A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, March 16, 2020 in
Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio.
President of Council, Jamie Leeseberg, called the meeting to order at 7:00
p.m. Vice President of Council, Nancy McGregor, delivered an Invocation
followed by the Pledge of Allegiance. Agenda for this meeting was published
on March 13, 2020.

G. LEGISLATION FOR SECOND READING:
ORD-002-2020 ORDINANCE TO AMEND THE OFFICIAL ZONING MAP OF THE CITY
OF GAHANNA ADOPTED BY ORDINANCE 198-96 ON NOVEMBER
19, 1996 AND AS SUBSEQUENTLY AMENDED: Changing the Zoning
District of a 2.707 +/- acre parcel at 4569 Morse Road from Restricted
Institutional District (RID); to Limited Overlay- Community Service District
(L-CS); Win Stewart, applicant.
Mrs. McGregor asked if the three parcels would be joined as one
Erick Zartman, Attorney for the Applicant replied that they would.
Mr. Schnetzer asked about this parcel being included in the TIF district. If
it makes more sense to have that conversation prior to approving the

rezoning.
Mr. Blackford said there is plenty of time to address the TIF topic, it just
needs to be enacted before construction of the building to capture those
TIF dollars.
Mrs. McGregor said that she has objection to the project. She doesn't
feel that this is an appropriate zoning change.
Ms. Bowers said she appreciated the discussions in Committee of the
Whole and that the restrictions that were included in Exhibit B,
specifically the 50 ft hight restriction and limited entry ways addressed
constituent concerns. She thanked the developer and their team.
Mr. Larick asked what are the risks in regards to the TIF of making a
change if this moves forward.
Mr. Blackford said that it is a straightforward process to amend a TIF and
doesn't see any risks. This doesn't make any changes to the North
Triangle TIF.
A motion was made by Larick, seconded by Renner, that the Ordinance be
Adopted.. The motion carriedby the following vote:
Yes - 6 Larick, Renner, Leeseberg, Schnetzer, Angelou, Bowers.
No - 1 McGregor
H. ORDINANCE FOR INTRODUCTION, WAIVER & EMERGENCY:
ORD-030-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH TARA NELSWONGER AND KAY M. SWIFT, FOR
TEMPORARY EASEMENT FOR THE PURPOSE OF PERFORMING
THE WORK NECESSARY TO CONSTRUCT A BRIDGE BY THE CITY
OF GAHANNA, FRANKLIN COUNTY, OHIO, WAVING SECOND
READING, AND DECLARING IT AN EMERGENCY.
This item was introduced, second reading wavied, and adopted as an
emergency.
Motion by Schnetzer, Second by Renner, the Motion carried by the following

Mrs. Angelou shared the MORPC Report:
State of the Region Postponed. Looking to reschedule possibly to
September.
Highlights: Regional Housing strategy continues to move forward and
hopeful completion in May
Diversity and inclusion officer is Rolanda Hampton and she started
working today.
Safety efforts: Vision Zero to cut down transportation fatalities and SB
285 Hands Free Ohio bill to reduce distracted driving.
MORPC incubation videos available on their website
Nominating Committee put forward slate of officers for vote at next
meeting, nominees are: Chair: Karen Angelou, Vice Chair: Eric Janus,
Deputy Franklin County Administrator, Secretary, Chris Amarose
Groomes, City of Dublin Mayor and Council President. New members
nominated are David Sheffler, Lancaster Mayor and Michelle Crandall,
City Manager, Hilliard.
Data Mapping update that highlighted the 2020 census.
Draft for the Central Ohio Rural Planning organization is in it's comment
period through April 10.
Convention & Visitors Bureau (CVB) - Leeseberg
Mr. Leeseberg shared that planning for the Creekside Jazz and Blues
fest and Herb Day was underway. There is a post to visit Gahanna
showing about 30 restaurants that are currently open and doing carry out.
So support our local restaurants.
School Board (SB) - Schnetzer

L. OFFICIAL REPORTS:
Mayor
The Mayor spoke of the Covid-19 situation and shift in focus to safety
and resident well-being. The city is exploring ways to support Gahanna's

local businesses. Chief Spence and Dep. Chief Lawless have been
working on the emergency management plan and senior staff has been
meeting daily. In the event of a total shut down of city hall, the city will be
prepared. State of the City has been cancelled. A video will be
available at 5pm March 31 to remain in compliance with City Charter.
City Hall will be closed but for appointments. Pay bills online or utilize the
drop box. Senior Center is closed as well. Parks are open but
restrooms and shelters are closed. She wanted to reassure residents
that we are ready moving forward. She shared that she is incredibly
proud of the team.
City Attorney
Mr. Mularski shared with Council the ability of holding a public meeting
could be held keeping public health in mind. There was an opinion letter
issued by the Attorney General's office and he tries to give ideas as to
how to fulfil the open meetings act and requests that the Ohio
Department of Health and Governor has invoked. The problems are that
the Open meetings act prohibits teleconferencing. The AG says that in
this specific situation when there is a declaration of an emergency, he
would advise that doing such would be ok. He can't change the law, he's
only giving advice. There is a bill pending at the House that would correct
that. Also, the meeting also has to be open. This means the public has
to be able to attend. In the opinion, he feels that live streaming would
satisfy that, however, live streaming on Facebook, in his opinion, isn't
sufficient. Streaming to the website itself would need to occur. Hearing
of visitors is not required by the Charter or open meetings act. It is only
required by rules. Council can suspend those rules or offer that
comments be emailed in by 5pm of the meeting night. But that is up to
Council to determine. Per Charter, the only requirement is that Council
has to meet 2x a month.
Mayor Jadwin added that we are looking at options that will meet the
requirements for live streaming.
M. COUNCIL COMMENT
Mr. Schnetzer thanked the administration for taking the time to answer
questions during this trying time. He asked his fellow Council members
to be mindful that accurate information is shared with the public and that
we will get through this together.
Mr. Renner said we have never had to grasp epidemiology so fast like
we have recently and he was proud of the work the Governor has done to
place emphasis on the science. How to care for folks infected are what
the state is grappling with. These drastic steps are taken to contain the
City of Gahanna Page 6

epidemic. He said that he was excited about the level of caring coming
from the community.
Mrs. Angelou said there were wonderful people in the community. She
thanked the administration for their hard work. These are hard times and
we need to wrap our arms around one another in support.
Mayor Jadwin said she also wanted to recognize Miranda for her hard
work.
Mr. Larick said stay in communication with your neighbors, friends,
acquaintances, family. Stay in touch with folks, we're all in this together.
Ms. Bowers shared Fred Rogers's quote from when he was a boy “My
mother would say to me, ‘Look for the helpers. You will always find
people who are helping.’ To this day, especially in times of disaster, I
remember my mother’s words, and I am always comforted by realizing
that there are still so many helpers - so many caring people in this world.”
Mr. Rogers is no longer on television but Daniel Tiger is so I get to share
a lot of this with my son through Daniel Tiger. She said she appreciates
all of the work that the Mayor and administration is putting in to make
sure we are prepared and protecting our community.
Mrs. McGregor said check on your neighbors and relatives and shared
that her daughter's husband was on two plane this weekend and people
were coughing so she said not to come to my house for 2 weeks
because we may have been exposed. Use common sense.
Mr. Leeseberg thanked everyone for their long hours and hard work. He
advised residents to refer to the City's website for information. Things
are changing quickly. Keep your neighbors and health care workers in
mind. Support our local businesses that are still open.
