Gahanna City Council met in Special Session on Monday, August 13, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 6:00 p.m. Agenda for this meeting was published on August 10, 2018. Present 6 - Brian D. Larick, Stephen A. Renner, Michael Schnetzer, Nancy R. McGregor, Brian Metzbower, and Karen J. Angelou Absent 1 - Jamie Leeseberg B. PUBLIC HEARING - ORD-0065-2018 TO AMEND SECTION 161.081, CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY, OF CHAPTER 161, INCOME TAX, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, RELATED TO THE SUBMISSION TO THE ELECTORS OF THE CITY OF GAHANNA AT THE GENERAL ELECTION TO BE HELD NOVEMBER 6, 2018, AN ORDINANCE TO AMEND ORDINANCE 75-76, PASSED AUGUST, 1976, SO AS TO INCREASE THE GAHANNA INCOME TAX FROM A RATE OF ONE AND ONE-HALF (1.5%) PERCENT TO A RATE OF TWO AND ONE-HALF (2.5%) PERCENT. Larick requested any comments from the Administration; he read the rules of the Public Hearing; stated that the Public Hearing is open and no one is in attendance in favor or against the Ordinance; will keep Public Hearing open for another five minutes; he noted the time is 6:04 p.m. Public Hearing will close at 6:10 p.m. if nobody attends. Angelou wants people to understand that when the City is giving a full credit and City of Gahanna Page 1 City Council - Special Meeting Minutes August 13, 2018 people are actually working in a 2% place then they will be paying .50% to the City of Gahanna; wants to make it clear to people that when the City is giving the full credit they won't pay less income tax; they work in another city paying 2.5% and if it passes they will be paying .50% or some amount of taxes to the City of Gahanna; she wants to make sure everyone is aware of this information; Schnetzer stated that based on cities that are at 2 vs 2.5%, if you tally all those populations it is more than 80.5% of the population is living in the jurisdiction that is 2.5%, while it looks on paper to be a balance, it isn’t, the majority of the population is paying 2.5%; Metzbower shared that the City of Columbus, the 15th largest City in the nation and largest employer in our area is also 2.5% income tax. Larick stated it is 6:10 p.m., time was extended giving people the opportunity to arrive late to the Special Meeting of Council, no one has appeared; no one speaking as a proponent or opponent of the legislation; at this time the Public Hearing is closed; that being the only item on the Agenda for the Special Meeting of Council will adjourn the meeting.
