CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, April 20, 2020, in an online format. President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance led by John Henry of Scout Troop 98. Adopted on the consent agenda. ORD-036-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH DECKER CONSTRUCTION COMPANY FOR THE 2020 INDUSTRIAL STREET PROGRAM ST-1070. Adopted on the consent agenda. Pass Consent Agenda A motion was made that the be Pass the Consent Agenda.. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers D. ORDINANCES FOR SECOND READING / ADOPTION: ORD-038-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH GAHANNA-JEFFERSON PUBLIC SCHOOLS (GJPS) FOR THE SCHOOL RESOURCE OFFICER (SRO) FOR THE 2020-2021 SCHOOL YEAR A motion was made by Schnetzer that the Ordinance be Adopted, Second by Angelou. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers E. CORRESPONDENCE AND ACTIONS: Clerk: None Council Mr. Larick said he got an email from a resident regarding a community compost service that he said he would forward to administration. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick said that the CIC has been discussing economic support for small businesses in the community. Nothing has been defined but it was being discussed/researched. Mid-Ohio Regional Planning Commission (MORPC) - Angelou COVID-19 Information Resources: MORPC launched a resource hub for local governments at morpc.org/covid19 <https://www.morpc.org/covid19> with critical information geared toward community leaders and staff. We most recently posted our local government impacts survey results. The site has links to pages and best practices of local governments across Central Ohio all in one place. Please don’t hesitate to share this resource. Let us know how we can improve it. MORPC continues to hold weekly community leader briefings to bring you the latest, concise, and most vital information for local government leaders on the health crisis. These are geared specifically to the needs of townships and counties in partnership with the Franklin County Township Association (Tuesdays at 4 p.m.) and the needs of cities, villages, and associates in partnership with the Central Ohio Mayors & Managers Association (Thursdays at 4 p.m.). Highlights from the April Board Meeting: Congratulations to our new board leadership, including our new MORPC Chair, Karen Angelou! A longtime Gahanna City Council member, Karen is passionate about making Central Ohio a better place and we’re excited for her leadership. Congrats also to Erik Janas (Franklin County) as Vice Chair and Mayor Chris Amorose Groomes (Dublin) as Secretary. Joining our Executive Committee will be Michelle Crandall (Hilliard) and Mayor David Scheffler (Lancaster). Congrats to all! I want to thank Rory McGuiness (Columbus) for his outstanding service as chair for the past two years - as well as Matt Greeson (Worthington) and Eric Phillips (Marysville), who are both stepping back from years of service and leadership on Executive Committee. Welcome the Village of Granville as a new MORPC local government member! We’re looking forward to working with the village as our 74th community. Thanks to all for attending our first all-online remote Commission meeting! We had over 100 participants! Please let us know if you have suggestions on how to make these remote meetings better. Commission Updates: City of Gahanna Page 3 City Council Meeting Minutes April 20, 2020 · The Regional Data Advisory Committee and its working groups continue to move ahead, including its work with our Sustainability Advisory Committee to launch the Sustainability Dashboard in late spring. · The Data & Mapping update highlighted the 2020 Census, including how COVID-19 has impacted it and how to track the response rates. Please make sure to get everyone counted! · The annual Paving the Way meeting is also approaching - April 23 (more info below). For the first time, any community in the 15 -county region can benefit from using the new system. · The Regional Policy Roundtable highlighted a recent update with Congressman Stivers and the Newly Elected Officials Legislative Update Call taking place April 17 (more info below). Recent focus has been on the state’s COVID-19 state emergency relief bill (HB 197) and the federal Coronavirus Air, Relief, and Economic Security (CARES) Act. · The Sustainability Advisory Committee will soon be updating the Regional Sustainability Agenda <https://www.morpc.org/wordpress/wp-content/uploads/2019/08/ MORPC_SA_Brochure_PRINT.pdf>, one of our guiding documents. Their report also highlighted the importance of air quality alerts during ozone season. MORPC is collecting extra data for both air quality and the use of trails during the current public health crisis. If your community is doing additional trail counts right now, please reach out to us. · The Metropolitan Planning Organization report highlighted the success of MORPC’s recent Transportation Improvement Program Open House <https://www.morpc.org/openhouse/>, with comments due April 20. MORPC’s draft 2021 Planning Work Program, which guides our transportation efforts. · We’re also finalizing the 2020-2050 Metropolitan Transportation Plan <https://www.morpc.org/mtp2050/>, with comments due today (April 13). Our May meeting will include the consideration of the Transportation Improvement Program, Planning Work Program, and Metropolitan Transportation Plan. · The Transportation Policy Committee passed a resolution to amend the 2018-2021 Transportation Improvement Program to provide $10 million in additional funding for the widening of I-71 between the Franklin County line and SR 665. Upcoming Events: State of the Region and the Ohio Conference on Freight are both rescheduled for 2021, but here are some upcoming virtual opportunities. · Mid-Ohio Finance Administrators Meeting - 12-1:15 p.m. April 14. The meeting will discuss fraud in government and protecting the public’s money. Convention & Visitors Bureau (CVB) - Leeseberg CVB Initiatives: -Placed an ad in Ohio Magazine’s May issue encouraging people to make plans now to visit Gahanna when it is safe to do so. -Working with This Week newspaper to promote Carryout Bingo and Gahanna Scavenger Hunt -Making plans to celebrate National Tourism Week May 3-9 with online contests Weekly initiatives: -Developed and published weekly e-newsletter, sharing information about local businesses. This is sent to more than 300 area businesses and residents -Continuing to promote local businesses and engage with residents and guests on social media. Herb Center Initiatives: City of Gahanna Page 5 City Council Meeting Minutes April 20, 2020 -Hosting a “Virtual Herb Day” on Facebook and Instagram from April 22-May 2. Posts will feature the sponsors, speakers and vendors that were originally scheduled to participate in Herb Day. -Working with This Week newspaper to promote the “Virtual Herb Day” -Continuing to post regularly on the Herb Center’s social media platforms (Facebook and Instagram) - now using themes like “Self Care Sunday” -Planning the summer class schedule - fingers crossed we’ll be able to offer classes beginning end of June Event Initiatives: -CBJF - The event has officially been canceled. Sponsors, vendors and musicians have been notified and checks are being mailed back to sponsors and vendors. School Board (SB) - Schnetzer No report. G. OFFICIAL REPORTS: Mayor The Mayor's report is attached. 2020-070 Mayor's Report April 20, 2020 City Attorney No report. H. COUNCIL COMMENT Mrs. Angelou said that Frank Teadway passed away and expressed condolences to his family. She said pray for each other and be kind and gentle. Ms. Bowers said she would pass on comment for now due to the technical audio constraints. Mr. Renner thanked everyone for their patience during the virtual meeting and congratulated the Mayor for doing an outstanding job during this time. He added that he was proud of his community- residents have been stepping up to the plate and helping neighbors. City of Gahanna Page 6 City Council Meeting Minutes April 20, 2020 Mr. Larick said everyone stay healthy. Mrs. McGregor said that Mr. Treadway owned the Italian eatery where her daughter had her first job. He passed of the virus and it was difficult that his family wasn't able to be with him. He was 90. Mr. Leeseberg said we're in this together and can get through this. I.
