Gahanna City Council met in Special Session on Monday June 24,2019, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Metzbower, called the meeting to order at 7:58 p.m. Agenda for this meeting was published on Friday, June 21, 2019. Council Recessed at 7:58 p.m. until after conclusion of Committe of the Whole. Council Reconvened at 8:17 p.m. Present 6 - Brian D. Larick, Jamie Leeseberg, Michael Schnetzer, Nancy R. McGregor, Brian Metzbower, and Karen J. Angelou Absent 1 - Stephen A. Renner B. ORDINANCE - INTRODUCE, WAIVE SECOND READING, ADOPT AS EMERGENCY: ORD-0049-2019 TO AUTHORIZE THE MAYOR TO ENTER INTO A PURCHASE AGREEMENT FOR PROPERTY LOCATED AT 496 EAST JOHNSTOWN ROAD; AND TO DECLARE AN EMERGENCY. A motion was made by Leeseberg, seconded by McGregor, that the Ordinance be Introduced, Second Reading Waived, and Adopted as an Emergency. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to consider the purchase of property for public purposes, the sale of property at competitive bidding, or the sale or other disposition of unneeded, obsolete, or unfit- for-use property in accordance with section 505.10 of the Revised Code, if premature disclosure of information would give an unfair competitive or bargaining advantage to a person whose personal, private interest is adverse to the general public interest. Council rose to report to Executive Session at 8:51p.m with no action taken. Council rose to report from Executive Session at 8:51 p.m. and a motion was made by Leesburg Seconded by Schnetzer to enter into Executive Session under authority of Council Rules Sections 5.40(b) and 5.40(g) to go into Executive Session under authority of Section 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance, provided that both of the following conditions apply: (1) The information is directly related to a request for economic development assistance that is to be provided or administered under any provision of Chapter 715, 725, 1724 or 1728 or sections 701.07, 3735.67 to 3735.70, 5709.40 to 5709.43, 5709.61 to 5709.69, 5709.73 to 5709.75, or 5709.77 to 5709.81 of the Revised Code. (2) A unanimous quorum of the public body determines, by a roll call vote, that the executive session is necessary to protect the interests of the applicant or the possible investment or expenditure of public funds to be made in connection with the economic development project. Council rose to report to Executive Session at 10:07 p.m with no action taken The motion carried by the following vote: Yes: 6- Larick, Leeseberg, Schnetzer, McGregor, Metzbower and Angelou Absent: 1- Renner D.
