A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, July 1 2019, in
Council Chambers of City Hall, 200 South Hamilton Road, Gahanna,
Ohio. Vice President of Council, Stephen Renner, called the meeting to
order at 7:00 p.m. Councilwoman, Karen Angelou, delivered an
Invocation followed by the Pledge of Allegiance. Agenda for this meeting
was published on June 28, 2019.
*Brian Larick arrived after roll call at 7:02 p.m.

ORD-0060-2019 TO AUTHORIZE THE ISSUANCE OF BONDS, OR NOTES, NOT TO
EXCEED FIVE MILLION ONE HUNDRED THOUSAND DOLLARS
($5,100,000); IN ANTICIPATION OF BONDS, FOR THE PURPOSE OF
PAYING A FINAL JUDGMENT, INCLUDING DEFENSE COSTS AND
EXPENSES; AUTHORIZING AND APPROVING RELATED MATTERS;
AND TO DECLARE AN EMERGENCY.
A motion was made by Larick, seconded by Leeseberg, that the Ordinance be
Adopted.. The motion carriedby the following vote:
ORD-0063-2019 TO AMEND PART ELEVEN, PLANNING AND ZONING CODE,
CHAPTER 1193- STORMWATER MANAGEMENT POLICY, OF THE
CODIFIED ORDINANCES OF THE CITY OF GAHANNA. (held from
7/1/2019).
Motion made by Schnetzer, Second by Angelou.
Mr. Leeseberg asked about new language that was discussed the
previous week. Item C6 still reads the same and the request was that

green infrastructure and best management practices shall be
incorporated into the plan of the development by the Engineer or their
designee, but then also to also put the onus on the Developer tell them
why we couldn't do it so it's not on us to be the one doing that.
Mr. Ewald asked for a postment of 2 weeks.
J. FIRST READING OF ORDINANCES:
Ordinance: Introduce, Waive Second Reading , Adopt:
ORD-0068-2019 TO REESTABLISH AND DETERMINE THE POSITION OF THE CITY
ATTORNEY OF THE CITY OF GAHANNA FOR THE TERM BEGINNING
JANUARY 2, 2020; TO PROVIDE COMMENSURATE COMPENSATION
THEREFOR; TO AMEND CHAPTER 143, DEPARTMENT OF LAW.
Mr. Ewald stated he did not get any feedback from the Mayor's office
regarding a change in salary and that Council didn't express interest in
changing their salary figures. He stated that he has data to support the
requested number and feels comfortable with the ask. His examples
were that Whitehall just passed legislation raising the salary to
$90,000.00. So the $75,000.00 is still way below average City Attorney
pay for central Ohio.
Mr. Larick responded that he has looked at other municipalities and saw
that it is competitve.
Mr. Ewald stated that the salary is just below the median, with bumps
each year over the four year period.
Mrs. McGregor asked if Mr. Ewald thinks it should be raised.
He replied he did not and that by leaving this, he's going to take away the
designation for full time. It will entice people and it creates flexibility. He
will bring the change to the code section at a later date.
Mrs. Angelou said she spoke to Mr. Webber who held the position for
many years and he said he felt that we were low what it should be and
thought this was a good idea.
Mr. Larick said that the information or the notation full time and part time
the adjustment was simply for clairty and not impactful to whether the
position is able to practice their own private practice externally. Its just
for informational purposes.

Mr. Leeseberg asked about a benefit implication.
Mr. Ewald responded that full time technically could apply for benefits and
that he wanted it pulled out so it wasn't an issue.
A motion was made by Schnetzer, seconded by Leeseberg, that the Ordinance
be Introduced, Second Reading Waived, and Adopted as an Emergency.. The
motion carried by the following vote:

Convention & Visitors Bureau (CVB) - Schnetzer
Mr. Schnetzer stated that the CVB has begun distribution of the
2019-2020. Herb Center recently held classes and workshops in
recognition of pollinator week for kids and families June 17-21 and
recently on Thursday, June 27th the Herb Center introduced a new
summer event called Old Fashioned Summer at the Ohio Herb Center.
This was the first of four events held which featured herbal iced tea,
crafts, music, yard games, old time cartoons and more. Upcoming dates
are July 11th, July 25th, and August 8th, from 6-8 pm at the Ohio Herb
Center. Thank you.

Mr. Ewald said it he was looking forward to a great 4th of July and enjoy
the day.
N. COUNCIL COMMENT
Mrs. Angelou said that this is such a great weekend and it's always hot
and the parade is wonderful and that Mrs. McGregor would be riding
together in a golf cart. She welcomed Mr. Renner back from his
vacation.
Mr. Leeseberg encouraged everyone to enjoy the 4th of July festivities.
He said he enjoyed spending time with his son fishing up at Lake Erie
and that it was nice to slow things down and took him back to working
with his own dad and that it took a lot of patience to slow things down.
He said to enjoy the holiday and be safe.
Mr. Larick said to be safe and enjoy the holiday.
Mr. Schnetzer said he came across some interesting data. The current
economic expansion has been going on for 121 months, longer than the
expansion that occurred from March 1991 through March 2001. That
makes the current expansion the longest, yet shallowest in US History.
He brings this up because this was one of the rationales behind the City's
request to voters to increase income tax rate, not only is there a reduction
from a number of sources including state aid, but the revenue growth rate
has been lower than in past expansions. He said today also marks day
one of the 2.5% income tax rate collection. He just wanted to point that
information out.
Mr. Renner said the only thing he wanted to add was Happy Birthday to
our country and that it's a time to reflect on this. He said his family brings
out the Constitution and they read it as a family and he encourages
everyone to do that as well. He said he would like to remember the pets
in the world on fireworks night. Please take necessary measures to
protect them.
