CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, February 3, 2020, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on January 30, 2020. Present 6 - Jamie Leeseberg, Michael Schnetzer, Brian D. Larick, Nancy R. McGregor, Karen J. HEARING OF VISITORS. 2020-026 Proclamation Proclaiming February 7-14, 2020 as Congenital Heart Defect Awareness Week presented by Mayor Jadwin Mayor Jadwin presented a proclamation recognizing February 7-14, 2020 as Congenital Heart Defect Awareness Week to Kimberley Kline. Ms. Kline introduced her daughter who has had multiple surgeries to repair a congenital defect. She shared that she didn't realize how frequent these defects occur and thanked the Mayor for presenting the Proclamation and helping to bring awareness to congenital heart defects. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick No Report Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou stated that the Executive Committee meets Thursday. Sunday they leave to go to Washington DC and will return Wednesday evening and next meeting Thursday afternoon. Convention & Visitors Bureau (CVB) - Leeseberg Mr. Leeseberg stated that the winter herbal cocktails are out. Creekside Blues and Jazz festival planning is underway and Board meeting is February 27th. School Board (SB) - Schnetzer No Report G. OFFICIAL REPORTS: Mayor Mayor Jadwin thanked Council for allowing the presentation of the Congenital Heart Defect week proclamation and thanked Ms. Kline for bringing it to her attention. The Parks & Rec department are in Sandusky attending the Ohio Parks & Recreation Association Conference where tomorrow they will receive the first place award for capital improvement projects for both the Big Walnut trail section 4 as well as the McKenna Creek restoration project. Over the last 30 days, added has been a new Director of Public Service and Engineering, Director of Parks and Recreation, Communications Manager and a search is underway for a Development Director and hopefully a Development Consultant partnership will be announced by the end of the week. Departmental realignments are underway focused on streamlining and modernizing operations. She shared the number of resident contact from the Police Department in a 24 hour period as 800-900 resident contacts. The utility billing main number in the last 30 has received 1153 calls from residents with questions. Over 200+ utlity service appointments. Public Service City of Gahanna Page 4 City Council Meeting Minutes February 3, 2020 Director himself has had over 70 phone calls and over 70 interactions with people. This doesn't include Parks and Recreation and other forward facing departments. City Attorney Mr. Mularski said that the crosswalks at Cherrybottom and Johnstown Road have been a problem for some people and in discussion with Chief Spence and Mr. Crawford, flashing crosswalk indicators are going to be installed over the next few months. H. COUNCIL COMMENT Ms. Bowers stated that she submitted a January report for constituent update (Document 2020-029 attached). She thanked Mayor Jadwin for recognizing Congenital Heart Defect Awareness Week. It was surprising how many residents have first-hand experience raising a child with a congenital heart defect. She updated information on constituent hours that she has been holding since January 6 from 4-6 pm at City Hall which has been well attended. The next community conversation on road safety and distracted driving is February 15th in the afternoon. Representative Lightbody and local resident Sharon Montgomery will be in attendance. There is a bill pending at the statehouse in regards to distracted driving. She thanked staff and administration for their outreach and follow up in regards to constituent concerns and she appreciates the collaboration on these issues. Mr. Larick thanked Mr. Crawford for addressing the Heil Drive bridge issue that has been going on and addressing the flashing light on Rocky Fork. Mayor Jadwin said she would pass the information along. Mr. Schnetzer said that Mayor Jadwin’s comments reminded him of a resident interaction last week. A gentleman reached out to Mr. Schnetzer with some concerns who reached out to Mr. Crawford who reached out to the Chief, and the Mayor got involved. The resident was quite pleased by the action so he commends the team and it was nice to see everyone hit the ground running. Much appreciated. Mr. Leeseberg thanked Mayor Jadwin and constituents for bringing the Congenital Heart Defect Awareness week forward. He reminded about the open house on the gypsy moth spraying Wednesday at the Senior Center from 6-8 pm. It isn’t the City doing it, it is the Department of Agriculture.
