A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, August 19, 2019, in
Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio.
President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m.
Vice President of Council, Stephen Renner, delivered an Invocation followed
by the Pledge of Allegiance. Agenda for this meeting was published on August
16, 2019.

Swearing in of Police Staff:

Chief Spence: We are in a very unique position where thankfully we've
been able to re-staff and able to hire 3 civilian support staff members
which alleviates a great deal of work that our sworn officers have been
doing for a very long time. But in addition to that, we were able to steal
from three agencies some very talented people.
Management Analyst from Columbus Police Payton O'Dell, she's been
working with management, doing officer scheduling, posting
assignments for Columbus, an 1800 member department and will be
doing the same for us and we're grateful to have her here with us. Amy

Moneypenny came to us from Westerville PD, she was a long time ago
Parks team member for the City of Gahanna. For the last several years
she's worked for Westerville Police Department running the property
room, evidence technician doing a lot of audit work, so we were able to
bring her over from Westerville PD. On the Civilian side, Tasha Rutan
came to us from the Franklin County Prosecutor's office Ron O'Brien and
before that she was with Grove City PD. So we were able to get
somebody with a lot of in depth court knowledge, so she joins us from the
Franklin County Prosecutor’s Office. Finally, we don't often swear in
reserve officers, but we have a very unique opportunity. We brought on
Cornelius McGrady. Cornelius was a special agent with BCI for a
number of years, he was a forensic engineer, computer forensics, he
decided to jump over and work at PNC bank in the private sector but
since he has law enforcement in his heart he decided to come to
Gahanna.
The Mayor Performed the swearing in.

ORD-0081-2019 AN ORDINANCE ADOPTING THE CITY OF GAHANNA
COMPREHENSIVE LAND USE PLAN.
J. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Larick
Mr. Larick: The CIC is meeting tomorrow morning at the Senior Center
at 7:30 a.m.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou presented a report on activities with MORPC.
Attachments are included within the meeting minutes.
Regular meeting was on Thursday, August 15. MORPC accepted
Bellefontaine and Fairfield County as members and celebrated the 50th
anniversary.
Kickoff of One MORPC, One Voice with speaker Joy Bivens from
Franklin County Job and Family Services with a Blueprint for Reducing
Poverty in Franklin County.
Announcement of start of first advisory meetings and project work for the
regional housing strategy in partnership with many central Ohio
communities with business and nonprofit support.
Visit from Virgin Hyperloop 1 and thanks to all of those who helped
welcome their CEO to central Ohio.
Central Ohio Rural Planning board update included the progress of ***
and their ongoing work with ODOT.
The Regional Data Committee (RDAC) update highlighted four working
groups that have formed to focus on key projects.
Update on the 2020 census including the Complete Count Committees
forming throughout the state and hiring opportunities.
Regional policy round table highlighted a special round table in regards
to HB 163 related to municipalities being penalized for water/sewer extra
territory practices. It also highlights MORPCs advocacy on the state
operating budget (informational sheet attached).
HB 6 was signed into law and referendum was discussed.

Sustainable Advisory Committee is working with the Regional Data
Committee to guide development of a sustainable dashboard that will
better management progress as a region.
Central Ohio Greenways collaboration with a trail study. Funded through
a Columbus Foundation Grant.
Updated on status of 8 projects applying for funds through the
Transportation Review Advisory Council.
Update also provided on collection of 2020-2050 metropolitan
transportation plan.

President Metzbower asked if MORPC going to be taking a stance on
HB 6?
Mrs. Angelou said they are working on it and they have tesified.
2019-0116 Mid Ohio Regional Planning Update - Angelou

Convention & Visitors Bureau (CVB) - Schnetzer
Mr. Schnetzer report that the CVB Have distributed 20,196 Visitor
Guides throughout Ohio and the US thus far in 2019 and also has run a
series of digital ads to promote the Summer Herbal Cocktail Trail,
securing more than 200,000 views for the Trail and our partners. Also,
the CVB is assisting the Chamber in logistical planning for the upcoming
Taste of Gahanna, scheduled for next Thursday, August 29, from 5:30 to
8:30 p.m. at Creekside Plaza. Lastly, the CVB is planning for the 2nd

Annual Pies in the Park event, scheduled for 12 - 4pm, Sunday, October
6 at Friendship Park. And one more item Visit Gahanna will hold the 1st
Annual Gahanna Volunteer Fair on Sunday, Sept. 15 from 3 to 6 p.m. at
Creekside Plaza.

K. OFFICIAL REPORTS:
Mayor
Mayor Kneeland congratulated the Chief for stealing good employees
from four different places. He expressed that he was sad to report
receipt of a resignation letter from Development Director Anthony Jones.
He is moving on and actually will be fulfilling a lifelong dream of his to do
Economic Development internationally. His plan is to have his family
travel with him in the future once he establishes a couple of projects that
he's going to be working with in the near term. His last day will be
September 3. The Mayor said he is looking forward to the Taste of
Gahanna.
City Attorney
Mr. Ewald passed along his thanks to the administration and the reserve
officer and new administrators that have come in and said it was a long
time coming and a nice addition to the PD and will hopefully help clear
some of the backlog. He said also, don't forget about the events Taste of
Gahanna and Pies in the Park and that it's a good time to get out with the
family and enjoy yourself. On a legal note, he said he will be putting
together an RP for next year's litigation services that will be taken over by
the next City Attorney. But he will initiate and start that this year.
L. COUNCIL COMMENT
Mr. Leeseberg: Again, congratulations Chief and PD. Sounds like we
have some great people moving in. Great news.
Mrs. Angelou: It's great seeing those tax dollars going for good things.
Thank you for getting such wonderful staff members for you as well as the
reserve officer. We have the best police department in the entire area
and I think you know that Chief and part of it is because of all the work
that you put in and Mr. Thomas, the Safety Director, thank you for being
so visible all of the time. Thank you.
Mr. Larick: I just want to congratulate the folks added to the police
department. We're starting to see the right sizing in the organization and
the City is starting to function more effectively.
Mrs. McGregor: I'm glad to see that we were able to backfill some
positions and that's a great thing for the Police Department. Just quick, I

don't know if I bought this up before but we had, the Historical Society, we
have a bed and breakfast which is supposed to generate some income
to preserve our houses, our museums and all of June we had nobody, no
guests. Which last year was slow too for some reason. But around July
20th we hit and we've done over $2,000 worth of room rentals and
different things. We had a book club meet there last week for an evening
and we had a grandmother who did a grand camp and they rented the
whole house to have her six grandchildren stay with her in the house so
they stayed in an old house and went to Friendship Park. We also had 2
open houses the first Saturday of the month. Kids from camp Friendship
came down and we did a program and took them on tours of the houses,
I think there were about 65 people and we did a craft with them in the
basement, they broke them into groups so we didn't have too many of
them at one time. We participated in arts in the alley so we've been
trying to be busy this summer and participating in activities.
Mr. Renner: Chief, congratulations, you've heard it multiple times up here
but thank you for doing that.
President Metzbower: I would reiterate what my colleagues have said,
congratulations on the growth and positive movement within our
community and new labor force. I would like to thank Claire Yoder for
coming out tonight from Jefferson Township. Thank you folks for being
here the whole meeting and Thanks to our CVB director for being
attentive to what's going on here.
