City of Gahanna Page 1 City Council Meeting Minutes February 17, 2020 2020-035 Presentation by Tonya Fulwider, Mental Health America of Franklin County on POEM Perinatal Outreach & Encouragement for Moms Tonya Fulwider, Associate Director of Mental Health America of Franklin County presented the POEM program, Perinatal Outreach and Encouragement for Moms. Presentation is attached. Kelli Natale-Koppel, 746 Ridenour Road shared her expereince with POEM and shared that even while she was experiencing pre-nataldepression, she took her child to the public parks several times to play. She stated that if the information about POEM would have been in those areas, that perhaps she would have found proper help with her first child. She asks city Council and the administration to consider placing POEM posters and literature in the park restrooms and billboards for both men and women. D. PUBLIC HEARINGS: ORD-002-2020 ORDINANCE TO AMEND THE OFFICIAL ZONING MAP OF THE CITY OF GAHANNA ADOPTED BY ORDINANCE 198-96 ON NOVEMBER 19, 1996 AND AS SUBSEQUENTLY AMENDED: Changing the Zoning District of a 2.707 +/- acre parcel at 4569 Morse Road from Restricted Institutional District (RID); to Limited Overlay- Community Service District (L-CS); Win Stewart, applicant. David Hodge, Underhill & Hodge 8000 Walton Parkway , Suite 260, New Albany presented on behalf of the applicant presented about the project, reminding Council that this application is before them with positive commentary from the Area Commission, a recommendation for approval by city staff and a unanimous recommendation of approval from the Planning Commission. If this legislation is adopted, they are still required to go through the design review and development plan process which would commence as soon as possible after adoption of legislation. He clarified with an aerial photo of the property when it was a Franklin County property that the Christopher Wren project developed with that facility next door and the proposal this evening is a much better use than what was on the site previously. The project is to rezone to allow a fully enclosed, climate controlled self-storage facility. This site has sat vacant for some time and no office user has come forward to purchase the site City of Gahanna Page 5 City Council Meeting Minutes February 17, 2020 so in terms of the use, Mr. Hodge states that this use is a perfect fit. Mr. Hodge presented the draft of the building plan which he states still needs to go through Planning design review. It has an office esthetic that they believe will fit well within this space. It is a height of 3 story. There will be no additional buildings added to the south. It will be preserved as open space. He stated that he knows there have been some differing opinions on this project and hopes that Council members took the time to review the Area Commission notes which were generally positive. There were a couple of neighbors that attended that left the meeting feeling good about the project, that the perimeters would be retained and that they wouldn't hear the beeping of trucks backing up at 3 a.m. Mr. Hodge went on to speak about the tax implications- that the property generates $257 per year, which is $7,710 over a 30 year term. If this project was put into a TIF, which Council can do, this project will generate over that 30 year term, $2.5 million dollars or $83,000 per year, a 97% increase. Jeanie Hoffman, 708 Waybaugh Dr stated that it doesn't really match what's there now, and if the zoning is changed and this project falls through what would be allowed there. Mr. Blackford replied that other potential uses for Community Services, other allowed uses are restaurants, consumer credit reporting agencies, mailing, commercial art and photography, news syndicates, personal supplies/services, motion pictures, repair services, gyms... from a Zoning Code standpoint, this is not a lot of uses. The request before you, the conditional use that would be associated with the storage facility was approved by Planning Commission. This is a limited overlay which can restrict beyond what the Zoning Code. Ms. Bowers asked if there can be modifications be made to the overlay- would there be a willingness to limit this to 3 stories or 60 feet in height? Mr. Hodge replied yes. Ms. Bowers asked about exterior access points, would the applicants be willing to limit to no more than 6 exterior access points. Dan McCoy, 2501 E. Kentucky Avenue, Denver, CO replied that as long as it was compliant with fire safety ingress and egress, but conceptually yes, and in a manner that they are located so that they're pointed towards commerce and now houses. Frequently, the old style would have old exterior doors, this design does not have that. There is a retail entrance City of Gahanna Page 6 City Council Meeting Minutes February 17, 2020 of Morse Road and a loading dock on the side that you see in the illustration. Ms. Bowers asked if they have constructed other projects like this in Ohio. Mr. McCoy replied no. Ms. Bowers asked if these have run through a fire marshal or code yet. Mr. McCoy replied not yet. But these buildings typically are governed by International Building Code, that number of doors and approach should work. Mr. Hodge added that generally the public access points are what you see on this rendering. Ms. Bowers said she sees maybe 3 or 4. She added that as long as the overlay is amended to say no more than 3 stories or 60 feet and the access points she was in support. Mr. Leeseberg added that the phase 2 removal be a condition as well. Mr. Hodge replied that they will add some language to the limitation text that says substantial similarity to the site plan included herewith and that's the plan that you've all seen. G. FIRST READING OF ORDINANCES: None H. ORDINANCE: INTRODUCE, WAIVE SECOND READING, ADOPT: ORD-019-2020 ORDINANCE AUTHORIZING THE MAYOR AND DIRECTOR OF PUBLIC SERVICE AND ENGINEERING TO ENTER INTO A LEASE AGREEMENT WITH ZAYO GROUP TO LEASE THE USE OF FIBER, WAIVING THE SECOND READING AND DECLARING IT AN EMERGENCY. Ms. Bowers asked Mr. Crawford for clarification: Zoya Group is proposing to lease our fiber lines for a year, they don't want to pay us anything, but they want to install conduit installation over 19,000 feet. They would give that conduit to us in exchange for the no fee lease correct? Mr. Crawford replied that the compensation is 2 additional conduits that City of Gahanna Page 7 City Council Meeting Minutes February 17, 2020 would then be retained by the City following the completion of the main build which is installing their own 2 conduits. Ms. Bowers asked that if they extend the lease, it would be for a 12 month period at $10,000 a month. Mr. Crawford said that they had concerns that they could complete that in a 12 month time frame so they asked for a 1 year renewal and following the same general cost structure, it equals $10,000 per month for one additional year. Ms. Bowers asked if the value of the work they're providing for Gahanna is worth $120,000. Mr. Crawford said yes. Ms. Bowers asked when the contract was presented to his department. Mr. Crawford said late last year or early this year. There were a few discussions and an amenable agreement was reached about 3 weeks ago. Ms. Bowers asked what would happen if we did not follow standard protocol. Mr. Crawford said he believes the agreement would be dead because they have a need to connect to their customer and they're behind schedule and they may lose their job with their customer which we would lose the opportunity to obtain these new conduit which would cost a higher amount if we tried to build. Ms. Bowers asked if the city has contracted with Zoya group before. Mayor Jadwin said the contract was received end of last year, however there were some language concerns and those were addressed. Ms. Bowers said she appreciated the information but was concerned about circumventing our own rules to accept a contract. Mayor Jadwin replied that she didn't feel there was harm because this is a business proposal and there are waivers in place to provide some mitigation when we do have extant circumstances. Mr. Larick asked if the 12 fibers are excess capacity. City of Gahanna Page 8 City Council Meeting Minutes February 17, 2020 Mr. Crawford replied yes. Mr. Larick asked if there was not an expected need that we would have to use those fibers in the next 12-24 months. Mr. Crawford said correct, no impact what so ever. Mrs. McGregor asked if they offered the conduit line or did we ask for it. Mr. Crawford replied that we asked them. It is our practice when there is an expansive build in the city, in challenging areas, we do ask if they would install additional conduit for us to retain after they complete their build. Mrs. McGregor said we would have paid them extra to put in 2 lines for us while they put in their 2 lines. But now we'll get those for free. Mr. Crawford said yes, we would be asking them to pay $120,000 otherwise. A motion was made by Schnetzer, seconded by Renner, that the Ordinance be Introduced, Second Reading Waived, and Adopted. The motion carried by unanimous vote. I. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick shared that CIC meets tomorrow morning at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou thanked William Murdock who wrote out her 3 page report. They were in Washington DC from Sunday through Wednesday and the meeting was Thursday. Mayor Jadwin was at the meeting and gave the pledge and thank you for being more involved. Kick off for 2020 there was no meeting in January. New communities to the commission Chillicothe and Circleville so now up to 73 communities to better central Ohio. Speaker series Ashon McKenzie, CelebrateOne Director of Strategic Initiatives. CelebrateOne is working to reduce infant mortality, reduce the racial disparity in infant mortality, reduce the percentage of preterm births and reduce the percentage of low birth weight births. In Franklin County there has been a 23% decrease in infant mortality rates since 2011. For City of Gahanna Page 9 City Council Meeting Minutes February 17, 2020 people that are white, 35% decrease, for African-American 28% decrease. It’s all about making preventable deaths not happen and making sure our children are taken care of. MORPC announces a partnership with Ohio University Voinovich School of Leadership and Public Affairs, all MORPC members and their employees can now benefit for a $1000 first term tuition incentive for their executive MBA partnership program. It also supports 2 summer intern placements in impacted communities. A Resolution was adopted to support ODOT's safety performance targets which meets federal planning regulations to establish safety performance measures for the NPO area. Draft strategies and projects were reviewed for the 2020-2050 metropolitan transportation plan currently having open comment period and the entire MTP will be available for comment later this month. The Central Ohio Rural Planning Organization updated request for funds to study freeway access from Knox and Morrow Counties, Union County recently received a grant of $90,000 to be used for mobility related feasibility study. CORPO is also submitting comments to the USDOT on the issues and barriers that rural communities face on topics such as development, housing and transportation. RDAC highlighted work of the committee and its 4 subcommittees. During the update it was discussed to emphasize the census 2020. It is important that we get everyone counted. We are in danger of losing a congress person or two. So it is important to count everyone. 2020-2050 MTP Open House is February 26 from 4-7 at MORPC. The Central Ohio Workplace Incubator showcase will be featuring 5 entrepreneurial centers in our regions on MORPCs Facebook and Youtube accounts during the week of March 2nd. Newly elected legislative update for elected officials in their first terms to learn about public policy. It will be at the State House. April 17th from 8-9:30. MORPC has received a certificate of excellence in financial reporting from the Government Finance Officers Association for the 31st consecutive year. City of Gahanna Page 10 City Council Meeting Minutes February 17, 2020 Convention & Visitors Bureau (CVB) - Leeseberg Mr. Leeseberg shared CVB highlights: -Working with two convention groups for March events that will draw nearly 500 visitors to town. -Attended American Bus Association in January - representing Gahanna and the Ohio Has It cooperative of 100+ tourism partners in the state. Met with tour operators from all over the country to promote our visitor friendly assets. -Working with 10 brides/weddings for 2020 (all of which include hotel room blocks) -Secured two new group visits for 2020 to the Ohio Herb Center -Had a Visit Gahanna booth at the AAA Vacation Expo at the Ohio State Fairgrounds - this 3-day show brought in more than 10,000 people. We distributed Visitors Guides, CBJF info. Herb Center info and more. -We have distributed 1755 Gahanna Visitors Guide so far this year. -Developed and published weekly e-newsletter, sharing information about upcoming promotions and events with more than 300 area businesses and residents -Generated promotion for local businesses and other events through postings on Visit Gahanna’s multiple social media platforms The Ohio Herb Center has a full schedule of classes/workshops this month. Examples include “Herbal Tea Blending,” “Herbal Techniques: Salts & Sugars,” and “How to Grow an Herb Garden”. Created marketing materials for the Seedling Series (classes for children) and Feb. classes as well as Herb Day. Planning underway for the 2020 Creekside Blues & Jazz Festival. Soliciting sponsors and vendors, solidifying stage schedules, tickets to go live soon. Planning underway for Herb Day - May 2. Soliciting sponsors and vendors and lining up speakers. Also placed order for plants that will be sold during Herb Day. School Board (SB) - Schnetzer None J. OFFICIAL REPORTS: Mayor Mayor Jadwin congratulated Chief Spence on steps forward for the PD, addition of a new officer and congratulations on Sgt. Choung on his graduation. She thanked Kelli for her testimony on behalf of POEM and the administration will reach out to discuss how they can help get the City of Gahanna Page 11 City Council Meeting Minutes February 17, 2020 information out. Interviews concluded today for the Safety Director position. A Development Consultant is on board while the new Development Director is sought. The position is posted. February 25-26 will be Ethics training for Staff. Public records training for staff is next followed by a session for constituents as well. She expects to share dates next week. State of the City is Thursday, March 19th at the Edge Innovative Hub off of Gahanna Parkway/Claycraft Road. City Attorney None K. COUNCIL COMMENT Mrs. Angelou said that on Thursday, Governor DeWine brought forward distracted driving legislation and that hopefully it passes the legislature. She thanked her colleagues a MORPC for helping her while they were in Washington DC. Ms. Bowers congratulated Officer Farmer for his appointment to Gahanna PD and Congratulations to Sgt. Choung on attaining his CLEE certification. She wanted to share some thoughts: I started getting a subscription to Rolling Stone Magazine when I was about 15 years old. Thankfully my hippie parents reveled in counter culture and raised me to be more offended by complacency and bad music than by four letter words. Over the weekend, I read an article published last November in Rolling Stone written by economics professor Patrick Warren and a communications professor Darren Linville. They shared their research about the insidiousness of disinformation campaigns and the underlying goal, to grow distrust of each other and our public institutions. Then on the front page of last Sunday's Dispatch this point was made again. Emphasizing Ohio as a particular target, again the intent of these disinformation campaigns is to sew long term distress, destroying the public's believe that they can hold their leaders accountable. To combat this, those of us in government must be increasingly vigilant. Not upset with constituents who have grown distrustful, but rising to the challenge at all times, even in the smallest ways. Last week, I was attending a court hearing with a new client and I had not previously worked with the attorney representing the other side. In my practice area in particular, your ability to deliver for your client is often directly related to how you work with opposing council. When finishing up an agreement with the other attorney, I went over some minor edits that I had made to the document, mostly which had nothing to do with her client, but because it was after she signed it, she needed to approve the changes. The attorney paused looked up and said thank you, not every attorney would have done that. I don't share this because it deserves any recognition City of Gahanna Page 12 City Council Meeting Minutes February 17, 2020 other than the impact it had on someone who I want to have a good working relationship with. These seemingly little things are the ways we build trust. By telling people about the change even if we think it might be trivial, by respecting the issues they bring to us, by affirming that the issue isn't lost, forgotten or irrelevant. I understand this may be different from prior ways of doing things and I understand that this may feel uncomfortable, but I also believe that it is in these seemingly small ways that we can protect public institutions and local democracy and as Bob Dylan once sang, trust yourself to do what's right, and not be second guessed. Thanks and have a great week. Mr. Renner congratulated new officer Hayden Farmer and Sgt. Choung for his accomplishment. He thanked Council and Kelli/Tonya for their presentation. Mental Health is something that can't be seen which makes it hard to help. We should look at how to help these individuals. May is Maternal Mental Health Month and hopefully we can recognize them and realize Kelli's dream of helping them. He shared that the Gahanna Area Art's Council had a Chinese poetry session. They will be holding it again- it should be posted online. It was a nice active Saturday afternoon. Mr. Larick thanked Mrs. Koppel for her presentation. It is difficult to get in front of people and show our humanity in front of a public forum and thank you for that. Mr. Schnetzer said congratulations to Officer Farmer and Sgt. Choung. He thanked Mrs. Natale-Koppel and her son Grant. Mrs. McGregor also offered congratulations to Officer Farmer and Sgt. Choung. She thanked Mrs. Koppel for coming forward. She shared that she had post-partum depression and remembers the feeling that you know its happening but you don't know why, feelings of sadness and no reason for it. A lot of changes and not everyone is aware and so she appreciates Kelli for telling her story tonight. Mr. Leeseberg offered his congratulations to Officer Farmer and Sgt. Choung and thanked them for their service to the City. Thanked Kelli Natale-Koppel for sharing her story. He heard someone explain it this way- you get nine months of getting used to having a baby and then one day, the baby is here and everything changes.
