A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, August 6,
2018, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. Acting President of Council, Jamie Leeseberg, called
the meeting to order at 7:00 p.m. Karen Angelou delivered an Invocation
followed by the Pledge of Allegiance. Agenda for this meeting was
published on August 3, 2018.

B. ADDITIONS OR CORRECTIONS TO THE AGENDA.
McGregor said that she would like to make a Motion to remove
MR-28-18 from the Consent Agenda.
A motion was made by McGregor, seconded by Angelou, to remove MR-28-18
from the Consent Agenda. Motion Carried by the following vote:

C. HEARING OF VISITORS.
Jeff Leisey, 377 Forestwood Dr.; Forestwood drive is a cut through
between Stygler and Stelzer roads; the posted speed limits is 25 mph;
stopped at 50 mph and there was another who was going faster than
that; spoke with neighbors and was informed that this has been a
problem; spoke with Police Department and is ok with having an officer

do speed checks at the end of driveway; maybe we need speed bumps;
not uncommon to see cars drive over 60 mph; tired of it; someone is
going to get hurt; don’t know what options are.
Angelou asked if we could get a portable speed tracker there;
sometimes that helps even if for just awhile; speed bumps sometimes
cause more damage than help.

ORDINANCE TO AMEND ORDINANCE 75-76, PASSED AUGUST,

Ewald said this language brought forward by Council made a request to
put together language for 100% credit instead of reduced credit that we
have currently; this automatically goes into effect should the income tax

increase pass on the ballot; would go into effect Jan. 1, 2019; legislation
requires minimum of 3 public hearings; this is the 1st.
Leeseberg stated the rules of the public hearings and opened to the
public.
Rick Duff, 312 Dunbarton Rd.; here to discuss Ord-65-18; opponent; not
necessarily opponent of tax increase but opponent of the 100% credit;
believes current rate is fair; believes we should be giving all our money to
our local government, but that is a state issue that needs to be fixed;
reading through language, has some concerns; would suggest that it be
looked at by a few other legal experts; doesn’t seem bulletproof in my
opinion.
Leeseberg closed the Public Hearing after determining that there were
no other opponents, proponents, or rebuttals.
Ewald said this was vetted by a tax law firm; agrees with Duff that this is
something a tax professional needs to review; thanked Duff for his
comments.

Community Improvement Corporation (CIC) - Leeseberg
No report.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said August tends to be slower for MORPC, less meetings; will
be attending intern final presentation on 8/14; had 6 interns for the City;
most of any community; same night will be MORPC night at Clippers;
chair of MORPC will throw out first pitch; doesn’t think he can throw a
strike like she did last year; attending COTA luncheon on 8/16 at
Convention Center.
Gahanna-Jefferson Board of Education - Metzbower
Metzbower said they are meeting this Thursday.
Convention & Visitors Bureau (CVB) - Renner
Renner said will be sure to include highlights; will send to Clerk; Visit
Gahanna staff met with Superintendent of schools to identify
opportunities to meet with groups to drive traffic to businesses here;
showcasing Herbal Trail and other tourism opportunities.

Mayor said completed10 projects this year with potential to retain $34 mil
in Capital Improvement; projects in pipeline have potential to create or
retain 390 jobs;

N. COUNCIL COMMENT
Angelou said Corvette Club had another beautiful event this past
weekend, with some proceeds coming back to City; tomorrow is National
Night Out event at Creekside; wishes everyone a wonderful rest of the
week; today is 52nd wedding anniversary; 25th was also spent here; new
city hall was not completed back then; would like to celebrate another 50.
Renner said congratulations to Angelou; wants to thank Mayor and staff;
a few Fridays ago had ride and share event where we had 10 different
makes and models of vehicles to test drive; no details yet but attended
and it was well received; was a moderator at AEP event.
Angelou said Renner did fabulous job at the forum; was a lot to be
discussed including infrastructure tax; most comes from gas.
McGregor said congrats to Karen and Dick.
O. EXECUTIVE SESSION - to go into Executive Session under authority of
Section 5.40(c) of the Council Rules of Procedure to confer with the City
Attorney for the public body concerning disputes involving the public body
that are the subject of pending or imminent court action.
