Gahanna City Council met in Regular Session on Monday, July 16, 2018,
in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna,
Ohio. Acting President of Council, Jamie Leeseberg, called the meeting
to order at 7:00 p.m. Karen Angelou delivered an Invocation followed by
the Pledge of Allegiance. Agenda for this meeting was published on July

Leeseberg stated that the applicant sent correspondence indicating that
they would not be present tonight but would address any concerns at the
next Committee of the Whole meeting.

Director of Development, Anthony Jones, provided a summary of the
rezoning application; said the rezoning to Neighborhood Commercial
was previously approved by Planning Commission in December, 2017;
the request was withdrawn at Council's request due to concern that some
uses were not appropriate for the area; rezoning from SF-3 to NC with an
overlay text to limit allowable uses; prohibited uses included liquor stores,
coin operated laundries & dry cleaning, nursing & personal care facilities;
automotive services, gas stations, drive-in facilities, health & allied
services, not elsewhere classified. Jones provided details of fiscal
impact; stated that TIF will capture increased value in property post
construction; Economic Development Strategy estimates approximately
$500,000 in construction costs; approximately $7,000 in annual TIF
revenue. Jones provided project timeline; was discussed at the May 3rd
and July 6th Area Commission Meetings; went to Planning Commission
on June 13th, where it was recommended for approval. Jones reviewed
land use criteria for rezoning.
Leeseberg read the rules of the public hearing and opened the hearing at
7:11 p.m. There were no proponents or opponents. Leeseberg closed
the public hearing at 7:11 p.m.

L. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Leeseberg
Leeseberg said that the next meeting will be held tomorrow at 7:30 am
here at City Hall, in the Committee Room.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said that MORPC met last Thursday; was a busy week for
MORPC; on Monday MORPC hosted a reception for the Governor
candidates, the following day was the Governor Forum; it was well
received; stated that was why she was not in attendance at the last
Committee of the Whole meeting; major issue was infrastructure; both
candidates answered questions concerning that and provided ideas of
their platform; DeWine was 1st and Cordray was 2nd; had keynote
speaker in between from Norfolk Southern; said she had a wonderful
time; there was a leadership spotlight, Experience Columbus; majority of
Council Members are Certified Tourism Ambassadors; Mayor is as well;
stated that it was amazing what tourism can do; $6.4 billion brought into
the state every year; $47 million in bed tax; 41 million visitors; 4,000
CTAs; cannot forget about our own Visit Gahanna, which brings in
millions of dollars in tourism; said she wanted to thank Gahanna CVB
and all they do; have been a part of the annual salary and fringe benefits
survey; spoke with HR and would be sure to include Gahanna as part of
that; if anyone has nominations for Green Region Awards, send those in;
asked Mayor Kneeland, Chair if the Regional Data Advisory Committee,
to speak about some goals he has. Mayor said action items come with
that, and will touch on that when it's his turn to speak. Angelou said big
data is everything now; Regional Round Table was updated; Terri Flora
was not present due to surgery; she's also a Gahanna resident;
Sustainable Advisory Council was provided a presentation on results of
first Franklin County Energy Study; hoping to have someone from
MORPC to tell us more about energy study; Gahanna was part of
benchmarking for this; 100 % of electricity, heating and transportation
energy usage in the County comes from outside the County; 70% of
energy brought into county is wasted due to inefficiencies; the most
needy of areas pay the most for energy; would like to have a
representative speak at a Committee Meeting; also spoke about
conference on freight in Cincinnati this year; every 3 years comes to
Columbus; insight 2050 hosting another workshop in September and will

go through October, to include rural counties and rural county seats;
Columbus Metropolitan Club will be hosting a panel on Hyperloop next
Wednesday; 26 interns in program this year; happy to say Gahanna
hosts 6; August 14th at 3:30 will host intern presentation and a baseball
game will follow at Huntington Park to see the Clippers; Rory McGuiness
will be throwing the first pitch; also discussed HB 95, distracted driving
penalties; large transportation bills from federal government are
changing; need ability to have matching funds; a lot of money being put
into it; passed 2018 build applications; adopted Greenways map; would
like someone to come out to discuss trails and alternatives; copies of
these items are in the Council office.
Gahanna-Jefferson Board of Education - Metzbower
Metzbower said he was unable to attend the last meeting; stated that
Jessica Slocum is the new principle of the high school.
Convention & Visitors Bureau (CVB) - Renner
Renner stated that the Herbal Cocktail Trail is promoted in the
Summer 2018 issue of Food Traveler Magazine, in conjunction
with an article entitled “Wine Beer and Spirits,” featuring the top
tours of the summer; The Herbal Cocktail Trail also was recently
selected as one of 30 “trails” featured by Tourism Ohio in their
new marketing campaign that promotes “Ohio Adventure Trails”
across the state; the Trail is highlighted on the state’s website,
trails.ohio.org, which includes a link to visitgahanna.com and a link
to the Herbal Cocktail Trail participants - thus sharing information
on the individual Gahanna businesses that are participating in this
year’s Trail to the 400,000+ viewers to the state’s website; the
Visit Gahanna team is currently working with 20 brides who have
weddings booked in Gahanna from now until the end of 2018 (as
well as 2 more already booked for 2019); Visit Gahanna will host
its 2nd CTA class of the year on Friday, July 27, from 12-4pm at
Wyandotte Winery.
M. OFFICIAL REPORTS:
Mayor
Gubernatorial candidate meeting hosted by MORPC was interesting;
both stated that cities need revenue for capital and infrastructure; hoping
both have a good plan in the fall because it will be a hot topic; asked to

participate at MORPC leadership strategy group meetings; will discuss
how MORPC can advertise to legislature; Grove City presence,
Delaware was there; 30 people in attendance at meeting from different
areas around region; regarding the Data Committee Angelou was
referring to earlier, want a good solid message to take to legislature and
new governor this fall; came up with 5 goals for the committee; will
collaborate with private and public sectors for data research; an example
of data is the report produced by the Chief on opiate use and drug use
here in the City in collaboration with Mifflin Fire; report being provided to
county; county wants other cities in the region to develop similar reports.

N. COUNCIL COMMENT
Metzbower said congratulations to track team, amazing; also
congratulations to the high school thespian organization for going to
Fringe Festival in Scotland for the 3rd time; said he was part of first
group to ever attend this; exciting experience; a big deal to be selected
for this; helps put Gahanna on the map.
Angelou said wanted to apologize for having to read prayer so strangely;
said she forgot it at home and had to read from a photo her husband
sent; wanted to let everyone know that she felt it from the heart as she
wrote it, and hopes everyone understood where she was coming from.
Leeseberg said less than 8 hours ago, he passed back through the
Canadian border; said he went up to compete with his son, who is in
attendance, to complete internationally for the central Ohio hockey team
here in Easton; the team won silver medal after beating Chinese team;
was a great experience; had the opportunity to visit Niagara Falls during
the trip; would like to recognize his son.
