A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, August 17, 2020, via
TEAMS. President of Council, Jamie Leeseberg, called the meeting to order
at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an
Invocation followed by the Pledge of Allegiance. Agenda for this meeting was
published on August 14, 2020.

E 1. Minutes - To Approve:
2020-136 July 20, 2020 Regular Council Meeting Minutes
Mr. Leeseberg asked for a Motion to approve the minutes.
Mrs. McGregor said she feels that people that weren't on Council need to
have the opportunity to submit their comments.
Mr. Leeseberg said he would entertain a Motion to postpone until all
comments could be made.
Ms. Bowers moved that Council strike the minutes for July 20, 2020 that
were apended to the agenda.
Second by Mr. Renner
Discussion: was that if we had draft minutes that we reviewed and made
commentary on, those minutes were what was currently attached. Mr.
Larick asked for what was the striking of minutes. Ms. Bowers replied
that her concern was that amendments/suggestions have been made to
draft minutes by this body and her concern was that that was not the right
way of doing those. She wished to start with the August draft and make
the changes on the record. Mr. Leeseberg said that everyone was
copied on the draft minutes and some people have made the changes
but it was to the will of Council as to what to do with them. Mrs.
McGregor said other people in the administration were not invited to
make comment to the minutes. Mr. Renner said that on August 7th, the
City Attorney sent an email that set a process so his interpretation was to
wait until the public meeting which is this evening to make the changes to
the minutes. Also other people should be given a chance as well. He
wants to make sure he invites the Mayor and her staff for their comments.
So what is the process this evening? The City Attorney's email? What
we normally do it's done via email or phone call, its always done in a
public meeting. You don't make amendments via email or whatever, you
make it at a public meeting. Mr. Leeseberg replied that amendments
have been made via email in the past. Mr. Schnetzer added that on the
topic of the motion, his opinion is that maybe the appropriate path is to
postpone to the next meeting. He reread the email from the City Attorney
and it does appear that he recommended they be introduced as exhibits.
Maybe a cleaner way to handle this is to postpone for 2 weeks and come
up with a word document to be brought up as an exhibit. Mrs. Angelou
said that she submitted what she believed she said. She knows she was
answered by Grant or someone. He question was answered.

Mrs. McGregor Moved to postpone to next meeting (September 8th,
2020).
Second by Mr. Larick
Discussion: Mr. Renner asked for clarification- Mr. Mularski said there
has to be a set of minutes, either the ones presented or a set presented
by what Council believes, sent ahead of time and merged into the
minutes to be presented and discussed. Mr. Schnetzer asked to clarify,
send emails to the Clerk as to what we believe the recommendation is
and those will be discussed at the next meeting. Mr. Mularski said yes or
the President.

F. RESOLUTIONS
RES-020-2020 A RESOLUTION APPROVING A TEMPORARY EXPANSION OF
OUTDOOR SEATING INTO CITY-OWNED LAND FOR STADIUM R,
LLC.
Mayor Jadwin presented the Resolution allowing Stadium R LLC to
expand it's outdoor seating area temporarily. The diagram for the
expansion is attached to the Resolution.
Ms. Bowers made a motion to add an end date of the resolution of
December 31, 2020
Second by Mr. Renner
Discussion on the amendment was that the Resolution already states that
it is a temporary expansion. There haven't been any requests from
anyone else to expand. The language states that Council can rescind at
any time within the Resolution as it is written.
Vote on the amendment were as follows:

Mrs. Angelou asked if any CARES Act funding could be used for this.
Ms. Bury said that this is the normal course of action and therefore
CARES Act funding could not be used.

J. ORDINANCES FOR SECOND READING & EMERGENCY ADOPTION:
ORD-061-2020 AN ORDINANCE CREATING A DESIGNATED OUTDOOR
REFRESHMENT AREA IN THE CREEKSIDE DISTRICT AND
ENACTING REGULATIONS; AND DECLARING IT AN EMERGENCY.
Councilmembers expressed that they are excited about this opportunity
for the Creekside District and hope that this will provide a boost to the
businesses down there and that there has been much work and effort put
into this to make sure its a safe plan for the folks down there.
A motion was made by Larick, seconded by Renner, that the Ordinance be
Adopted as an Emergency.. The motion carried by the following vote:

L. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Larick
Mr. Larick stated the meeting is a virtual meeting tomorrow morning at
8:00 a.m.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou presented her MORPC report.
August 13th was the last meeting. One MORPC One Voice has had
many good speakers and recently the topic was on homelessness and
housing and how COVID 19 has affected them and how the Columbus
area has helped.
The MORPC meeting details are available through the Council Office.

Convention & Visitors Bureau (CVB) - Leeseberg
Mr. Leeseberg shared the CVB Report (attached).

School Board (SB) - Schnetzer
Mr. Schnetzer said that the meeting that has been planned has been
rescheduled once again due to scheduling conflicts.
M. OFFICIAL REPORTS:
Mayor
Mayor Jadwin presented her Mayor's Report (attached) and thanked
Council for their support of the Creekside District DORA. She also
congratulated Officer Aey on his recent retirement. She issued a
proclamation for Senior Citizen's Day and shared there is a free scoop of
ice cream for anyone 55 and over at the senior center in celebration.
She added that it is the 100th anniversary of women's suffrage.
2020-131 MAYOR'S REPORT/ PROCLAMATION FOR SENIOR CITIZEN'S DAY
City Attorney
Mr. Mularski shared that a former employee, Brian Weaver has filed 3
civil rights commission cases over his allegations and termination and
lost them but has now filed a case in court of common please for the
same allegation and we will be dealing with that. A case from 2010 filed
by Roger Peterson against former officer Graham and the City regarding
ordinance training and premature detonation. It drug out through June 13
of 2019, it was voluntarily dismissed it and had a year to re-file, which
they did in June of 2020. The officer is no longer with the City and we
have filed a notice of non service. One item to look into- the fence topic.
You can't even allow a city employee to trespass onto someone's
property. As to the rest of the requests, they will be presented to you
soon. Rental registration, after looking at it, we are evaluating it and we
believe we have changes to bring soon. We have also developed a
nuisance code. It's all in line and we want to provide a new board which

we'll discuss and these will be for smaller types of appeals. We were
trying to find a way to enforce inspections of certain properties and our
best means is by having a permit process for those that have rentals.
This will be coming forward shortly.
N. COUNCIL COMMENT
Mrs. Angelou was glad Mayor Jadwin brought up the anniversary or
women voting and she related the first time she was able to vote and she
encouraged everyone to vote and she hopes everyone has a wonderful
week. She prays every day that COVID is gone.
Ms. Bowers said that she heard that the positivity rate on COVID was
under 4% now. It's very important that we keep up the good work to
reduce that rate. There are some things going on outdoors, the Gahanna
Area Art's Council is doing a program called music in the back yard, and
Stadium is providing box dinner and Make Gahanna Yours Farmers
Market is ongoing. She said she was happy that women's right to vote
was brought up and she shared when her grandmother was born, she
didn't have the right to vote. Every year we say this is the most important
year to vote and this year is no different. You don't have to vote by mail if
you don't want to, you can vote in person at the Board of Elections or vote
on election day. Census enumerators will be going door to door soon
and they will have identification on them and it was important to be
counted. She extended condolences to the family and friends of Judge
Pollitt.
Mr. Larick thanked Chief Spence.
Mr. Renner congratulated Officer Aey for his 29 years of service. He and
his family had a picnic at Friendship Park and hosted a friend and they
enjoyed downtown Gahanna.
Mrs. McGregor appreciated Mayor Jadwin for recognizing women's
suffrage. She said when she was 20 she had to have her mother
accompany her to sign her marriage certificate and has been married
now 47 years.
Mr. Leeseberg thanked Officer Aey also and said the SROs are one of
the most important. Doing that work and working with the young folk,
thank you. He said he heard stories from his grandmother about not
having the right to vote and it was a big deal.
