A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, October 1,
2018, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Brian D. Larick, called the
meeting to order at 7:00 p.m. Vice President of Council, Jamie
Leeseberg, delivered an Invocation followed by the Pledge of Allegiance.
Agenda for this meeting was published on September 28, 2018.
Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael
Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor
B. ADDITIONS OR CORRECTIONS TO THE AGENDA.
McGregor requested that ORD-0079-2018 be removed from the
Consent Agenda and item I under Second Reading on the Regular
Agenda.

$7,500 FROM 101.131.5295 - COUNTY AUDITOR AND TREASURER
FEES TO 101.991.5933 - TRANSFERS TO THE GENERAL BOND
RETIREMENT FUND.
This Motion Resolution was Approved on the Consent Agenda.

I. SECOND READING OF ORDINANCES:
ORD-0079-2018 TO AMEND SECTIONS IN CHAPTER 139, POLICE DEPARTMENT,
OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA.
McGregor said this was discussed in the last committee meeting; this
code change would restrict the age to 35 to be a first time police officer;
thinks this takes options away from management; one reason that was
given for the change if they start at 35 they would be over 65 after full
retirement; there are so many scenarios in the middle; could have retired
military officer; most of them probably aren't looking for a 30 year career
in law enforcement; we could be missing out on some very talented and
well-trained men and women; another reason given for the change is that
the pension system likes to rely on their full retirement; this change will not
guarantee younger officers hired will obtain their full retirement either; this
should be a concern for the individual, not management; former Chief
Dennis Murphy was over 35 for 20 plus years; Larry Rinehart is another
example of an older officer with military experience; he's now the Chief of
Bexley; Marvin Hixon was one of our excellent school resource officers;
he was 40 when he was hired in Gahanna; Chief Rinehart told her that 2
years ago he hired a retired Columbus Police Officer; she realizes that
this is not the first time that he had been an officer, but he was hired at
age 56 and has been a valuable officer for over 2 years; he's not looking
for a 30 year career and his knowledge and experience in smaller
community like Bexley has been a valuable addition to that community;
Ken Bell was a Highway Patrolman when we hired him as a part time
officer for Gahanna; he's completed 25 years and was later hired as
Deputy Chief for the department; she thinks it's a mistake to set the age
at 35 to become a police officer; takes away the option of hiring a highly
trained individual; she doesn't see a compelling reason to limit the age;
apparently we do not have an age limit set we go by Ohio Revised Code,
which this change would mirror; we have obviously not followed that age
limit in the past; she would be in favor of setting it at a higher age.
After a brief discussion, Council decided to postpone for more
discussion at the next Committee of the Whole.
A motion was made by Schnetzer, seconded by McGregor, that the Ordinance
was Postponed to Date Certain: October 15, 2018. The motion carried by the
following vote:

Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou reminded everyone the MORPC Summit on Sustainability is
October 25; please let the Clerk know if you'd like to attend; the
Executive Committee meets this Thursday and next Commission
meeting is a week from this Thursday.

Convention & Visitors Bureau (CVB) - Renner
Renner stated last week the staff at Visit Gahanna attended the Ohio
Annual Conference and they were recipient of 5 awards for marketing
issued by Ohio Travel Association; recognizing their work for promoting
Gahanna as a vibrant visit destination in 2018; don't forget this Sunday
Gahanna will host a brand new event called Pies in the Park; will be held
at Friendship Park 1 to 5; new event will feature pizza pies from area
restaurants; beverages, live music and family activities and whiskey
sampling; please join in the fun.

N. COUNCIL COMMENT
Angelou said Summit is October 25, 8 to 4:30 p.m.; she'd like to see all
the former employees get together and take a picture; congratulations to
the Historical Society for a successful flea market; back where it belongs
on Mill Street; Nancy and Jim McGregor have been so instrumental in the
success of this even; thanked them for all their work.
McGregor said had great day at the flea market; she thanked the City for
all their help with the event; they did a lot of work getting this event back
to Mill Street; from police, closing roads, watered the mums at 6:30 in the
morning to make sure everything looks good; Historical Society will have
houses open for Pies in the Park on Sunday during that time; anyone
wants to see houses or updates at the Lily Stone please feel free.
Leeseberg stated the Visit Gahanna also won several awards at their
2018 Ohio Travel Conference; congratulations to their great staff; all the
work that goes into putting Gahanna on the map and making it a better
place is very much appreciated.
O. EXECUTIVE SESSION - to go into Executive Session under authority of
Section 5.40(b) of the Council Rules of Procedure to consider the purchase of
property for public purposes, the sale of property at competitive bidding, or
the sale or other disposition of unneeded, obsolete, or unfit- for-use property
in accordance with section 505.10 of the Revised Code, if premature
disclosure of information would give an unfair competitive or bargaining
advantage to a person whose personal, private interest is adverse to the
general public interest.
A motion was made by Metzbower, seconded by Schnetzer, to go into
Executive Session under authority of Section 5.40(b) of the Council Rules of
Procedure to consider the purchase of property for public purposes, the sale of
property at competitive bidding, or the sale or other disposition of unneeded,
obsolete, or unfit- for-use property in accordance with section 505.10 of the
Revised Code, if premature disclosure of information would give an unfair
competitive or bargaining advantage to a person whose personal, private
interest is adverse to the general public interest.
President Larick requested Anthony Jones and Mayor Kneeland attend the
Executive Session in the Council Conference Room.
Council rose to Executive Session at 7:14 p.m.
