President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance. This item was adopted on the consent agenda. ORD-049-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Enacting Section 501.14 Misdemeanor Investigation; Examination of Witness and Evidence of Chapter 501 General Provisions and Penalty This item was adopted on the consent agenda. 3. Motions MT-019-2020 MOTION TO AUTHORIZE THE MAYOR AND DIRECTOR OF PUBLIC SERVICE AND ENGINEERING TO BID THE 2020 SEWER IMPROVEMENT PROJECT This item was adopted on the consent agenda. ORDINANCES FOR INTRODUCTION, WAIVER & ADOPTION: ORD-050-2020 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION - 2020 Sewer Improvement Project Comments from the Director of Public Service and Engineering, Grant Crawford: he stated that there were two historic rain falls this spring in the central Ohio area; sanitary sewers were not designed to handle such events; will start taking proactive steps to find ways to prevent those issues from occurring; city has 15 miles of cleaning and inspection for root control; this is one piece of the puzzle to help improve the system. Comments from Council: Renner- generally supportive of these types of ordinances but had issues accessing the file. Leeseberg read the legislative text file into the record. Larick- asked if the request is for moving funds or will there be a follow up contract for approval. Crawford said there will be a follow up. Larick asked if this is tied to weather events. Crawford said it would have been City of Gahanna Page 2 City Council Meeting Minutes June 15, 2020 on the docket for 2021, but with current events, wants to move forward sooner. Larick asked if any issues have been identified. Crawford said no. McGregor- asked if project is to prevent infiltration of storm water into sewer. Crawford said the process is for a liner; is like placing a new pipe into existing; adds life to aging pipes. McGregor said we have enough capacity normally, but these storms cause infiltration. Leeseberg- asked about the preferred method. Crawford explained the pipe in place method. Leeseberg asked about any man holes that need risers to get out of low spots. Crawford said we have not found any. Bowers- asked if this was bid through standard procedures. Crawford said it has not been bid yet; this request is to bid out the project. Bowers asked for the $233,000 dollar number, where does that come from. Crawford said the number came from a consultant; that was the engineer’s estimate with added 10 percent contingency. Leeseberg explained that the estimate does not come from the same people who bid for the project. A motion was made by Larick, seconded by McGregor, that the Ordinance be Introduced, Second Reading Waived, and Adopted as an Emergency. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers E. RESOLUTIONS RES-010-2020 RESOLUTION TO APPROVE PAYMENT OF SERVICES PERFORMED PRIOR TO FINANCE DEPARTMENT'S CERTIFICATION OF AVAILABILITY OF FUNDS. City Attorney, Ray Mularski stated that we have a $5,000 deductible per case; explained that for the Burika case, which started in 2018, the bills came and were paid; the bills were reviewed and it was discovered that the deductible had not been met yet; they were just now asking for it; which explains the delay. A motion was made by Larick, seconded by McGregor, that the Resolution be Adopted. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers RES-011-2020 RESOLUTION AFFIRMING THAT FUNDS FROM THE COUNTY CORONAVIRUS RELIEF DISTRIBUTION FUND MAY BE EXPENDED ONLY TO COVER COSTS OF THE SUBDIVISION CONSISTENT WITH THE REQUIREMENTS OF SECTION 5001 OF THE CARES ACT AS City of Gahanna Page 3 City Council Meeting Minutes June 15, 2020 DESCRIBED IN 42 U.S.C. 601(D), AND ANY APPLICABLE REGULATIONS. Finance Director, Joann Bury stated this is associated with SB310, which is now HB 481; in order to receive CARES act funding, the city must pass a resolution; until the resolution is on file, the state will not release the funds. Angelou asked if this was a charter city requirement. Bury explained that the template was provided; said all local governments must do this regardless of charter status. A motion was made by Bowers, seconded by Larick, that the Resolution be Adopted. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers F. CORRESPONDENCE AND ACTIONS: Clerk: None. Council: None. G. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Larick stated that CIC meets tomorrow at 8 a.m. for a remote call. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated that MORPC met last Thursday; this is a very busy time for MORPC due to COVID19, but they are moving along; reaffirming commitment to reduce racism, released a statement on social media; heard from OneVoice, President and CEO of YMCA Columbus, who discussed history of racism and ways to combat it; now discussing reopening framework; please continue to urge participation in 2020 Census; talked about scholarship money for employees of MORPC to earn masters degrees; won’t be raising fees for membership; accepting computers to refurbish for those who are in need of computers; highlighted state and federal funding for COVID19; no meeting in July; lets seek justice and peace. Convention & Visitors Bureau (CVB) - Leeseberg City of Gahanna Page 4 City Council Meeting Minutes June 15, 2020 Leeseberg stated that the CVB hosted a successful celebration of National Tourism Week with contests each day on social media. We reached over 5600 people and engaged 738 people during the week of May 3-9. They also presented Herb’n Restaurant Week - carryout style - May 3-9. Working with Herbal Cocktail Trail partners on the summer drink menu to be released June 15. Sending Visitors Guides and other Gahanna materials to people who have requested information - we had over 50 requests in the last two months. Herb Center Initiatives included: participated in our National Tourism Week promotions by offering contests on social media as well. Their posts reached over 1700 people, engaging 265. Mother’s Day Gift Bundles were well received with over $250+ sold. The plan is to continue offering pre-wrapped gift packages for people to purchase at the Ohio Herb Center as an easy gift solution. Summer classes will be offered beginning at the end of June. Attendance size will be limited for the safety of the participants. School Board (SB) - Schnetzer Schnetzer stated that the board hosted a pair of virtual community conversations via YouTube discussing the district's facilities study last week and that a replay is expected to be made available. H. OFFICIAL REPORTS: Mayor 2020-104 Mayor Report to Council for Monday, June 15. See attached report. City Attorney No report. I. COUNCIL COMMENT Angelou- said she has been sending info on webinars for MORPC to council, clerk and directors. Hopefully that helps. These issues we are dealing with in these hard times will be solved. Our community is lucky because we have had since the 1990s, a mission statement that describes who we are as a community. Merisa- extended gratitude to parks director for report given to Parks & City of Gahanna Page 5 City Council Meeting Minutes June 15, 2020 Recreation Board. Was very detailed. Have resumed constituent hours with in person option or zoom option. Met with Chief Spence and Mayor, had a great discussion about how we are organizing community policing; using 6 pillars of 21st century policing policy; expressed gratitude to Spence for his commitment to community policing and recognizing areas where we can improve. Received 100 responses from community survey. Wanted to ensure that council members knew 28 % of respondents reported loss of job or loss of a stream of revenue from March 9-end of May. Shared a quote to think about moving forward: We cannot answer with silence - that would make us complicit, We cannot answer with “dominance” - that would make us monsters, We must answer with action - that is what makes us lawmakers. Wished Gahanna a happy pride week. Had a good start with the Supreme Court ruling. Reminded everyone that Council Received invite from Reynoldsburg for their Juneteenth celebration. Renner- stated that he attended several events this past weekend; Spence was present at a peaceful protest and took a knee with protesters; wanted to commend him for that; Juneteenth is a rising event and we will learn more about this event; mentioned that he and his family have been supporting local business in Gahanna and also spending time being active outdoors. Congratulated Russ Sims on his retirement. Nancy- stated that her son completed 2 weeks at home for quarantine; another son completed his quarantine at Fort Dix; thanked Council dads and said Happy Father’s day; mentioned that she spent a week in Florida.
