CALL MEETING TO ORDER - Roll Call. Gahanna City Council met in Special Session on Monday, January 28, 2019, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Metzbower, called the meeting to order at 6:36 p.m. Agenda for this meeting was published on January 25, 2019. Present 7 - Brian D. Larick, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Nancy R. McGregor, Brian Metzbower, and Karen J. Angelou B. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing. Council did not go into Executive Session. C. SECOND READING - IF POSTPONED FROM 1-28-2019 SPECIAL MEETING - AMEND BY SUBSTITUTION; ADOPT ORD-0010-2019 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2019. Schnetzer said the dates would change for employees to June 1, 2019 in the hope that the levy passes in May; questioned what happens if it City of Gahanna Page 1 City Council - Special Meeting Minutes January 29, 2019 doesn't pass; what next steps are we going to take; are we prepared to bottle through the cuts; prepared to make the changes that are not ones we don’t want to take right now; Renner said issue 29 was deeper than what it was perceived; we have full rooms in meetings now; need to make continual communication; will continue to have open office hours; have not been very communicative about the tax case; been asking for updates from legal; Ewald said he would have one soon; other issues in the community that we need to address is not palatable; we need to explain the branding better; be honest with ourselves; there was a lot of effort; we keep calling the levy money for streets; it’s about all the services; talk about all aspects of what we are trying to accomplish; Schnetzer said he wants to know specifically what is going to happen if this levy does not pass; Renner isn't opposed to reducing the credit at that point; the citizens of Gahanna have a choice; Angelou said we have no choice but to make cuts if it doesn't pass this time; all of the things are in the strategic plan that need to get accomplished; we have it for a reason; it was built for specific planning; very clear that that if tax increase fails in May there will be a lot of changes; she read the vision and mission statement: “GAHANNA’S VISION is… …to be an innovative model community that values its rich heritage, pursues high standards, and where citizens respect one another. GAHANNA’S MISSION is… …to ensure an exceptional quality of life by providing comprehensive services, financial stability, and well-planned development which preserves the natural environment, so that city government will continue to be responsive, accessible and accountable to our diverse and growing community of citizens.” she said we follow that and match our strategic plan; our community will come together; Larick said this budget is with additional reductions; this is not a single path; simplest example there are not increases for unclassified employees; this doesn't fund longer term capital projects; long term solution will require revenue; Leeseberg said if it doesn't pass in May there will be cuts; he's not fond of the budget now, it seems rushed; he thinks we are not doing enough and rushing this process; Schnetzer said he keeps hearing that we need cuts and reductions; we've done our best to keep impacts from the residents; does tonight become that communication; credit will go down; service reductions, pools, parks and programs; are we prepared to make that statement; Renner said if the levy passes we will restore community; Schnetzer said City of Gahanna Page 2 City Council - Special Meeting Minutes January 29, 2019 if it passes he wants Gahanna to be a shining star; Metzbower said he fully supports what needs to happen if it doesn't pass; Larick said it best; it's restoring faith into the community; putting humble faith in community to bring why this is important; ask that they vote an early ballot; make phone calls; knock on doors; post on social media; nothing will ever replace that personal touch; face to face contact makes a huge impact; Mayor said he's in agreement with what Council is preparing to do; he will make cuts and make sure that we are in a better position if this doesn ’t pass; he doesn’t want to ever see us go into fiscal emergency; he would support the tax credit reduction; people need to understand the risks; he is in support 100%. A motion was made by Larick, seconded by Renner, that the Ordinance be Adopted, as Amended, as an Emergency. The motion carried by the following vote: Yes: 7- Larick, Leeseberg, Renner, Schnetzer, McGregor, Metzbower and Angelou ORD-0015-2019 TO AUTHORIZE THE MAYOR TO SIGN AND ADOPT THE PAY PLAN ADMINISTRATION POLICY, RETROACTIVE TO JANUARY 1, 2019; AND TO DECLARE AN EMERGENCY. A motion was made by Larick, seconded by Renner, that the Ordinance was Postponed to Date Certain, to the City Council, due back on 2/4/2019. The motion carried by the following vote: ORD-0016-2019 TO ESTABLISH THE SALARIES FOR PERSONNEL OF THE CITY OF GAHANNA FOR THE PERIOD JANUARY 1, 2019 THROUGH DECEMBER 31, 2019; AND TO DECLARE AN EMERGENCY. A motion was made by Larick, seconded by Renner, that the Ordinance be Introduced, Second Reading Waived, and Adopted as an Emergency. The motion carriedby the following vote: D.
