A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, September 16, 2019,
in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio.
President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m.
Vice President of Council, Stephen Renner, delivered an Invocation followed
by the Pledge of Allegiance. Agenda for this meeting was published on
September 13, 2019.

2019-0131 Presentation by Jan Ross, Parks & Recreation Board
Jan Ross, member of the Parks & Recreation board read the attached
memorandum to City Council. She asked that the City Council consider
the priorities that the citizens have articulated when the 2020 Budget and
Capital Needs Assessment are reviewed.

ORD-0081-2019 AN ORDINANCE ADOPTING THE CITY OF GAHANNA
COMPREHENSIVE LAND USE PLAN.

Mr. Ewald reminded Council that this was sent back to Planning
Commission. It was accepted and approved and back before Council.
Original Motion to adopt by Mr. Schnetzer, second by Mr. Renner.
Request to amend to most recent version titled 3rd Revision.
Mr. Leeseberg felt that the Land Use Plan revision came back rather
quickly and that just feels rushed. He feels there were some genuine
concerns but it feels as if the whole process was rushed. It doesn't feel
as if it is complete.
Mr. Blackford stated that there are other properties in the north area that
are designated mixed use other than what Stone Ridge was, so the
principles of the mixed use would still apply to the district, it just wouldn't
apply specifically to Stone Ridge because the request was to change
that and keep it commercial. So, the principles are still referenced, but
page 83 was deleted in its entirety because it was a redevelopment
concept that was specific to Stone Ridge. It wasn't an attempt to quicken
the process, but based upon the feedback provided which was to keep
Stone Ridge Commercial.
Mr. Blackford stated that this was just for guidance and was not a set of
law.
Mr. Larick asked about the different physical spaces between pages 81,
82 and what was page 83. He said it appears that the guidance is to the
full space and the more detail it is, the more narrowed focus, is that a
more detailed example, or expected path?
Mr. Blackford replied that generally speaking the focus area we tried to
choose 1 property or area to show a redevelopment concept and that the
designations would apply throughout those areas.
Mr. Schnetzer said that Mr. Blackford's comments added some value
and he thinks that page 82 still applies and 83 was removed as
requested and therefore he requests to move forward with the motion on
the floor.
A motion was made by Schnetzer, seconded by McGregor, that the Ordinance
be Amended by Substitution.. The motion carried by the following vote:

ORD-0093-2019 AN ORDINANCE TO AUTHORIZE THE MAYOR TO ENTER INTO AN
EASEMENT AND RIGHT-OF-WAY AGREEMENT WITH MI HOMES
FOR THE PURPOSES OF A PATHWAY INTO HANNAH PARK.
Mr. Larick said that there isn't an absolute right or wrong on this matter

but there are ongoing charges for non-residents to use our park facilities,
to rent our spaces, shelters, the gazeebo and athletic programs and
volunteer groups have non-resident surcharges with the intent to recoup
ongoing expenditures to cover wear and tear. To not have something
ongoing in a similar fashion is just incongruous, it just doesn't seem to fit.
Mr. Leeseberg said that he is disappointed with the way it came out but
thank you to the folks from MI, Mr. Barr and Anthony Jones (at the time).
Mrs. Angelou stated that she would like to have a sign at the entry of the
park to say Welcome to the City and to take care of our park. She feels
that this is the right thing to do and we want to be good neighbors but we
respect that back.
A motion was made by Renner, seconded by Schnetzer, that the Ordinance be

Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou reported on the following MORPC activities:
MOPRC adopted a Resolution designating September, 2019, as Safe
Driving Awareness Month.
Mrs. Angelou asked Dr. Kersten Carr to attend Committee next week to
review the data contained within the Central Ohio Transportation Safety
Plan.

ODOT District 6 presented at the MORPC meeting to discuss major
advances on the state's dangerous intersections.
MORPC joined representatives from the EPA to announce that the
Columbus region is the first non-attainment area in the nation to meet the
national ambient air quality standard for ground level ozone.
Summit on Sustainability October 11th 8a.m.-4 p.m.
Update on population projections and census work. Population
estimates will be presented in a Resolution next month.
Looking for people to get involved in the census. Call the City and they
can get in touch with Mr. Shill.
2020-2050 metro transportation plan is open for comment.
Group for community planning for autism Sept 17 11:45-1.
Framing for Strategic plan has begun.
Salary and fringe benefit survey had 30 participants.
Ribbon Cutting for I 670 smart lane is going to happen.
Government Liaison - Metzbower
President Metzbower thanked Claire Yoder from Jefferson Township for
attending.
Convention & Visitors Bureau (CVB) - Schnetzer
Mr. Schnetzer delivered the CVB report:
The Herb Center held 1st of three “Ghosts of Gahanna Walking Tour” on
Fri., Sept. 13, with sold out audience. Upcoming dates: Fri., Oct. 4 and
Fri., Oct. 25. Registrations are required. Both remaining sessions are
nearly full; don’t wait to register. To register (or for a list of all of the
upcoming classes at the Ohio Herb Center), go to ohioherbcenter.org.
The CVB is hosting the 2nd Annual Pies in the Park event, scheduled for
12 - 4pm, Sunday, Oct. 6 at Friendship Park. The family-friendly event
features the area’s BEST pizzas, “all things pies,” kids’ activities, live
music, whiskey tastings, and *NEW* this year: a pie-eating contest for all
ages (net proceeds will benefit GRIN). Sponsor and vendor

on securing activities, sponsors and vendors for the 2019 Holiday Lights
Celebration (Festival and Tree Lighting Ceremony scheduled for Sunday,
November 24 from 3-6:30pm in the Creekside District). Any group or

Gahanna for an application.

L. COUNCIL COMMENT
Mrs. Angelou shared that Columbus CEO had a big article about Kim
Maggard, Mayor of Whitehall and also an article about New Albany,
which some of them live in the City of Gahanna. Also that we lost a
friend of the Community. Col Lynn Vermillion passed away. She
singlehandedly got us our dog park. She was the reason the dog park
was there and I would love to see it named after her because if it weren't
for her, it would not be there. She is actually a sister in law of Ray King
and she will be missed.
Mrs. McGregor said she was not a huge fan of the dog park because of
the need for soccer fields but when she talked to Lynn, she discovered it
was more than just about dogs, it was about the people and getting the
people out and giving residents a place to go.
