A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Virtual Session via Microsoft Teams on Monday,
July 6, 2020. President of Council, Jamie Leeseberg, called the meeting to
order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an
Invocation followed by the Pledge of Allegiance. Agenda for this meeting was
published on July 2, 2020.

A motion was made by Angelou, seconded by Renner, to Pass the Consent
Agenda.. The motion failed by the following vote:

D. RESOLUTIONS
RES-012-2020 RESOLUTION ADOPTING THE TAX BUDGET OF THE CITY OF
GAHANNA, OHIO, FOR THE FISCAL YEAR BEGINNING JANUARY 1,
2021.
A motion was made by Larick, seconded by Schnetzer, that the Resolution be
Adopted.. The motion passed by the following vote:

E. ORDINANCES FOR INTRODUCTION / FIRST READING:
Mr. Larick introduced the item in Section E. This item stands for first
reading.
ORD-051-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF
GAHANNA, OHIO: Amending Section 1163.06 Lighting, Striping, and
Traffic Control of Chapter 1163 Parking Regulations.
This item was introduced.
F. ORDINANCES FOR INTRODUCTION, WAIVER & ADOPTION:
ORD-053-2020 ORDINANCE AUTHORIZING THE MAYOR AND THE DIRECTOR OF
PUBLIC SERVICE AND ENGINEERING TO ENTER INTO CONTRACT
WITH PIPETEK INFRASTRUCTURE SERVICES FOR THE 2020 CCTV
& SANITARY SEWER CLEANING PROJECT, WAIVING SECOND
READING AND DECLARING IT AN EMERGENCY.
A motion was made by Renner, seconded by Bowers, that the Ordinance be
Adopted. The motion carried by the following vote:

G. CORRESPONDENCE AND ACTIONS:
Clerk
The Clerk read into the record an email received from "JW" asking for
maps of the Storm Sewer Survey. It was forwarded to Council earlier in
the day. Maps will be added to the file per Mr. Crawford.

H.. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Larick
Mr. Larick shared that CIC is working on means for small businesses in
the community that are most at risk in this challenging environment. It is
a program to provide a small amount of funding following certain
parameters and is a way to give back. Ideally the funding could come
back and continue funding as time goes on without being a burden.
Mayor Jadwin added that they are fine tuning the program and details will
be coming out later this week and we are looking forward to assisting.
Ms. Bowers asked of they are grants or loans.
Ms. Syx replied that they are grants. Up to one time $2,500 grant.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou stated that there are no MORPC meetings but the
Covid-19 updates will continue.
Convention & Visitors Bureau (CVB) - Leeseberg
Mr. Leeseberg shared the CVB report with is attached to these minutes.
2020-107 CONVENTION & VISITOR'S BUREAU REPORT
School Board (SB) - Schnetzer
Mr. Schnetzer stated that he along with city staff met with staff from the
City of Gahanna Page 3

schools. Topic of discussion was Economic Development. He thanked
those in attendance and the fact that they were willing to hear them out
and dedicate to further discussions. Next up is to analyze other
city/school agreements around us. The next meting is scheduled for July
29.
I. OFFICIAL REPORTS:
Mayor
Mayor Jadwin's report and Proclamation for Parks and Recreation month
are attached to the minutes. She pointed out that Council has received
the first annual Police Report. It is available at gahanna.gov.

City Attorney
Mr. Mularski reported that there is a nominate a neighbor program and
encouraged participation.
J. COUNCIL COMMENT
Mrs. Angelou commended the Chief on the Annual Report. She thanked
Russ Sims for his years of service and retirement.
Ms. Bowers thanked the Chief for issuing his comprehensive report and
this was one of the finest reports in Central Ohio. She shared her
constituent report (attached to the minutes). She feels that the policies
of women and minority owned businesses of the administration are in
line with her views. She spoke on accountability and transparency and
said that accountability requires that those who are responsible for
making decisions are known. It is imperative that those who are making
decisions and how they're being made is clear. She looks forward to
continuing to collaborate with administration and council members.
Mr. Larick had no comment.
Mr. Renner thanked Chief Spence for his report. He said that he has
been bicycling 12-15 miles a day and is happy to see people out. He
thanked staff for the music in the parks on July 4th. He thanked residents
for their emails and communications and hopes they keep it up. He
closed with a quote from Brene Brown "Dehumanizing and holding
people accountable are mutually exclusive. Humiliation and
dehumanizing are not accountability or social justice tools, they’re

emotional off-loading at best, emotional self-indulgence at worst. And if
our faith asks us to find the face of God in everyone we meet, that should
include the politicians, media, and strangers on Twitter with whom we
most violently disagree. When we desecrate their divinity, we desecrate
our own, and we betray our faith.”
Mr. Schnetzer said that the National League of Cities issued a survey of
1100 municipalities on local spending cuts and service adjustments
because of the COVID 19 economic recession that we're in the middle
of. Many were being forced to cut back on capital reinvestment and
economic development. the results were 65% being forced to delay or
cancel capital expenditures or infrastructure projects. 61% surveyed are
delaying or cancelling equipment purchases, 24% are making cuts to
community or economic development programs and 13% are making
necessary cuts to code inspection, planning and permitting. With respect
to services, 74% of cities are already making cuts, 20% of those
responded that those cuts are across the board and 66% of cities are
making cuts to specific programs. On the employment front, 32% of
cities said they will furlough or lay off employees adding to the already
swollen jobless rates. 41% will or have already instituted a hiring freeze.
This should all sound relatively familiar to those of us in Gahanna. We
owe it to residents to communicate the sober factual reality that we are
not immune to that downturn.
Mrs. McGregor had no report.
Mr. Leeseberg thanked the Chief for the annual report it was detailed and
well put together and that we're proud of the CIC for putting their program
together.
