CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, March 18, 2019, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m. Vice President of Council, Stephen Renner, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on March 15, 2019. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None. C. HEARING OF VISITORS. Sharon Montgomery, 572 Bonnington Way; stated that she's unaware of any plans the City may have for bringing attention to National Distracted Driving Awareness Month, which is in April, but provided suggestions including the following: place a banner on/near city hall like the "Click It or Ticket" banner, place notices on the doors of city buildings (including Creekside), place magnetic bumper stickers on city vehicles that say "focus on the drive" (which was already planned years ago), make focus on the drive magnets available for the public by placing them in the lobbies and on counters; have an officer write a column for the local paper that touches on the frequency with which they see drivers using e-devices; erect road signs that were made several years ago at places of entry to the city which would indicate that Gahanna expects alert driving; have displayed on the city digital bulletin boards "April is National Distracted Driving Awareness Month", post the notice on the home page of the city website; introduce an Ordinance making the use of e-devices City of Gahanna Page 1 City Council Meeting Minutes March 18, 2019 while driving a primary offense in Gahanna, with incremental penalties for repeat offenses and for amount of harm caused; include on the April agenda for the Safety Committee: modernizing the current policy for employee use of e-devices while driving, adding questions to the safe driving behaviors section of the wellness program questionnaire about distracted driving, lastly, review the website for National Safety Council and Network of Employers for Traffic Safety for more ideas; stated that a copy of these ideas was provided to the Clerk in addition to the image for the magnetic bumper sticker; also included a copy of an article which she assisted in writing, which would be included in the Ohio Chamber of Commerce newsletter and next issue of Cities & Villages. - Char McCasland from the Gahanna Community Theatre Karen Angelou presented a Resolution to Mrs. McCasland for her service to the City; thanked her for her many contributions; stated the importance of the arts in the community; the other members of Council thanked McCasland as well; McCasland thanked Council for the honor and stated that she loves this community. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: Renner introduced the items under Section D. ORD-0028-2019 SUPPLEMENTAL APPROPRIATION- Insurance Claim Proceeds. This Ordinance was introduced. ORD-0029-2019 TO AUTHORIZE THE MAYOR TO SIGN A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE NATIONAL RECREATION AND PARK ASSOCIATION (NRPA) FOR THE ACCEPTANCE OF A GRANT AND TO SUPPPLEMENTALLY APPROPRIATE SAID FUNDS TO THE CAPITAL PROJECTS/IMPROVEMENT FUND. This Ordinance was introduced. ORD-0031-2019 SUPPLEMENTAL APPROPRIATION- Refuse Escrow. This Ordinance was introduced. E. CONSENT AGENDA: Minutes - To Approve: City of Gahanna Page 2 City Council Meeting Minutes March 18, 2019 2019-0039 Meeting Minutes For: Council 3/4/2019, Council Special 3/11/2019, Committee of the Whole 3/11/2019, Finance Committee 3/11/2019. These Minutes were approved and filed on the Consent Agenda. Ordinances on Second Reading: ORD-0027-2019 TO AMEND ORDINANCE 0141-2013 TO AUTHORIZE THE FRANKLIN COUNTY TREASURER TO MAKE PAYMENTS DIRECTLY TO GAHANNA-JEFFERSON PUBLIC SCHOOL DISTRICT AND THE EASTLAND-FAIRFIELD CAREER & TECHNICAL SCHOOLS AND RATIFYING PAST TRANSFERS OF FUNDS FROM THE COUNTY TREASURER TO GAHANNA-JEFFERSON PUBLIC SCHOOL DISTRICT AND THE EASTLAND-FAIRFIELD CAREER & TECHNICAL SCHOOLS IN CONNECTION WITH ORDINANCE-0141-2013. This Ordinance was adopted on the Consent Agenda. Motion Resolutions: MR-0009-2019 PERMISSION TO BID THE 2019 CCTV & SANITARY SEWER CLEANING PROJECT. This Motion Resolution was Approved on the Consent Agenda. MR-0010-2019 PERMISSION TO BID THE HEIL DRIVE BRIDGE REPLACEMENT ST-1047. This Motion Resolution was Approved on the Consent Agenda. MR-0011-2019 THAT COUNCIL HAS NO OBJECTION TO THE TREX LIQUOR PERMIT FOR CHARLES PENZONE INC, 1356 CHERRY WAY DRIVE, GAHANNA, OHIO 43230. This Motion Resolution was Approved on the Consent Agenda. MR-0012-2019 MOTION RESOLUTION TO TRANSFER APPROPRIATIONS. This Motion Resolution was Approved on the Consent Agenda. Approval of the Consent Agenda A motion was made by Leeseberg, seconded by Angelou, to Pass the Consent Agenda. RESOLUTIONS/MOTION RESOLUTIONS: RES-0004-2019 A RESOLUTION TO RECOGNIZE CHAR MCCASLAND FOR HER MANY YEARS OF CREATIVE CONTRIBUTIONS AS A FOUNDER AND PRODUCER OF THE GAHANNA COMMUNITY THEATRE. A motion was made by Angelou, seconded by Renner, that the Resolution be Adopted. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Larick stated that the next CIC meeting would be held tomorrow at 7:30 a.m., in the Committee Room. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated that MORPC last met on March 14; began the meeting with a moment of silence for Bruce Seidel, who had been a large contributor to MORPC; Leeseberg had mentioned at the last meeting that Bruce had passed away; nominating report vote will be at the next City of Gahanna Page 4 City Council Meeting Minutes March 18, 2019 meeting; Executive Committee positions were addressed; the decision was made to add one more year to those leadership roles; Logan County joined MORPC; now have 66 local government members throughout the region; registration is still open for State of the Region; expecting 1,000 people; Anthony Fox from the US Department of Transportation is the keynote speaker; also there will be a surprise at the event and it will be quite astounding; Rob Priestas was included in the list of people working on Smart Region Task Force; highlighted ozone season; new partnership with National Weather Service; big part of sustainability; hired Niel Jurist as the new Communications Director; she will have a wonderful job and they said they were sorry to Gahanna for taking her; is a wonderful thing for her in her career; Columbia Gas received an award; Thea Walsh, Transportation Director received woman of the year; was able to go to that event; she is very worthy of the award; also for public policy items; DeWine would like to have everyone who can, support the gas tax, put together by OML; MORPC had strategic plan for communicating that; Gov. DeWine came forward with 18 cents per gallon for the increase but it was reduced to 10 cents over a 2 year period; 10 cents only covers inflation; reach out to senators because this is so important; would give Gahanna $1 million; not well received by trucking industry; moving towards electric cars and what their fees will be; metro planning highlighted MORPC support for grants for certain intersections. Government Liaison - Metzbower No report. Convention & Visitors Bureau (CVB) - Schnetzer Schnetzer said the 9th annual CVB meeting was on 3/7; unveiled new video highlighting “Your history begins in Gahanna”; finalized 2019-2020 official visitors guide; assumed responsibility of the staff at the Herb Center on 3/11; setting up tickets for Spring classes; can be found at their Facebook page under “spring herbal classes.” M. COUNCIL COMMENT Angelou thanked McCasland again, and all those people who volunteer in the theater; arts are so good for the community; Char worked so hard for the city and she’s a wonderful woman; thanked Montgomery for coming to talk about distracted driving; is an important thing. Schnetzer said referring to the addition to MORPC, county of Logan, the city of Logan are different; city of Logan has within the past few years went from 1.5% income tax to 2.5%; voted for a new city pool; found that striking compared to our city needs; also referring to gas tax, have been following that; all the reasons cited are the same reasons we have cited a certain amount for tax increase; perhaps there was a focus on the ask amount and not the needs; same thing as here should issue 12 not pass; city is not unique, this is happening across the country; but what to do about it. Metzbower thanked Montgomery, said we must be ever vigilant about distracted driving; thanked her for keeping us aware; thanked Angelou for recognizing Char because that's what makes us a community and a home where people want to live; issue 12 will have door to door this Saturday; check out their website for more info or reach out to me. A motion was made by Schnetzer, seconded by Renner, to go into Executive Session under authority of Section 5.40(a) to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing.
