President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. There will be three Public Hearings for the public to give input: November 19, December 3 and December 17. Convention & Visitors Bureau (CVB) - Renner City of Gahanna Page 4 City Council Meeting Minutes November 5, 2018 Renner outlined the following updates: CVB Initiatives Finalized contract with publisher for development of 2018-2019 Visitor Guide Secured advertising space for Gahanna in 2019 Ohio Travel Guide and several other travel publications Held strategic planning meeting to outline marketing goals and efforts in 2019 Began photo shoots for 2019 ad campaigns Hosted travel group of 54 from Wisconsin, driving business to the Ohio Herb Education Center and Mrs. Turbo’s Cookies. Group booking resulted from CVB’s marketing efforts aimed at group experiences Provided 20 visitor bags to wedding group Met with local businesses to identify new opportunities for collaboration and connection between partners Weekly initiatives: Developed and published weekly e-newsletter, sharing information about upcoming promotions and events with more than 200 area businesses (This week’s edition of Visit Gahanna’s “Weekly Happenings” is attached.) Developed and produced pre-scheduled postings on Visit Gahanna’s multiple social media platforms to market local businesses, events, attractions and promotions Conducted website updates as information is received from partners Event Initiatives Continued planning for the 2018 Holiday Lights Celebration events, including creation of press/media materials, sponsorship development, confirmation of logistical arrangements with city partners, and communications with vendors and local businesses and organizations for participation Created new promotional materials for Visit Gahanna’s annual Holiday Character Breakfast, scheduled for Saturday, Dec. 8 at New Life Church (new location) and The Santa Race Registration for The Santa Race, scheduled for Saturday, Dec. 1, is now over 400 runners, tracking % ahead of last year’s registrations at this time Held planning meetings for the 2019 Creekside Blues & Jazz Festival Continued sponsorship development efforts for 2018 Holiday Lights Celebration and 2019 Creekside Blues & Jazz Festival City of Gahanna Page 5 City Council Meeting Minutes November 5, 2018 Community Support Participated as a vendor in Creepside Festival, using participation as an opportunity to share information about Holiday Lights Celebration and upcoming events; was 3rd of 5 weekends worked by CVB Staff Participated in meetings with local business owners regarding development opportunities in downtown/Creekside District Conveyed one new lead for economic development opportunity in downtown area Continued work on establishing first Designated Outdoor Refreshment Area N. OFFICIAL REPORTS: Mayor No report. City Attorney No report. O. COUNCIL COMMENT Angelou thanked everybody for putting together educational materials for ballot issue #29; she said it's been a very tiring time; the citizens that were working in The PAC (Citizens for a Stronger Gahanna) went above and beyond; she can't thank them enough for trying to get out the message; thanked everyone on Council for their help to get the true facts out; Mayor Kneeland, City Attorney Ewald put in numerous hours making things easier for the pact; double gold star goes to "sign man Schnetzer" who tried to get the message out about what the levy is all about and that the City needs this to pass; she is so proud to work with Council to have the passion to see what has to be done; she said no matter what it happens tomorrow; if we are not successful tomorrow; we will have to work very hard to figure out our next move; she expressed her disdain for the vitriol and horrible comments that were said about the Mayor, nasty City of Gahanna Page 6 City Council Meeting Minutes November 5, 2018 comments about the City and messages that were put out there that have no truth to sway the voters against the levy; she has thick skin, but times have really been a challenge lately seeing this type of behavior; will continue to be positive and do what is best for the City despite the negativity; she apologized to the Mayor for the hurtful things that have been said and what he's had to deal with. McGregor said don't forget to vote. Metzbower concurred with Angelou; very well said; remember to vote; keep good spirits; so many great things about Gahanna that outweigh the negativity. Renner said he can't top anything that Angelou stated; thanked her for the positive energy; so much of the vitriol is very upsetting on every level; the negativity started some time ago in the Country and has just gotten worse; hoping that now people are going to stand up; we can definitely agree to disagree; proud to serve with the members on Council; so proud of the City Attorney, Mayor, Administration and everyone in the community who showed such passion for issue #29; hopes people will stand up and say no more bullying, whether at the federal, state or local level; it needs to be stopped. Schnetzer agrees with his colleagues; not much else to add; thanked Karen for her kind words; he also apologized to the Mayor for the horrible comments that were made; Renner took words right out of his mouth; very honored to work with everyone even when have honest disagreements; he trusts and respects everyone on Council; plans to continue honest and open disagreements and get done what needs to get done. Leeseberg said remember to vote; he thanked everybody for working so hard to get the word out; thank you to the general public who came to the meetings asked questions and dug deeper to find out the truth; the facts that everyone worked hard to educate people; all the negative things he is hearing and seeing from people have never been to a Council Meeting; thanked the people who show up and ask questions, get answers and then go help them to do Council's job; for someone to say that Council doesn't know what they are doing and we don't care about the City is very offensive; he grew up with a father who was on the school board for 33 years and gone every Wednesday of his life; he has two children at home and he's gone every Monday of their life; for people to say he doesn't have the best interest of the City and that Council doesn't work hard is downright offensive; thank you again to everyone who has worked so hard to get the message out there; thank you to The PAC; City of Gahanna Page 7 City Council Meeting Minutes November 5, 2018 Shane Ewald, Mayor Kneeland and everyone who jumped in there to help; we need this levy to pass more than anything; hoping for good results tomorrow. Larick believes there is a very large population of people who understands and believes the levy is what is needed for the City; there is clear recognition if anyone looks at the data that there is a need here; to continue to be the community that we want to be, it needs to happen; there were members of the community, in addition to the City, who worked exceptionally hard to get the word out there; thanked everyone for their time and effort. P. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing. A motion was made by Leeseberg, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing. The motion carried. President Larick requested Dottie Franey and Mayor Kneeland attend the Executive Session. Executive Session will be held in the Council Conference Room.
