CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, February 4, 2019, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m. Vice President of Council, Stephen Renner, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on February 1, 2019. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. Metzbower stated that they received an email from Anthony Jones, requesting to postpone the scheduled Second Reading of Ordinances 0106-2018 & 0107-2018, until the Regular Council Meeting on February 18, 2019. C. HEARING OF VISITORS. Rick Duff, 312 Dunbarton Rd.; first item is for second reading of ORD-0003-2019; the zoning was recently changed and the request is to just change it back to what it originally was; RES-0001-2019, with lowering tax credit, this is the right way to go; strongly support putting on May ballot; gives residents a choice; realizing that if it doesn't pass then we can look to lower the credit. Brenda Hoffman, 279 Highmeadow Dr.; concerned about the fact that some building permits were not acquired; permit fee double for those people; and when I looked on the auditor site, the permits were not there; after meeting with Rob Priestas, the Mayor, Shane Ewald, was told to track down the permits from the auditor; after one year of chasing those; Rob finally called the auditor; Mayor told me that it is not our job to ensure that the auditor does their job; that made me angry; we should all check our work; I was just informed this week that just the 2018 permits were City of Gahanna Page 1 City Council Meeting Minutes February 4, 2019 received by the county; estimated total is $6 million+; keep in mind there were 2017 permits missing as well; the permits from July were for commercial only; only residential was from the Paddington Court unit that burned to the ground; residents can have a positive impact; don’t know why I was ignored; wanted to know what projects are anticipated for 2019 and was told nothing; this is the trust issue residents have; would like to see something more user friendly; also have been reviewing the branding and the Mayor sent a note HR director regarding which candidate he wanted for a position; that is not neutral or detached; that is preferential; should have encouraged the applicant to apply and left the HR Director out of it; thank you for your time. Schnetzer said he was not in support of this years ago; understands there are many virtues to the project; this came up in the Area Commission meetings; received concerns; brought this up in at least 2 Committee meetings and have not received an alternative proposals; without a more detailed explanation for the business case of why the height can’t be reduced, cannot be in support. A motion was made by Leeseberg, seconded by Angelou, that the Ordinance be Adopted. The motion carried by the following vote: City of Gahanna Page 5 City Council Meeting Minutes February 4, 2019 Yes: 6- Angelou, Leeseberg, Renner, Larick, Metzbower and McGregor No: 1- Schnetzer ORD-0009-2019 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE GAHANNA CONVENTION AND VISITORS BUREAU (CVB) FOR THE OHIO HERB EDUCATION CENTER (OHEC) Larick asked Ewald if he had a chance to review this, and has it all been covered between CVB and City. Ewald confirmed; stated the process began several months ago. A motion was made by Leeseberg, seconded by Renner, that the Ordinance be Adopted. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor ORD-0015-2019 TO AUTHORIZE THE MAYOR TO SIGN AND ADOPT THE PAY PLAN ADMINISTRATION POLICY, RETROACTIVE TO JANUARY 1, 2019; AND TO DECLARE AN EMERGENCY. Larick stated that there was some discussion in regards to this item as to oversight or approval of this item by Council; does not see that in the Red Line. Ewald said after review, the adjustment that was requested interferes with the Administration’s right to appoint; Council has authority to vote but the appointment is not subject to review due to plenary authority of the Mayor to appoint. Larick said the adjustment of pay outside of normal cycle does not interfere with authority. Ewald prefers to bring back for discussion. FIRST READING OF ORDINANCES: RES-0001-2019 TO PROVIDE FOR THE SUBMISSION TO THE ELECTORS OF THE CITY OF GAHANNA AT THE PRIMARY ELECTION TO BE HELD MAY 7, 2019, AN ORDINANCE TO AMEND ORDINANCE 75-76, PASSED AUGUST, 1976, SO AS TO INCREASE THE GAHANNA INCOME TAX FROM A RATE OF ONE AND ONE-HALF (1.5%) PERCENT TO A RATE OF TWO AND ONE-HALF (2.5%) PERCENT AND TO INCREASE THE CREDIT FOR TAXES PAID TO ANOTHER MUNICIPALITY FROM EIGHTY-THREE AND ONE-THIRD PERCENT (83.33%) TO ONE HUNDRED PERCENT (100%). City of Gahanna Page 6 City Council Meeting Minutes February 4, 2019 Larick appreciates everyone’s time this evening; hopes all will support Council with this resolution; opportunity to put this on the ballot and understanding there’s a chance this could pass if it were presented in time for a ballot issue; have met with folks in the public realm; written a resolution and Ordinance that I hope will be passed and met positively by the community; on a basic level this is issue 29; capital items would allow the city to invest in itself; have taken the additional prudent step to dedicate the percent to public service and safety and parks; not overhead or governmental activities; this is a voted issue in its entirety; time is short; there has been a significant amount of energy and interest of people to drive this to success. Schnetzer asked if there is any room to alter the language to include examples of the items that the levy would fund; is there a political will to do so. Ewald said it is not too late; it could be modified in a Special Meeting tomorrow night. Renner said with the proviso that it won’t harm the ballot, will applaud and promote those additions. Angelou said clarity is of the upmost importance; let’s get it as clear as possible so people know what it is they are voting for. Leeseberg said he is not in support because it feels rushed; there’s potential for mistakes; not a lot of changes after 3 short months later; some people spoke up and said they wanted to lead that charge. Angelou spoke to Leeseberg and said she’s aware of the rush however an August date would be $45,000 and must find 1,800 signatures; in an effort to help with that, wants to put it on in May. Larick said there is a motion on the table; if there is a will for Council to make the adjustments, would ask for a motion to recess to allow for a caucus to add the items; they are examples and not legislative items. Ewald said he would prefer this be discussed in the open in Chambers. Schnetzer said lets cite some capital items to be funded because it is a broad term; the connector trail system, parks facilities such as parking lots with potholes. Angelou said replacing equipment at playgrounds. Schnetzer said capital improvements to include but not limited to streets, buildings, parks facilities, playgrounds; for governmental services to include but not limited to police protection, 911 dispatching, snow removal, street lights. Schnetzer made a motion to amend RES-0001-2019 to change the language to include after capital improvements, to include but not limited streets, buildings, park facilities, trails and playground elements, seconded by Angelou. City of Gahanna Page 7 City Council Meeting Minutes February 4, 2019 Angelou said it appears redundant. Schnetzer said for Services, this would include but not be limited to police protection, 911 emergency dispatching, parks and recreation programing, snow removal, street light and traffic signal maintenance. Larick said to add public service instead of municipal service. Ewald read the ballot language in its entirety. A motion was made by Larick, seconded by Schnetzer to recess for ten minutes. The motion carried unanimously. After discussing; made several changes to the order and terms and changed the language accordingly. A revision was emailed to each member and City Attorney for review. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick No report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou will be going to Washington D.C. with MORPC, to represent Gahanna and MORPC so will not be at the Council Meeting on Monday; will be attending a few upcoming MORPC meetings. Governmental Liaison - Metzbower No report. Convention & Visitors Bureau (CVB) - Schnetzer Schnetzer provided a few updates for CVB: Began production of the City of Gahanna Page 8 City Council Meeting Minutes February 4, 2019 2019-2010 Official Gahanna Visitor Guide, including development of content and images, design approach and ad sales. (Visit Gahanna will print 30,000 copies of the Guide and distribute them throughout the region, state and country.) We expect to have the final Guide in hand during the first week of March; Designed and developed Visit Gahanna’s 2019 marketing campaign, featuring our new campaign “Your Unique Story Begins in Gahanna, OH.”; Participated in the American Bus Association Marketplace in Louisville, KY during week of Jan. 28, meeting with more than two dozen tour operators and promoting Gahanna as a destination for group travelers. M. OFFICIAL REPORTS: Mayor Mayor wanted to make note that there were 13 line of duty deaths since Jan.1 in the U.S.; 2 Ohio officers killed in 2019; 2/10 marks one year anniversary of Westerville Officers killed one year ago; must remind ourselves of the hazards out there. City Attorney Ewald said to follow up on the Resolution; would ask that it be signed as soon as possible in order to get this to the Board of Elections. N. COUNCIL COMMENT Leeseberg said he's not against the tax; just feels the process was rushed, but hopes it passes. Angelou said will try again and hopes it passes; wants residents to see importance; congratulated Jadwin for being named one of the top CVBs; thanked McGregor for beautiful video on WOSU on first African American Country Club here in Gahanna; the Historical Society helped gather and promote that; MORPC intern, Mayor, and Niel Jurist helped tremendously. Larick believes in the community; he hopes it works out. McGregor thanked everyone for the hard work on the language; there is a copy of the book on the Big Walnut Country Club with newspaper clippings, etc., in the Mayor's office.
