MOTIONS: MT-015-2020 MOTION TO SUSPEND COUNCIL RULES ARTICLE VI FOR THE DURATION OF THE COVID-19 EMERGENCY. Motion to amend by Bowers to add: suspend Section 6 of Council rules for the duration of the Covid-19 emergency. Second by Renner. Unanimous affirmative roll call vote. Motion Carried. A motion was made by McGregor, seconded by Angelou, that the Motion be Approved as Amended.. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers MT-016-2020 MOTION TO AMEND TIME AND DAY OF REGULAR CITY COUNCIL MEETINGS AND COMMITTEE MEETINGS; COUNCIL MEETINGS REMAIN AS SCHEDULED, COMMITTEES SHALL BE CALLED AS NEEDED FOR THE DURATION OF THE COVID 19 EMERGENCY. ORDINANCES FOR SECOND READING/ADOPTION: ORD-031-2020 ORDINANCE TO ADOPT THE THOROUGHFARE PLAN REPORT, JULY 3, 2019 BY CARPENTER MARTY TRANSPORTATION, FOR THE CITY OF GAHANNA, OHIO; TO AMEND SECTION 145.02 THOROUGHFARE PLAN, OF CHAPTER 145 PLANNING COMMISSION OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Mrs. McGregor stated: I object to the possible connection from Stygler to Johnstown Rd. We have an $8M Parks Project in the area. A category 3 wetland was discovered when building this project. I know this is only a plan but I don't want it to even a consideration in the future when we might not be around. A major connection through a residential area would be a detriment to the whole area. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick stated the CIC was currently not meeting due to the Covid-19 emergency. Mid-Ohio Regional Planning Commission (MORPC) - Angelou 2020-063 April 6, 2020 MOPC Report - Angelou Convention & Visitors Bureau (CVB) - Leeseberg CVB Initiatives: Created a Gahanna Scavenger Hunt, Carryout Bingo Card Sent a special email newsletter regarding Covid 19 and what the Gahanna CVB is doing Offering assistance to local hotels who are trying to secure stays for hospital workers, FEMA, etc. A “Gahanna in Review” video was released last week on YouTube and the Visit -------Gahanna Facebook page. It is the video that was created for the Visit Gahanna Annual Meeting. Weekly initiatives: Developed and published weekly e-newsletter, sharing information about restaurants offering delivery/carryout and activities still allowed. This is sent to more than 300 area businesses and residents Continuing to post on social media to inform and stay engaged Herb Center Initiatives: The Herb Center is currently closed but the staff is working limited hours City of Gahanna Page 5 City Council Meeting Minutes April 6, 2020 creating new classes and content for the future Continuing to post on the Herb Center’s social media platforms - Facebook and Instagram Event Initiatives: CBJF - We are in discussion regarding the cancellation of this event.
