A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, April 15,
2019, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Brian Metzbower, called the
meeting to order at 7:02 p.m. Vice President of Council, Stephen
Renner, delivered an Invocation followed by the Pledge of Allegiance.
Agenda for this meeting was published on April 12, 2019.
Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael
Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor
B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None.
C. HEARING OF VISITORS.
Patricia Kovacs, 527 Haversham Dr.; stated that she is the Chair of the
Bicycle Advisory Committee; stated that she was happy to see a trail
from the Darling Road housing development, which cuts through to
Hannah Park; have heard recently that there was an issue with the
developer and that there's a proposal to put up a fence there; would hope
that we don't do that; stated that the fence cuts people off from the park;
cyclists can't get through there; Clark State Rd. is getting too busy for
cyclists; currently, people can go through Harrison Pond and then get into
Hannah Park; stated that putting in a trail there was one of the items on
the list of projects for the Committee; urged Council to please reconsider
installing a fence.
- Capital City Corvette Club to present the Parks & Recreation Foundation
with a donation

The Capital City Corvette Club presented a donation to the Parks &
Recreation Foundation. Jeanne Stoll, 1680 Carriage Rd., Powell; as a
representative of the Capital City Corvette Club, is here tonight to thank
the City for their support of the Vettes, Rods & Classics car show at
Creekside; with the support of the city, we are now a premiere car show;
what makes this important is that all the profits are given to Nationwide
Children's Hospital; we had asked hospital staff for a list of big ticket item
needs for the hospital; we were able to purchase gaming console carts,
called Go Carts, for children who cannot leave their room; purchased 2
for $7,000; also purchased $5,000 worth of clothes and toys for the kids;
without partnerships this would not be possible; to show appreciation, we
are donating $2,100 to the Parks & Recreation Foundation for their part
in making the car show a success.
Lee Tucker, from the Parks & Recreation Foundation; stated that the
money goes to a scholarship fund; every year we continue to up the
scholarships in order to get more kids into camps and programs who
otherwise would not be able to; the car show has been donating for at
least 5 years; the money goes to a good cause; thanked the club.
Stoll referenced a flier they send out, which advertises the show and touts
Gahanna by listing opportunities for things to do in Gahanna when
visitors come for the show.

ROAD; PARCEL ID NOS. 027-000142 & 027-000098; CURRENT
ZONING ER-2, ESTATE RESIDENTIAL; AARON UNDERHILL,
APPLICANT.
Anthony Jones, Director of Planning & Development; provided a
summary of the zoning request; this parcel is just south of Beecher Rd.;
comprised of two separate parcels; one of the parcels was recently
annexed into the city from Jefferson Twp.; the owner of the property has
requested the rezoning; the Planning Commission did review and
recommend approval to Council; this will be a medical office; a footprint
of the building, including parking spaces, was provided; site plan is not
required, but provided; will be a 20,000 sq. ft. facility; this project was first
seen at an Area Commission meeting prior to review by Planning
Commission; if this is approved, then Planning Commission will see
other applications from the developer, such as a Final Development
Plan; it is consistent with the surrounding area.
Metzbower asked why one of the parcels begins with “027.” Jones
confirmed that was the Jefferson Twp. parcel.
Chair opened the Public Hearing at 7:15 p.m.
Aaron Underhill, 8000 Walton Pkwy; attorney for the applicant; we are
excited about the project and will turn our efforts to design soon; Dr. Fleitz
is currently located off Beecher Crossing; we are moving jobs here and
backfilling jobs at the other location as well, which is beneficial to the city.

McGregor stated that in the future, she would like to see a landscape
plan submitted with these re-zonings; would like to see what the plans are
for landscaping prior to voting.
A motion was made by Leeseberg, seconded by Larick, that the Ordinance be

Community Improvement Corporation (CIC) - Larick
Larick stated that the next meeting will be tomorrow at 7:30 a.m., here at
City Hall.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated that the April Regular meeting was last week; this week is
the MORPC State of the Region and over 1,000 people will be in
attendance; said this is a special opportunity because Anthony Foxx will
be in attendance; he is now running Lyft and used to work for the US
Department of Transportation; he will be getting an update from
Columbus, the Smart City recipient from a few years ago; stated that a
group from this area will be receiving an award; the sister city of
Columbus is Genoa, Italy; an antique violin from the city will be traveling
to the area on May 15, as part of a performance; it is a national treasure

from Italy; we had our Nominating Committee report; Chair Rory
McGuiness, Vice Chair Karen Angelou, and Secretary Erik Janas, will all
remain in their seats for one more year; Knox County is now a MORPC
member; Niel Jurist was introduced as the new Director of
Communications; discussed the state budget; gas tax will provide
money; license tax will give money to cities; can be raised to $5; transit
will be getting $70 million; 45/55 split with 45% going to local government
funds; electric vehicles will be charged $100 per year for fees; passed a
Resolution to apply for funding for affordable housing.

M. OFFICIAL REPORTS:
Mayor
Mayor Kneeland reported that the local non-profit group, Make Gahanna
Yours, held a Cleaner-Greener litter campaign this past Saturday, with
100+ volunteers; 100 bags of garbage were cleaned up.
City Attorney
Ewald thanked Capital City Corvette Club for all the work they do for the
city; they are a great support group and do wonderful work for
underprivileged youth throughout the year.
N. COUNCIL COMMENT
Angelou said there was an invitation to the Council members to attend
the New American Forum; planning to attend on May 2; wishes everyone
a very Holy Week and Passover; wishes everyone a Happy Easter.
Larick thanked the Capital City Corvette Club for their generous
donation; stated that there was a massive fire at the Notre Dame in Paris
today.

McGregor said there were many people walking through our property at
the Historical Center, cleaning up litter on the way to the Cleaner Greener
event; appreciated that; her son participated.
Renner stated that he and his wife attended the Creekside Art Walk; that
was a lot of fun and they purchased some art there.
Metzbower thanked Larick for mentioning the Notre Dame fire; had
hoped to see it some day in his life time. McGregor said they planned on
trying to rebuild it. Metzbower said those tragedies remind us to treasure
our past and take time to appreciate it; said he appreciates the efforts of
the Corvette Club and appreciates the work they do.

Section 5.40(a) to consider the appointment, employment, dismissal,
discipline, promotion, demotion, or compensation of a public employee or
official, or the investigation of charges or complaints against a public
employee, official, licensee, or regulated individual, unless the public
employee, official, licensee, or regulated individual requests a public hearing;
and
to go into Executive Session under authority of Section 5.40(c) to confer with
the City Attorney for the public body concerning disputes involving the public
body that are the subject of pending or imminent court action.
A motion was made by Renner, seconded by Schnetzer, to go into Executive
Session under authority of Section 5.40(a) to consider the appointment,
employment, dismissal, discipline, promotion, demotion, or compensation of a
public employee or official, or the investigation of charges or complaints
against a public employee, official, licensee, or regulated individual, unless
the public employee, official, licensee, or regulated individual requests a
public hearing; and
to go into Executive Session under authority of Section 5.40(c) to confer with
the City Attorney for the public body concerning disputes involving the public
body that are the subject of pending or imminent court action.
Metzbower requested that Council and City Attorney Ewald attend executive
session in the Council Conference Room. Council rose to report to Executive
Session at 7:44 p.m. Council rose to report from executive session at 8:36 p.m.,
with no action taken.
