CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, June 4, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on June 1, 2018. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS. Jeannie Hoffman, 708 Waybaugh Drive; here to ask about a procedure; when the City approved the sale of the dry cleaners, they required that trucks be parked in the back, they are not; also the Gahanna Grill was approved to "look like it belongs" and there is a missing part of the sidewalk; just hoping someone can address these issues. Linda Robinson, 627 Dunoon; been there for 46 years; concerned about swimming pool; have City employees turning up radio and blasting over speaker system; called several days last week; had 2 good days where it was down or off; Friday the pool was closed and all members had left and whoever closed turned it up loud; the speaker system sound comes directly to her front porch; no matter how loud they turn it, it won't be heard City of Gahanna Page 1 City Council Meeting Minutes June 4, 2018 at the swimming pool because of the water and road; but comes directly to their neighborhood; spoke with a parks employee but was told she needed to call the police; seems to be discretion of the lifeguard; a City employee can turn it down; do not have a written agreement that they cannot blast the music, but would like one; not the only one complaining; would like to continue having people over on her front porch. Jim Johnston, 628 Fleetrun Avenue; here about concerns for rental code; code is unnecessary and burdensome; no need to register because Franklin County does that already at no cost; Gahanna Code Enforcement can and already does enforce code violations; why not register all houses or all businesses or public buildings; register cars, trucks, maybe bicycles; $100 does not seem heavy but at one time, owned 25 rental properties; do we want Gahanna to appear to be a friendly community; City hired a consulting firm to set a brand; this would be counteractive to the warm place to live; thanked City Council for conducting City business well. Brenda Hoffman, 279 Highmeadow Drive; pro rental registration code; had an issue with a rental property in her neighborhood; had to get homeland security involved; had no one to call in the City before; as for registering in Franklin County, they do not have any means to enforce that; there are rental properties in Franklin County not registered; we need better teeth and a code; we do not want properties sitting empty; will help make other landlords accountable; we need a way to get ahold of owners if something happens; this legislation is not new, we just have not adopted it. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Vice President of Council introduced the items under Section D. Ordinances - To Be Introduced and Assigned to Committee: ORD-0048-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ASSUREVAULT FOR RECORDS MANAGEMENT SERVICES. This Ordinance was Introduced. ORD-0049-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH BUILDERSCAPE, INC. FOR THE CONSTRUCTION OF WARD 1 PARK. City of Gahanna Page 2 City Council Meeting Minutes June 4, 2018 This Ordinance was Introduced. ORD-0050-2018 TO AMEND THE SALARIES FOR PERSONNEL OF THE CITY OF GAHANNA. This Ordinance was Introduced. ORD-0051-2018 SUPPLEMENTAL APPROPRIATION - USW Health Plan Expenses This Ordinance was Introduced. E. CONSENT AGENDA: Minutes - To Approve: 2018-0121 Council Minutes for Monday, May 21 and Tuesday, May 29, 2018 and Committee Minutes for Tuesday, May 29, 2018. These Minutes were Approved and Filed on the Consent Agenda. Ordinances on Second Reading: ORD-0032-2018 TO AMEND PART ELEVEN, PLANNING AND ZONING CODE, CHAPTER 1150, OLDE GAHANNA DISTRICT, SECTIONS 1150.05(A) PERMITTED USES AND 1150.05(B) CONDITIONAL USES, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. (reference Planning Commission CC-0001-2018) This Ordinance was Adopted on the Consent Agenda. Resolutions to Adopt on First Reading: RES-0008-2018 TO AUTHORIZE THE CITY TO SUBMIT A FORMAL GRANT APPLICATION FOR THE 2018 MID-OHIO REGIONAL PLANNING COMMISSION (MORPC) SURFACE TRANSPORTATION PROGRAM (STIP) FOR BIG WALNUT TRAIL SECTION 8 AND WEST SIDE INTERSECTION; AND TO AUTHORIZE THE FINANCE DIRECTOR TO ESTABLISH A SPECIAL FUND FOR THE GRANTS, IF AWARDED. This Resolution was Adopted on the Consent Agenda. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor End of the Consent Agenda F. PUBLIC HEARINGS: ORD-0044-2018 TO AMEND SECTION 161.081 (CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY) OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. President Larick read the public hearing rules and opened the public hearing at 7:17 p.m. There was no public comment. G. COMMITTEE UPDATES None. H. CORRESPONDENCE AND ACTIONS: Clerk Holbrook advised Council of the attached letter; said no action is required. 2018-0122 Information Only Notification: $5 Motor Vehicle License Fee for Franklin County Council None. I. SECOND READING OF ORDINANCES: ORD-0047-2018 TO AMEND THE CITY INCOME TAX CODE TO ADOPT SECTIONS 718.80 THROUGH 718.95 OF THE OHIO REVISED CODE BY ENACTING SECTIONS 161.50 THROUGH 161.65 OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, AND TO DECLARE AN EMERGENCY. A motion was made by Angelou, seconded by Renner, to Waive Second Reading. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor A motion was made by Leeseberg, seconded by Metzbower, to introduce and Adopt as Emergency. Convention & Visitors Bureau (CVB) - Renner Renner reminded everyone of the Creekside Blues & Jazz Festival; volunteers are still needed. M. COUNCIL COMMENT Angelou said took Mayor Kneeland's place at the firefighter initiation of 5 new firefighters; read a letter written by Mayor Kneeland; was lovely and well written letter; thanked Mayor for allowing her to read the letter. Larick added that it is a beautiful evening. O. EXECUTIVE SESSION President Larick requested Abby Cochran attend a portion of the Executive Session. Executive Session will be held in the Council Conference Room. Council rose to Executive Session at 7:23 p.m. Council rose to report from Executive Session at 7:51 p.m. with no action taken. A motion was made by Leeseberg, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing.
