Gahanna City Council met in Regular Session on Monday, March 2, 2020, in
Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio.
President of Council, Jamie Leeseberg, called the meeting to order at 7:00
p.m. Vice President of Council, Nancy McGregor, delivered an Invocation
followed by the Pledge of Allegiance led by Wolf Scout Den St. Matthews 3317.
Agenda for this meeting was published on February 28, 2020.

2020-042 January, 2020 Mayors Court Report
The Clerk read the receipt of the January 2020 Mayors Court Report into
the minutes.
Council: None
I. ORDINANCE FOR INTRODUCTION; WAIVER & EMERGENCY ADOPTION:
ORD-025-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN
AMENDED AGREEMENT WITH CALFEE STRATEGIC SOLUTIONS,
LLC., DBA CALFEE ZONING FOR PROFESSIONAL ZONING CODE
REWRITE SERVICES; WAIVING SECOND READING AND
DECLARING IT AN EMERGENCY.
Ms. Bowers stated that there was significant discussion on this item at
the last committee meeting and she wanted to make sure that this
agreement had been planned and in the budget and that the Planning
Department was ready to proceed with this and that we had significant

time to discuss this issue prior to the adoption as an emergency with a
waiver.
A motion was made by Larick, seconded by Schnetzer, that the Ordinance be
Adopted as an Emergency.. The motion carried by the following vote:

J. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Larick
Mr. Larick stated that CIC started a formal discussion around structure
and ongoing focus and direction of the CIC. This will continue to move
forward with economic development as the focus.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou said that this Thrusday was the board meeting and the
week following was the MORPC meeting.
Convention & Visitors Bureau (CVB) - Leeseberg
Mr. Leeseberg shared: CVB Initiatives:
*Attended Gahanna KidsFest with a booth promoting things to do in Gahanna as
well as classes at the Ohio Herb Center
*Attended a Bridal Show/Tastings Event at La Navona and spoke with brides and
event planners to encourage them to work with GCVB to set up hotel room blocks
Herb Center Initiatives:
*The Ohio Herb Center held an Open House in January and another is scheduled
for April 4.
*OHC offered 2 presentations at the Dispatch Home and Garden Show
Event Initiatives:
*Planning underway for the 2020 Creekside Blues & Jazz Festival. Soliciting
sponsors and vendors, solidifying stage schedules and loading them to the website.
*Visit Gahanna will host an Annual Meeting on Wed, March 18 at noon at La
Navona. Discover how keynote speaker Jason Duff’s “Hustle Hard” approach and
community collaboration can inspire you!
*Planning underway for Herb Day - May 2.

K. OFFICIAL REPORTS:
Mayor
Mayor Jadwin congratulated Sergeant Sheasby on his promotion and
thanked the Wolf Den pack St. Matthews 3317. She shared updates of
hiring a Marketing Manager who will start on March 23, Mary
Szymkowiak. A follow up to EV charging stations, Mr. Crawford is
currently reaching out to other communities and will provide more detail
in future meetings. She announced that there will be public records
training for the public Tuesday, March 31, 6-8 p.m. in Council Chambers.
State of the City is March 19th. Update on Coronavirus, there are no
cases in Ohio at this point and that the administration is in constant
communication with local health officials and will keep everyone up to
date as information comes in.
City Attorney
City Attorney Mularski gave an update on the three cases that are still
outstanding. These cases are Speed Way Transportation, Burica and
Gahanna v. Ohio Municipal Joint Self-Insurance Pool.
2020-045 1st quarter CASE UPDATE
L. COUNCIL COMMENT
Each member congratulated Sgt. Sheasby on his promotion and thanked
the Wolf Den Pack 3317 for presenting the pledge.
Mrs. Angelou shared that the American Contract Bridge League was
holding their national tournament at the Columbus Convention Center
March 19-29th.
Ms. Bowers stated that her constituent report is out and has been added
to the minutes. She shared information about the distracted driving
community conversation February 15. State Representative Mary
Lightbody and former city employee Sharon Montgomery participated in
that discussion and discussed was pending legislation on that issue.
Mr. Renner thanked the Mayor for organizing the public outreach
education opportunities for residents.
Mr. Larick said we have never been fully staffed in our police department
in his term. He's glad to see we are working towards getting there.

Mrs. McGregor shared that Mr. Crawford said at a meeting the other
evening that the Street Program was going to be 50% larger than it’s
ever been before this year. Between that and the added officers, the
residents will see that the funds are being used as they voted for last
spring.
