CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 7, 2019, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m. Vice President of Council, Stephen Renner, delivered an Invocation followed by the Pledge of Allegiance, led by Girl Scout Troop 6106. Agenda for this meeting was published on October 4, 2019. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. E. CONSENT AGENDA: Minutes - To Approve: 2019-0136 Council Meeting Minutes for Approval Ordinances on Second Reading: ORD-0094-2019 AN ORDINANCE TO ADOPT THE COMPREHENSIVE LANDSCAPE PLAN, DATED AUGUST14, 2019, FOR THE CITY OF GAHANNA, OHIO. A motion was made by Larick, seconded by Angelou, that the Ordinance be Adopted.. The motion carriedby the following vote: ORD-0096-2019 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION - Refuse Fund A motion was made by Larick, seconded by Angelou, that the Ordinance be Adopted.. The motion carriedby the following vote: Resolutions to Adopt on First Reading: RES-0013-2019 RESOLUTION RECOGNIZING OCTOBER 20-26TH AS STORMWATER AWARENESS WEEK End of the Consent Agenda F. COMMITTEE UPDATES G. CORRESPONDENCE AND ACTIONS: Clerk Council H. MOTION RESOLUTIONS MR-0036-2019 MOTION RESOLUTION TO APPOINT JASON BROFFORD TO THE BOARD OF ZONING AND BUILDING APPEALS FOR AN UNEXPIRED City of Gahanna Page 2 City Council Meeting Minutes October 7, 2019 TERM EXPIRING DECEMBER 31, 2021. A motion was made by Larick, seconded by Leeseberg, that the Motion Resolution be Approved.. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor MR-0037-2019 MOTION RESOLUTION TO APPOINT DIANNA REDMAN TO THE RECORDS COMMISSION FOR AN UNEXPIRED TERM EXPIRING DECEMBER 31, 2020. A motion was made by Larick, seconded by Angelou, that the Motion Resolution be Approved.. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor I. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick None Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou attended the COTA annual meeting on October 3rd and it was one of the best ones she had attended. There are wonderful things happening with COTA and their collaborations with local entities. She continued that she went to the Farm Science Review the week before that and she learned about water and shale. She stated that she would like to invite the community to the next meeting to learn more about the Census. At the next MORPC meeting, there will be two speakers, one that recognizes one MORPC, one voice, Deborah Azenhurst and from One Columbus Kenny McDonald to discuss changes from Columbus 2020 to One Columbus. Summit on Sustainability is October 11th. Government Liaison - Metzbower None Convention & Visitors Bureau (CVB) - Schnetzer None J. COUNCIL COMMENT Mrs. Angelou thanked the girl scouts and their parents for attending and she wishes the girls all the best as they become leaders. Mr. Leeseberg said he echoed Mrs. Angelou's sentiments Mrs. McGregor said she enjoyed the girls giving the pledge of allegiance and thanked them. Mr. Larick also thanked the girls for attending. Mr. Schnetzer shared with the Council: I was sitting in church on Sunday and the pastor's sermon was on 1 Peter, which is basically a passage that talks about what is required in order to grow spiritually, and it goes as follows: therefore rid yourselves of all malice and all deceit, hypocrisy, envy, and slander of every kind. Later that afternoon I was working in the yard and my five year old came running out the back door asking to help, and as we're working together in the flower bed, he says "dad, I am going to be just like you someday". In that moment, I was stunned. Those words occupied my conscience the rest of the evening. It was a profound moment of self-reflection where I looked back on my personal actions to date and questioned whether I wanted my son to be just like me. The point I'm driving at here, is whether you subscribe to the words from 1 Peter, or not, and data suggest fewer and fewer Americans do, then perhaps you're moved by the fact that we are role models for the next generation, maybe reluctantly so. And to state the obvious, we are of course in an election season where the temptation is not to always act in the best manner, but I would implore everyone, candidates and supporters, to recognize that the kids are listening, they are watching, and it's incumbent upon us to at least give them a chance by setting aside all deceit, hypocrisy, envy and slander of every kind. Mr. Renner said Mr. Schnetzer, well said and thank you young ladies for coming in tonight. Mr. Metzbower also thanked the scouts for coming in and mentioned a Netflix series called Inside the Mind of Bill Gates that he said makes you appreciate what local government does. It's Bill Gates tackling the problem of sewage in third world countries. It gave him a new City of Gahanna Page 4 City Council Meeting Minutes October 7, 2019 perspective on what we do at the local level. L.
