CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 15, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Approval of the Consent Agenda A motion was made by Schnetzer, seconded by Renner, to approve the Consent Agenda. SECOND READING OF ORDINANCES: To Amend by Substitution and Adopt ORD-0077-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO LEASE AGREEMENT FOR PERSONAL WIRELESS COMMUNICATION FACILITY LOCATED AT ACADEMY PARK. A motion was made by Leeseberg, seconded by Renner, that the Ordinance was Amended by Substitution and Adopted. REPRESENTATIVES: City of Gahanna Page 3 City Council Meeting Minutes October 15, 2018 Community Improvement Corporation (CIC) - Leeseberg Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou provided an update on the MORPC meetings and provided handouts to the Clerk to file in the Council Office. Gahanna-Jefferson Board of Education - Metzbower Convention & Visitors Bureau (CVB) - Renner M. OFFICIAL REPORTS: Mayor Not present. City Attorney No report. N. COUNCIL COMMENT Angelou said she went to see the mural sponsored by ADAMH; thanked Lew Griffin for use of his gallery; Kevin did a wonderful job in the Gahanna Area Arts Council; it's amazing; happy it's finished. McGregor said Pies in the Parks were great for the historical society; all houses open; had almost 50 visitors; pizza was good; it was a very nice event for a first year event. Metzbower said good job on the mural. Schnetzer thanked Ms. Yoder for kind comments and supporting the levy; roads are well past their prime; one thing that gets overlooked; under investment on infrastructure, traffic congestion, critical to economic development. Leeseberg said good job on Pies in the Parks; Gary Lawrence got a star award. Larick thanked Ms. Yoder for her support; great update from Jefferson Township. Ms. Yoder said it costs $1million to build a 1 mile road; tell your people. City of Gahanna Page 4 City Council Meeting Minutes October 15, 2018 O. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. A motion was made by Leeseberg, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. Council rose to report to Executive Session at 7:25 p.m. Council President invited HR Director, Chief of Police, and Director of Public Safety to attend. Council rose to report from Executive Session at 7:43 p.m. with not action taken.
