CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, June 18, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on June 15, 2018. Present 6 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, and Brian Metzbower Absent 1 - Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS. Matt Roberson- 362 James Rd.; owner of Blank Slate Coffee; here to speak on behalf of his business and employees; wants Council to consider that whatever is decided with mobile food vendor code, wants to ensure that he has proper time to inform employees and be in compliance. Larick said this is only on the 1st reading tonight so it won't be voted on. Rick Duff- 312 Dunbarton Rd.; here to comment on a couple of items tonight; wants to congratulate Dottie Franey on her promotion to City Administrator; also here to discuss ORD-48-2018; as Records Chair, wanted to state position on the Ordinance; Gonchar should be commended on this move; saves the city money and moves our business City of Gahanna Page 1 City Council Meeting Minutes June 18, 2018 locally; regarding ORD-53-18, there are multiple reasons for this; thinks overall is a good idea; we currently have a problem with rental properties in this City; rentals are getting scarce in central Ohio; wants to ensure there are local landlords and minimize out of state landlords; by accident became a landlord and rented out a property to great tenants; they are an asset to the community; does everything possible to ensure they have a good place to live; one thing that comes to mind is that landlords must ensure that renter info is turned into RITA; one idea is to maybe allow local landlords a discount for renting out; in support of the code. Angelou asked to hear more about the RITA information; Duff said all rental property owners must send list every quarter to RITA to notify of tenants for tax purposes, is current tax code, said also Franklin County requires registration. Angelou thanked Duff for bringing that to Council’s attention. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Vice President of Council, Leeseberg, introduced the items under Section D. Ordinances - To Be Introduced and Assigned to Committee: ORD-0053-2018 TO ENACT CODE CHAPTER 780, RENTAL PROPERTY REGISTRATION AND MAINTENANCE, OF PART SEVEN, BUSINESS REGULATION CODE, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was introduced. ORD-0054-2018 TO ENACT CODE CHAPTER 732, MOBILE FOOD VENDING (MFV), AND TO REPEAL CODE CHAPTER 733, STREET FOOD VENDORS, OF PART SEVEN, BUSINESS REGULATION CODE, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was introduced. E. CONSENT AGENDA: Minutes - To Approve: 2018-0130 Council Minutes 6/4/2018 and Committee Minutes 6/11/2018 These Minutes were Approved and Filed on the Consent Agenda. This Ordinance was Adopted on the Consent Agenda. ORD-0049-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH BUILDERSCAPE, INC. FOR THE CONSTRUCTION OF WARD 1 PARK. This Ordinance was Adopted on the Consent Agenda. ORD-0051-2018 SUPPLEMENTAL APPROPRIATION - USW Health Plan Expenses This Ordinance was Adopted on the Consent Agenda. Approval of the Consent Agenda A motion was made by Renner, seconded by Schnetzer, to approve the Consent Agenda. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Larick and Metzbower Absent: 1- McGregor End of the Consent Agenda F. PUBLIC HEARINGS: None. G. COMMITTEE UPDATES None. H. CORRESPONDENCE AND ACTIONS: Clerk None. Council None. City of Gahanna Page 3 City Council Meeting Minutes June 18, 2018 I. SECOND READING OF ORDINANCES: ORD-0050-2018 TO AMEND THE SALARIES FOR PERSONNEL OF THE CITY OF GAHANNA. A motion was made by Schnetzer, seconded by Renner, that the Ordinance was Adopted. The motion carriedby the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Larick and Metzbower Absent: 1- McGregor J. FIRST READING OF ORDINANCES: Ordinance - to waive second reading and adopt as emergency. ORD-0056-2018 TO AMEND THE ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 2015 (THE COLUMBUS ACADEMY PROJECT) OF THE CITY OF GAHANNA; AUTHORIZING THE EXECUTION AND DELIVERY OF A FIRST AMENDMENT TO LOAN AGREEMENT AND RELATED INSTRUMENTS; AND TO DECLARE AN EMERGENCY. Ewald said worked with Development after receiving additional documentation from CA; made changes after working with attorney from CA. A motion was made by Schnetzer, seconded by Renner, that the Ordinance was Adopted as an Emergency. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Larick and Metzbower Absent: 1- McGregor K. RESOLUTIONS/MOTION RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg said the monthly meeting will be held tomorrow at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said commission welcomed City of Lancaster to MORPC City of Gahanna Page 4 City Council Meeting Minutes June 18, 2018 community; previously Lancaster did not wish to be a part of MORPC; An Executive Committee was planned to be held here in Gahanna, but has changed to Lancaster for the occasion and they will come to Gahanna another time; Mayor of Lancaster was present at the meeting and they are excited about becoming members; downtown C-Pass has begun; downtown workers have free access to bussing transportation; first time this has been done in the US; assists thousands of commuters; good start to the summer here in Central Ohio; if community needs help in getting the word out, we can ask MORPC and they will come out and explain to the public; this encourages bus trips over individual commuters; for budgeting purposes Intern info due by June 29th; launch of Central Ohio Blueways page; allows for easy access to waterways; region updates on task force working on next 2 year policy agenda; any ideas for MORPC please call Terri Flora, who is a Gahanna resident; resolution passed for transportation improvement program; rapid speed transportation initiative which includes Hyperloop, is making great progress; for upcoming events we have a How to Fund Your Projects registration coming up for that; OARC forum will host Governor candidates for discussion on regional planning on July 10; registration available for that too; social media best practices will be on Wednesday 7/18, Niel Jurist will be present for that; lastly, wanted to thank Murdock for sending the notes. Gahanna-Jefferson Board of Education - Metzbower No report. Convention & Visitors Bureau (CVB) - Renner Renner said expects and hopes that Laurie Jadwin is resting after a fantastic weekend at the 20th Blues & Jazz festival; Laurie wants to express her gratitude to the Police Department and Parks & Recreation team and volunteers for assisting during the storm and ensuring that everyone got to safety. M. OFFICIAL REPORTS: Mayor Mayor said he was out of town last week and made it back on Saturday; saw the storm coming; went to the Blues & Jazz Festival on Sunday; what a great event; something to be proud of; asked Angelou for press packet on C-Pass. Angelou said she will get info out to him. Mayor asked if the City of Gahanna Page 5 City Council Meeting Minutes June 18, 2018 pass is for round trips; Angelou confirmed and said they also have Uber cars if you miss your spot; said predicts it will be nationwide soon. City Attorney No report. O. EXECUTIVE SESSION President Larick requested Abby Cochran attend a portion of the Executive Session. Executive session held in the Council Conference Room. Council rose to Executive session at 7:36 p.m. Council rose to report from Executive session at 8:08 p.m. with no action taken. A motion was made by Leeseberg, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing.
