CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 21, 2019, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m. Councilman Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Presentation of Proclamation by the Mayor to My Special Word The Mayor presented a Proclamation to My Special Word, a program that provides kids the opportunity to choose a path based upon a word that describes them. He presented the Proclamation to Dwight Smith and Executive Director Doyline Williams proclaiming October 24, 2019 as My Special Word Day. His presentation is attached. Lew Griffin, 2737 Colts Neck, Blacklick Mr. Griffin owns 73-77 & 79 Mill Street and is here to speak about the Mill Street Apartment Project. He is President of the Creekside District Alliance and speaks for them in part. He said he supports the Mill Street development project for many reasons. There are still many issues to deal with at Creekside. It is a fantastic place that everyone raves about. This is a fantastic opportunity to make Creekside a great destination place. He believes that if this project is evaluated on its merit, what it can bring to the community, he feels it's a no brainer. If there is a progressive CIC, there are hot spots in Gahanna that can be acquired and he feels there are developers watching to see how the city handles this project. He feels this project will bring the pedestrian traffic which will bring more retail. He said this project can't solve retail, parking and have housing at the same time. There has to be give and take. He thinks that by the next meeting on November 4th, there will be more support for the project and he thanks Council for their time. D. PUBLIC HEARINGS: ORD-0101-2019 AN ORDINANCE TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2020. Mrs. Bury presented the 2020 Budget which is attached. Summaries of the presentation are attached as well. G. COMMITTEE UPDATES: None H. CORRESPONDENCE AND ACTIONS: Clerk: None Council: None I. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick No Report Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou thanked Mr. Shill for his Census presentation. At the previous meeting there were 2 speakers from One MORPC, Once Voice- Deborah Ashenhurst, Director of the Ohio Department of Veterans Services and Kenny McDonald, Once Columbus President and Chief Economic Officer. She said they recently completed the Diversity and Inclusion Work Plan. MORPC passed a resolution establishing population estimate as a basis for 2020 dues. 2 Cities went over 40,000- Westerville and Grove City, one went over 50,000- Dublin. Gahanna did not have growth, but a few less than the last survey, but this is how the money flows in from communities. Gahanna in 2018 had 35,708, in 2019 36,075 and the plan for 2020 is 36,018. This is all based on .75 per capita. ODOT's Transportation Review Advisory Counsel approved its draft list of major new projects. Which include a number of projects in Central City of Gahanna Page 4 City Council Meeting Minutes October 21, 2019 Ohio. MORPC is reviewing a complete streets policy and requests volunteers from membership for help in reviewing the policy starting in November and ending in the spring. MORPC is updating the paving the way system. Census details are ramping up. Sustainability advisory report highlighted a sustaining Scioto board to ensure there is clean and abundant drinking water in the future. Worthington was recognized for its sustainable 2050 community certification, platinum award. Recap of HB 163 special meeting holding funds for municipal water/sewer extraterritorial practices. State Capital Budget will be presented next year. Looking to field the local government internship program for 2020. Bernice Cage will be retiring from MORPC after 30 years of service. Sustainability summit was very successful. Great keynote speaker and breakout sessions were very telling, Whitehall and Reynoldsburg presented. Government Liaison - Metzbower No Report Convention & Visitors Bureau (CVB) - Schnetzer Mr. Schnetzer presented Visit Gahanna has been honored with three (3) RUBY Awards (Recognizing Uncommon Brilliance Yearly) by the Ohio Travel Association for their work in marketing Gahanna as a visitor destination. Competing with CVBs from around the state, the team received the first place awards for: -Social Media Campaign for the 2019 Creekside Blues & Jazz Festival -2019 Gahanna/CBJF Promotional Video -E-newsletter (“Weekly Happenings”) The Herb Center conducted 3rd “Ghosts of Gahanna Walking Tour” on October 11, which was added based on popularity of program; one more date remains (Oct. 25); all programs sold out. City of Gahanna Page 5 City Council Meeting Minutes October 21, 2019 CVB participated in Creepside Festival and CVB is working on securing activities, sponsors and vendors for the 2019 Holiday Lights Celebration (Festival and Tree Lighting Ceremony scheduled for Sunday, November 24 from 3-6:30pm in the Creekside District). Any group or business interested in participating in the event should contact Visit Gahanna for an application. J. OFFICIAL REPORTS: Mayor Mayor Kneeland said it was nice to have Mr. Shill in and that a complete count committee is gearing up for marketing and communicating the information on the census. Also a transition plan, his plan is to invite the winner of the Mayoral race and introduce them on the process of the budget and introduce them to the department and department heads. City Attorney Mr. Ewald agreed with the Mayor and will be doing the same thing with whoever the successor is. Also he has gotten a request for amendment that will come to Council for the cellular tower that was relocated north of the golf course. They would like an extension to March 31 and some adjustment to the footprint. K. COUNCIL COMMENT Mr. Leeseberg stated that he went to the Summit on Sustainability and classes he attended was on the 500 miles of bikeways in the region and on stormwater/water quality. He also attended a meeting on the Smart Lane opening Wednesday. 670 east bound was established to be ideal for that. There will be a learning curve and it was a neat presentation and was a good plug for Gahanna as it was held at the Sanctuary. Mrs. Angelou said that she and Mr. Renner spoke with the folks at the Lakes at Harrison Pond as they celebrated their 1.7 million dollar project on the outside of the condos. It was a celebration and we had a good time. She also spoke at the groundbreaking of the Walnut Trace on Ridenour Road, National Church Residences. It's going to be a wonderful project. They have a great vision of diversity and inclusion and will provide quality care for all seniors. It was a wonderful program and I felt blessed to be part of it. City of Gahanna Page 6 City Council Meeting Minutes October 21, 2019 Mrs. McGregor said that she had heard that fall wasn't going to be very pretty because of the weather but the trees are very pretty and there was a photo on social media of the trees on Olde Ridenour Road. Also, fun fact, there is an Ohio State School of Falconry up by Camp Mary Orton, some guests were in this weekend from Wisconsin that were here to attend. Mr. Schnetzer said special thanks to ODOT, he beleives that 62 west northbound to 270 ramp was scheduled to be closed all this month and officially opened this morning. On time and under budget. Mr. Metzbower said that we lost 2 community members and it was nice to do a moment of silence and congratulations to the promoted police officers. Executive Session Motion to enter into executive session pursusant to ORC 121.22 (G) and Council Rules 5.40(G) To consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance, provided that both of the following conditions apply: (a) The information is directly related to a request for economic development assistance that is to be provided or administered under any provision of Chapter 715., 725., 1724., or 1728. or sections 701.07, 3735.67 to 3735.70, 5709.40 to 5709.43, 5709.61 to 5709.69, 5709.73 to 5709.75, or 5709.77 to 5709.81 of the Revised Code, or that involves public infrastructure improvements or the extension of utility services that are directly related to an economic development project. (b) A unanimous quorum of the public body determines, by a roll call vote, that the executive session is necessary to protect the interests of the applicant or the possible investment or expenditure of public funds to be made in connection with the economic development project.
