfit- for-use property
in accordance with section 505.10 of the Revised Code, if premature
disclosure of information would give an unfair competitive or bargaining
advantage to a person whose personal, private interest is adverse to the
general public interest.
President Larick requested Shane Ewald, Mayor Tom Kneeland, and
Dottie Franey attend the Executive Session for Section 5.40(c), Jeff Barr
for Section 5.40(b), and Abby Cochran for 5.40(a). Executive Session
will be held in the Committee Room.

licensee, or regulated individual, unless the public employee, official,
licensee, or regulated individual requests a public hearing AND to go into
Executive Session under authority of Section 5.40(b) of the Council Rules of
Procedure to consider the purchase of property for public purposes, the sale of
property at competitive bidding, or the sale or other disposition of unneeded,
obsolete, or unfit- for-use property in accordance with section 505.10 of the

5.40(b) of the Council Rules of Procedure to consider the purchase of property
for public purposes, the sale of property at competitive bidding, or the sale or
other disposition of unneeded, obsolete, or unfit- for-use property in
accordance with section 505.10 of the Revised Code, if premature disclosure of
information would give an unfair competitive or bargaining advantage to a
person whose personal, private interest is adverse to the general public
interest.
