CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Tuesday, September 3, 2019, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m. Vice President of Council, Stephen Renner, delivered an Invocation followed by the Pledge of Allegiance. The motion carriedby the following vote: ORD-0084-2019 TO CODIFY ORD-0017-2019 PASSED BY VOTERS ON MAY 7, 2019 TO AMEND SECTION 161.012, PURPOSES OF TAX; RATE, SECTION 161.013, ALLOCATION OF FUNDS, AND SECTION 161.081, CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY, OF CHAPTER 161, INCOME TAX, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, RELATED TO INCREASING THE CITY INCOME TAX RATE OF THE CITY OF GAHANNA A motion was made by Leeseberg, seconded by Angelou, that the Ordinance City of Gahanna Page 2 City Council Meeting Minutes September 3, 2019 be Adopted.. The motion carriedby the following vote: ORD-0086-2019 SUPPLEMENTAL APPROPRIATION- Bond Capital Improvement Fund. A motion was made by Leeseberg, seconded by Angelou, that the Ordinance be Adopted.. The motion carriedby the following vote: Statutory Resolutions on Second Reading: SR-0001-2019 RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO CONSENT LEGISLATION WITH THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) FOR BRIDGE INSPECTION PROGRAM SERVICES FUNDED BY THE STATE OF OHIO. A motion was made by Leeseberg, seconded by Angelou, that the Statutory Resolution be Adopted.. The motion carriedby the following vote: Pass the Consent Agenda End of the Consent Agenda F. COMMITTEE UPDATES: None G. CORRESPONDENCE AND ACTIONS: Clerk: None Council: None H. SECOND READING OF ORDINANCES: ORD-0081-2019 AN ORDINANCE ADOPTING THE CITY OF GAHANNA COMPREHENSIVE LAND USE PLAN. Mr. Ewald said that he asked for it to go back given the changes that occurred primarily in the mapping. He said they would complete the exhibits, adjust the text and update all of the requested adjustments and that would be put before the Planning Commission on the 11th and they will review it and decide whether or not they will vote that night. If they do not, then it would be an additional postponement on the 16th. If they do, then it will come back to you on the 16th. Mr. Leeseberg stated that he had a couple of comments that he notices. Stoneridge, that area, page 83 was taken complexly out of the 3rd City of Gahanna Page 3 City Council Meeting Minutes September 3, 2019 version, but 82 still refers to recommendations of making it mixed use, those kind of things, so there is still some clean up. A couple of other pages, it looks like they're still expecting some more graphics, exhibits and those kinds of things. He said he'll make sure Mr. Blackford gets all of his comments. Motion to postpone to a date certain of 9/16/2019 and refer to Planning Commission on 9/11/2019 to review Council changes. I. RESOLUTIONS/MOTION RESOLUTIONS: 2019-0122 PROCLAMATION PRESENTED BY THE MAYOR IN RECOGNITION OF CHILDOOD CANCER AWARENESS MONTH, SEPTEMBER 2019 The Mayor read the proclamation into the record. (see attached) RES-0009-2019 A RESOLUTION RECOGNIZING SEPTEMBER, 2019 AS CHILDHOOD CANCER AWARENESS MONTH J. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick stated that CIC met third Tuesday of last month. One of the topics discussed is a review and discussion of fiber agreements to make sure they are as beneficial to the CIC and City as possible. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou stated that the MORPC Executive Committee meets this Thursday and Mrs. Angelou has been invited by the Columbus Metropolitan Club to attend the OSU Farm Science Review on September 17th. Government Liaison - Metzbower None Convention & Visitors Bureau (CVB) - Schnetzer Mr. Schnetzer presented four event initiatives to enter into the record. 2nd Annual Pies in the Park event, scheduled for 12 - 4pm, Sunday, October 6 at Friendship Park. The family-friendly event features the area’s BEST pizzas, “all things pies,” kids’ activities, live music, tastings of the new “Creekside Bourbon” from Noble Cut Distillery. New this year City of Gahanna Page 4 City Council Meeting Minutes September 3, 2019 will be a pie-eating contest for all ages. Sponsor and vendor opportunities are still available. See visitgahanna.com for details. Planning for the 2019 Holiday Lights Celebration (Festival and Tree Lighting Ceremony scheduled for Sunday, November 24 from 3-6:30pm in the Creekside District). Any group or business interested in participating in the event should contact Visit Gahanna for an application. Visit Gahanna will hold the 1st Annual Gahanna Volunteer Fair on Sunday, Sept. 15 from 3 to 6 p.m. at Creekside Plaza. This event is being coordinated with the Gahanna Parks & Recreation Department, as it will coincide with their “Sundays in the Park” event. More than a dozen Gahanna service and non-profit organizations have already signed up to participate. The Volunteer Fair creates a mechanism for Gahanna residents to learn about how they can get involved in the community. Any Gahanna service or non-profit organization that needs volunteers or is open to new members is welcome to participate for FREE. Lastly, the CVB held its first committee planning meeting for the 2020 Creekside Blues & Jazz Festival, scheduled for June 19-21, 2020. K. OFFICIAL REPORTS: Mayor Mayor Kneeland shared that Joann Bury, Director of Finance received a letter today from GFOA, we got another distinguished letter for the reporting that we do. That will be going out to the public as a press release to show that we've had excellent service when it comes to providing those reports from GFOA. Senior Expo is on the 4th of September at the Senior Center from 10am-3pm. There will be quite a few people because it's for seniors around the area. One last thing, Columbus 2020 are no longer Columbus 2020, they are One Columbus. They're rebranded or renamed and are moving forward with a new plan and we can't wait to see the new plan. COUNCIL COMMENT Mrs. Angelou extended condolences to the Piccolantonio family on the loss of Andy's mom Rita. I did not know Rita but we know Beryl and her children and Andy. Andy is Vice Chair of the Parks & Recreation board and Vice President of the Ohio Chamber. So Andy is, I'm sure, this was an unexpected passing and my thoughts and prayers go out to that family. Mr. Leeseberg said he would like to wish his daughter a Happy Birthday. Mrs. Angelou said Tim Pack was leaving the city and he was a wonderful person to have on the BZA. Mrs. McGregor said she remembered with Mike Moran resigned from BZBA and he was so meticulous in his research and not everyone would do so well, but Tim is. So she feels he will be a big loss. Mr. Schnetzer said congratulations to the administration and Joann and staff for another GFOA award. It is no small feat and a testament to the transparency of financial matters. He said he appreciates the additional effort that it takes to prepare these statements. President Metzbower said he would like to echo the comments of his counterparts and Happy Birthday to Mr. Leeseberg's daughter. He related the story of his dog who escaped and how he posted to Pet FBI and how members of the community reached out to help located his wayward dog. Special thanks were given to Donna Cook and Danielle Litteral who helped locate and notify him of the whereabouts of the dog. He said we have a great community that takes care of each other. M.
